This standard was drafted in accordance with the rules given in GB/T 1.1-2009.
This standard replaces WS/T 90-1996 "Effectiveness Evaluation Standards for Measures to Improve Water and Fluoride".
Compared with WS/T 90-1996, the main changes in this standard are as follows.
-Added terms and definitions;
-Added evaluation principles;
-Revised the fluorine content index of drinking water;
-Revised the examination time and object of fluorosis.
-Separately evaluate the effects of centralized water and fluorine reduction and decentralized water and fluorine reduction;
-Revised the classification of evaluation results and added a basic pass;

1 Scope
This standard specifies the principles, indicators and results for evaluating the effect of improving water and reducing fluoride.
This standard applies to the evaluation of drinking water-type endemic fluorosis endemic areas to improve water and reduce fluoride effects.

3 terms and definitions
The following terms and definitions apply to this document.
3.1
Projects and facilities for water supply
Measures to provide residents with drinking water, including various centralized water supply projects and various decentralized water supply facilities.
3.2
Central water supply
A water supply method that collects water from a water source and sends it to a service user or a public water collection point through a water distribution network. Including self-built facilities,
Water supply stations that provide daily drinking water for users and qualitative water supply for public places and residential communities.
3.3
Non-central water supply
Scattered households take water directly from the water source without any facilities or only simple facilities.
3.4
Water-improving for defluoridation
In drinking-water endemic fluorosis endemic areas, through the construction of water supply projects or facilities, the fluorine content of residents' drinking water is reduced to control drinking water.

4 Evaluation principles
4.1 Evaluate water supply projects and facilities built and used for more than one year.
4.2 Centralized water improvement and fluorine reduction (large or small water supply and physical and chemical defluorination projects, covering 1 village or more)

4.3 The evaluation of the effect of improving water and reducing fluoride on the village level is based on the evaluation of natural villages where there is a natural village, and administrative villages where there is no natural village.
5 Evaluation indicators
5.1 Water supply project. In addition to normal maintenance, it can provide sufficient water throughout the year, and has a sound management and monitoring system (see Appendix A).
The quantity, water source and protection shall comply with SL 308.
5.2 Fluorine content in drinking water. See Appendix B for sampling method. Tested according to GB/T 5750.5 method, in line with GB 5749 for water supply parties of different scales

6 Evaluation results
6.1 Centralized water improvement and fluoride reduction
6.1.1 Qualification. It also has the requirements of 5.1 ~ 5.3.
6.1.2 Basic qualification. Only the requirements of 5.1 and 5.2 are met, and the requirements of 5.3 are not met.
6.1.3 Disqualification. Failure to meet the requirements of 5.1 or 5.2.
6.2 Decentralized water improvement and fluoride reduction
6.2.1 Qualification. Have both 5.2 and 5.3 requirements.
6.2.2 Basic qualification. Only the requirements of 5.2 are met, but the requirements of 5.3 are not met.
6.2.3 Failure. Failure to meet the requirements of 5.2.

Sound management and monitoring system
A.1 Sound management system

A.2 Sound monitoring system
