Foreword
This document complies with the provisions of GB/T 1.1-2020 "Standardization Work Guidelines Part 1.Structure and Drafting Rules of Standardization Documents".
Drafting.
This document supersedes GB/T 13399-2012 "Technical Conditions for Safety Monitoring Devices of Steam Turbines" and is consistent with GB/T 13399-2012.
Compared to previous versions, aside from structural adjustments and editorial changes, the main technical changes are as follows.
a) A new chapter on "Terms and Definitions" and the terms and definitions for "Static Speed Error" and "Dynamic Speed Error" have been added (see Chapter 3);
b) The contents of the turbine safety monitoring instruments have been added (see 4.2);
c) The content of the turbine safety monitoring project has been changed (see 4.3, 3.2.2 of the.2012 version), and the main shaft eccentricity measuring device has been removed [see...].
The.2012 version 3.2.2e) added over-limit protection for time-related changes in rated parameters [see 4.3n];
d) The composition and categories of the turbine safety monitoring devices have been changed (see 4.4, 3.3 of the.2012 edition);
e) Added power switching requirements (see 4.5.1);
f) The operating temperature range of the instrument has been changed (see 4.5.2, 3.4.2 in the.2012 version);
g) The monitoring items for emergency shutdown procedures have been changed, from the time limit between the occurrence of the signal and the output of the monitoring device (see 4.5.7,.2012).

s) The technical requirements for extraction pressure protection devices in extraction condensing steam turbines or extraction back-pressure steam turbines have been modified (see 5.11.2).

t) The technical requirements for mechanical emergency shutdown protection indicators have been changed (see 5.12, 4.12 of the.2012 edition);
u) The technical requirements for the bearing and lubricating oil overheat protection device have been changed (see 5.13, 4.13 in the.2012 edition);
v) The technical requirements for low-pressure cylinder exhaust temperature have been changed (see 5.14, 4.14 in the.2012 edition);
w) The time recording device for the limit values of rated parameter variation and its technical requirements have been added (see 5.15);
x) The content of the factory test for the turbine safety monitoring device has been changed (see 6.2, 5.1 of the.2012 version), adding that it must be performed in accordance with the contract before leaving the factory.
Factory acceptance testing is required (see 6.4);
y) The packaging, shipping, and transportation details of the steam turbine safety monitoring device have been changed (see Chapter 7, Chapter 6 of the.2012 edition);
z) Added requirements for the technical documentation that should be provided at the time of delivery of the steam turbine safety monitoring device [see Chapter 8 d) and e)];
aa) Added testing methods for safety monitoring instruments (see Appendix A to Appendix D).

The turbine safety monitoring device should be able to work in conjunction with the turbine control system, protection system, and other devices to ensure the safe and reliable operation of the turbine.
