Foreword
This document is in accordance with GB/T 1.1-2020 "Standardization Work Guidelines Part 1.Structure and Drafting Rules of Standardization Documents".
Drafting is scheduled.
This document supersedes GB/T 13471-2008 "Methods for Calculating and Evaluating the Economic Benefits of Energy-Saving Technologies". It is consistent with GB/T 13471-2008.
Compared to previous versions, aside from structural adjustments and editorial changes, the main technical changes are as follows.
a) The scope of application has been changed (see Chapter 1, Chapter 1 of the.2008 edition);
b) The energy saving calculation method has been changed, and other benefit analyses have been added (see Chapter 4, Chapters 4 and 5 of the.2008 edition);
c) A project cash flow analysis has been added (see 5.1);
d) Economic evaluation indicators have been added (see 5.2.4 and 5.2.5);
e) An economic evaluation method for energy-saving projects has been added (see 5.3.2 and 5.3.3);
f) Sensitivity analysis requirements have been added (see 5.3.5).

1 Scope
This document describes the methods for calculating and evaluating the economic benefits of energy-saving projects.
This document is applicable to the calculation and evaluation of the economic benefits of energy-saving renovation projects, and can be used as a reference for newly constructed energy-saving projects.

3 Terms and Definitions
The terms and definitions defined in GB/T 28750 and the following terms and definitions apply to this document.
3.1
energy saving project
It must include at least one energy-saving measure that helps improve energy efficiency, reduce energy consumption, or improve energy use.
Note. Energy-saving projects also help reduce greenhouse gas emissions.
3.2
discount rate
The ratio by which the expected returns of a project over a future period are discounted to their present value.
3.3
Benchmark return rate

The minimum acceptable level of return for an investment project, determined by a company, industry, or investor from a dynamic perspective.
Note. The benchmark rate of return, also known as the benchmark discount rate, is used for financial evaluation.
3.4
social discount rate
is
The lowest rate of return obtained by using social funds.
Note. The social discount rate is used for national economic evaluation.

Internal rate of return
The discount rate that makes the net present value equal to zero.
