Technical requirements for voice and surveillance data recorders
1 Scope
This standard specifies the technical requirements for voice and surveillance data recorders (hereinafter referred to as recorders).
This standard applies to the planning, design, manufacturing, testing, construction and use of recorders.

3 Terms, definitions and abbreviations
3.1 Terms and definitions
The following terms and definitions apply to this document.
3.1.1
Recorder
Multi-channel synchronous recording and playback of voice data and monitoring data within a specified time is a special equipment.

4 Technical requirements
4.1 Composition of recorder
The recorder consists of a collection unit (voice data, monitoring data), a data recording and storage unit, a playback unit and a management and maintenance unit group

4.2 General requirements
4.2.1 The recorder should truly and completely record the original data, and the monitoring data and voice data should be synchronously replayed continuously, completely and stably during playback.

4.2.6 Clock synchronization shall meet the following requirements.
--Realize the time unity of the whole system
--Has the function of accessing an external synchronous clock source;
--The way to access the external source clock supports at least. RS232 interface, compliant with TIA/EIA-232-F related EIA-232 interface regulations,
RJ45 interface conforming to IEC 60603-7-5 related to RJ45 interface regulations;
--Real-time calibration, with fault tolerance to external clock sources;
--The external synchronization clock source is lost, and the recorder is switched to the internal clock. The 48-hour accuracy error is less than 0.5 s.
4.2.7 The data storage time should not be less than 30 days.
4.2.8 The recorder shuts down abnormally, and the restart time should be less than 4 minutes.
4.2.9 The recorder shall have the ability to prevent tampering and deletion of recorded data.
4.2.10 The recorder should be modular in design, easy to expand, and use shelf products.
4.3 Voice data acquisition unit
4.3.1 The voice signal type shall at least have the ability to support analog audio, digital relay, digital telephone, and VoIP voice.
4.3.2 There should be independent voice recording channels and voice playback channels.
4.3.3 Analog audio performance indicators should meet the following requirements.
4.3.4 Digital trunk audio performance indicators should meet the following requirements.
--Voice sampling supports China No. 1 signaling, ITU-T SS7, ITU-T Q.931;
--The signal-to-noise ratio is greater than or equal to 38 dB.

--The voice stream format supports the relevant regulations of the IETF RFC3261 (RTSP) format part.
4.4 Monitoring data acquisition unit
4.4.1 The supported surveillance data transmission protocol shall at least include UDP and HDLC.
4.4.2 It should be capable of collecting and processing primary/secondary radar data, surface surveillance radar data, multi-point positioning data, ADS-B data, and integrated navigation data.

4.5 Data recording and storage unit
4.5.1 It shall have recording and storage functions of voice data and monitoring data.
4.5.2 The recorded data shall be encrypted and protected.
4.5.3 Recording and storage shall have dual-computer redundant configuration, parallel and independent recording.
4.5.4 The storage medium shall be supported for non-stop replacement.
4.5.5 The single-channel recording start mode should support sound control, voltage control, signaling control, and protocol control.
4.5.6 It shall have the function of dumping the recorded voice data to an external storage device, and the dumping format shall at least conform to the WAV audio format.

4.5.7 It shall have the function of dumping the recorded monitoring data to an external storage device. The dump format is shown in Table 1.
4.6 Playback unit
4.6.1 Records should have monitoring data processing and display, voice decoding and playback functions.
4.6.2 The playback shall include voice playback, monitoring data playback, recorder synchronization playback, remote synchronization playback and RCI synchronization playback functions.
4.6.3 The voice data shall have the output function of speaker equipment (speakers, earphones, etc.).
4.6.4 When replaying monitoring data, it shall have the display function of monitoring data, including at least.
--Selection and display of background map;
--Radar sign information, in line with MH/T 4012 regulations;
--Ranging (including map ranging, target-to-map ranging and target-to-target ranging);
--Target filtering (filtering targets based on information such as flight altitude and area range).
4.6.5 When monitoring data is played back, it should be able to find the target according to the designated secondary code, call sign or address code.
4.6.6 The playback process shall have the functions of pause, play (multiply/decrease), fast forward, rewind, and drag.
4.6.7 The quality of data playback shall meet the following requirements.
--Monitoring data error rate is less than 10-7;
-Voice quality distortion is less than 2%.
4.6.8 It should be possible to allow the air traffic control automation system to replay voice and surveillance data remotely under safe conditions.
4.7 Management and Maintenance Unit
4.7.1 The function parameters shall meet the following requirements.
--Record channel parameters including at least channel number and channel name;
--Geographical information parameters include at least background map, route, waypoint and control sector;
--The remaining space threshold of the storage medium;
--Warning methods include at least sound, color, and dialog box.
4.7.2 The analog voice parameters shall at least meet the following requirements.
--Pre-recording duration. 1 s~8 s;
--Compression ratio. G729, GSM-AMR, ADPCM, PCM;
--Volume. -50 dB~+14 dB;
--Single channel voice activation threshold. -35 dBm~+5 dBm;
--Single channel voltage control start threshold. 16 V~40 V.
4.7.3 Monitoring data equipment parameters should include at least name and type, and radar equipment parameters should also include latitude and longitude.
4.7.4 Monitoring data communication protocol parameters should meet the following requirements.
--HDLC, set the serial port number and communication baud rate;
--UDP multicast, at least the multicast IP address and port of the recorded data can be set;
--UDP broadcast, at least the port for recording data can be set.
4.7.5 The monitoring management shall support.
--Prompts and alarms of the working status of each unit module;
--Two working modes of local monitoring and remote monitoring;
--Monitoring data recording status prompt of each channel;
--Recording status prompt of each channel of voice data;
--Prompt the playback status of each channel of monitoring data;
--Prompt the playback status of each channel of voice data;
--Monitoring the utilization rate of the computer's central processing unit;

A.1 Clock synchronization function
