1 General 1.0.1 In order to ensure the applicability of dormitory and hotel projects and promote the improvement of building quality, this specification is formulated. 1.0.2 Dormitory and hotel projects must implement this specification. Hotel projects with less than 15 rooms (sets) for rent are excluded. 1.0.3 The construction, use and maintenance of dormitory and hotel projects should follow the principles of safety and sanitation, environmental protection and adaptation to local conditions, so as to be applicable, economical, green and beautiful. 1.0.4 Whether the technical methods and measures adopted in the project construction meet the requirements of this specification shall be judged by the relevant responsible parties. Among them, innovative technical methods and measures should be demonstrated and meet the performance requirements in this specification. 2 Basic regulations 2.0.1 Dormitory and hotel projects should have accommodation conditions and be equipped with centralized management facilities; and should meet safety, sanitation, health and other requirements, including fire prevention, earthquake resistance, sound insulation and noise reduction, flood prevention, lightning protection, etc. 2.0.2 The construction scale of dormitory and hotel projects should be determined according to supporting requirements or market requirements, as well as investment conditions. The construction scale division of dormitory projects shall comply with the provisions in Table 2.0.2-1, and the construction scale division of hotel projects shall comply with the provisions in Table 2.0.2-2. 2.0.3 Site selection for dormitory and hotel projects should meet the following requirements. 1 Construction shall not be carried out in areas threatened by natural disasters such as landslides, mudslides, and mountain torrents; 2.The distance from dangerous chemicals, flammable and explosive materials and radiation sources must meet the relevant safety regulations; 3 In areas with noise pollution, vibration pollution, and light pollution, corresponding effective measures to reduce noise, vibration, and light pollution should be taken; 4.For areas with soil pollution, effective measures must be taken for harmless treatment, and the soil environmental quality requirements for residential land should be met; 5 The site should have unobstructed drainage and have flood control and drainage measures. 2.0.4 Sites and buildings should be provided with identification systems that conform to the cognitive characteristics of users. The traffic space should be clear, definite, and easy to identify, and there should be standardized and systematic prompt signs. 2.0.5 The structure of dormitory and hotel projects should meet the following requirements. 1.The structural safety level of dormitory and hotel projects should not be lower than level 2; 2 The structure of dormitory and hotel projects must be designed for earthquake resistance, and the anti-seismic fortification category of buildings should not be lower than category C. The anti-seismic fortification category of student dormitory buildings in schools should be implemented in accordance with relevant national regulations; 3 The structural design work period of the newly-built dormitory and hotel projects should not be less than 50 years. 2.0.6 Barrier-free construction of dormitory and hotel projects shall comply with the following regulations. 1 The main entrances and exits should be barrier-free entrances and exits. When conditions are limited, at least one barrier-free entrance and exit should be set up, and guide signs should be set up at the main entrances and exits; 2 When installing elevators, at least one barrier-free elevator should be installed; 3 When setting stairs, at least one staircase that is convenient for the visually impaired shall be set; 4 Barrier-free pick-up and drop-off areas should be set up before the barrier-free entrance and exit. 2.0.7 Waterproof and anti-slip measures should be taken on the floors of daily water rooms such as kitchens, washrooms, toilets (toilets), bathrooms, laundry rooms, and spa rooms. 2.0.8 When the living room (guest room) is adjacent to the elevator shaft, equipment room, public stairwell, public washroom, public toilet, public bathroom, public laundry room and other rooms with noise or vibration, effective sound insulation and noise reduction measures should be taken. The hotel shall install video surveillance devices at the entrances and exits of the lobby, stairwells, elevator halls on each floor, elevator cars, and public walkways. The dormitory should set up video surveillance devices at the entrance and exit of the hall. 2.0.16 Public pipeline valves and facility components used for overall regulation and maintenance shall be set in public spaces. 2.0.17 Protective railings or balustrades shall be installed in the open balconies, outer corridors, indoor corridors, atriums, inner patios, upper roofs and outdoor stairs, and shall meet the following requirements. 1 The material of the protective railing or railing should be strong and durable; 2 The clear vertical height of protective railings or slabs of dormitory buildings shall not be less than 1.10m. The vertical net height of protective railings or railings in school dormitories should not be less than 1.20m; 3 The vertical net height of protective railings or slabs of hotel buildings shall not be less than 1.20m; 4 Anti-drop measures should be taken at the place where the flowerpot is placed. 2.0.18 Dormitories and hotels should be equipped with garbage collection rooms, which should meet the following requirements. 1.The requirements for classified storage of garbage shall be met; 2 Ventilation, anti-mosquito and other measures should be taken; 3 Floors and walls should be finished with easy-to-clean finishes. 2.0.19 The entrances and exits of buildings in severe cold and cold areas should be equipped with door buckets or other cold protection measures. 2.0.20 Living rooms (guest rooms) should be able to receive natural lighting and ventilation. 2.0.21 Dormitory and hotel projects should carry out routine maintenance, repair and management work on a regular basis, and should meet the following regulations. 1.It should ensure that the building parts and components are safe and reliable within the working life, and should meet the requirements of function and performance; 2 Routine maintenance and regular overhaul should be carried out for various shared equipment and facilities, and should be updated in time to ensure normal operation.
