Foreword
JT/T 815 "Technical Specifications for Operation of Shore-based Power Supply System for Port Ships" is divided into two parts.
--- Part 1. High-voltage power supply;
--- Part 2. Low voltage power supply.
This part is the first part of JT/T 815.
This section is in accordance with GB/T Draft the rules given in 1-2009.
This section replaces JT/T 815. 1-2012 "Technical Specifications for Operation of Shore-based Power Supply System for Port and Ship Part 1. High-Voltage Boarding". versus
JT/T 815. Compared with 1-2012, in addition to editorial changes, the main technical changes are as follows.
--- Modified the scope of application for specialized terminals such as container, ro-ro, cruise, passenger, dry bulk, general cargo (see Chapter 1 and.2012)

--- Added technical requirements for compatibility assessment of shore-based power supply systems (see 3.5);

1 Scope
This part of JT/T 815 specifies the basic requirements for high-voltage power supply operation of shore-based power supply systems for ports and ships, as well as preparation, connection,

3 Basic requirements
3. 1. The shore party shall establish a management system and emergency mechanism related to the ship's shore-based power supply system, and shall be managed by a special person.
3. 2 The shore party shall be equipped with personnel for the management, operation and maintenance of the ship's shore-based power supply system.
3. 3 The staff on the shore to operate the ship's shore-based power supply system shall be trained and certified to work.
3. 4 The shore side and the ship side shall determine through consultation, and a special person will give unified command to the operation process.
3. 5 Before the ship uses the shore-based power supply system of the berth ship for the first time, the shore side and the ship side shall perform shore-ship electrical compatibility of the ship's shore-based power supply system.

3. 6 The shore party and the ship party should sign the ship's shore-based power supply service agreement or form a written confirmation document to clarify the responsibilities, safety responsibilities, and labor of both parties.
Make a demarcation point. The shore side and the ship side shall understand each other the configuration and technical parameters of the ship's shore-based power supply system and the ship-borne power receiving system.
3. 7 The shore party shall formulate the work procedures for the preparation, connection, power supply and power failure of the ship's shore-based power supply system. Workflow framework of shore-based power supply system

3. 8 During the power supply service of the ship's shore-based power supply system, the shore-based power supply equipment shall hang warning signs.
3. 9 The shore side shall do a good job in the safety protection of the ship's shore-based power supply system, regularly check and record, and notify the ship side if any problems are found.
3. 10 The shore and ship shall keep the communication smooth and communicate in a timely manner.
3. 11 Personal safety protection should be done when operating the ship's shore-based power supply system, safety protective equipment should be worn in accordance with regulations, and there should be supervision during operation.
3. 12 When the terminal stops operating due to weather, the ship's shore-based power supply system should not be used.
3. 13 Connectors should be connected and disconnected with power off.
3. 14 The shore-based power supply of port ships shall have a power supply record.
3. 15 The cable management device of the ship's shore-based power supply system should be used without affecting the berthing and loading and unloading operations of the ship, and should be cut off when not in use

4 Preparation
4. 1. Ships shall confirm that the onboard power receiving system is in normal working condition. The shore side shall confirm that the shore-based power supply system is in a normal working state.
4. 2. Before using shore power for the first time at a port of call, the ship party shall provide the ship's information and related technical parameters to the shore party in advance. Stopping

4. 3 When applying for berthing at the port, the shipowner shall fill in an application form for power consumption of the ship, and determine the name, voltage and frequency of the ship using shore-based power

4. 4 The shore side shall reply to the ship side and notify the precautions.
4. 5 The shore party shall fill in the ship's shore-based power supply operation ticket, as shown in Appendix D.
4. 6 The shore should place safety fences and safety signs around the high-voltage electrical box.
4. 7 If the shore-based cable adopts a mobile trolley, the shore should move the trolley to an appropriate position near the electrical connection device in advance and place a safety enclosure.

4. 8 The cable supplier shall confirm that the equipment and cable insulation meet the requirements for power supply.
4. 9 After the ship has arrived at the port, the shore side and the ship side shall make on-site transfer and confirm the following.
a) Certificates of conformity for the inspection of shore-based power supply systems;
b) the certificate of compliance of the inspection and inspection of the ship's power receiving system;
c) technical parameters and technical conditions of shore power equipment;
d) Precautions.
4. 10 The shore party and ship party shall fill in the shore-based power supply data record form. For details, see Appendix E.
4. 11 The shore and ship shall confirm that there is no abnormality in the cable fixing device.
5 Connection
5. 1 The shore shall operate in accordance with the established shore-based power supply workflow.
5. 2 The shore and ship shall mutually confirm that the switches of the power receiving and feeding equipment are in the opening test state and the grounding switch is in the closed state.
5. 3 According to the shore-based connection work process, the shore side and the ship side shall cooperate with each other to complete the cable routing according to the following regulations.
a) If the cable is provided by the shore, the shore confirms that the cable and connector should not be live and is responsible for delivering the power supply cable and connector to the ship,

b) If the cable is provided by the ship, the ship confirms that the cable and connector should not be live, and the shore and ship jointly send the power supply cable and connector

5. 4 The shore side and the ship side shall cooperate with each other to complete the connection of the connector and conduct insulation inspection.
5. 5 The shore and ship shall jointly test the safety circuit and communication circuit.
5. 6 The shore and the ship shall confirm that they have the conditions for transmitting and receiving electricity, and notify the other party.
6 Power supply
6. 1 The ship shall release the ground of the incoming side of the power receiving equipment.
6. 2 After receiving the ship's power transmission confirmation message, the shore should release the ground and connect the shore-based power supply equipment. The ship should check the voltage, frequency and
Phase sequence.
6. 3 The shore and ship should complete the power switch in accordance with the shore-based power supply workflow in accordance with the power-off switching or continuous power switching mode.
6. 4 During the period of power supply, the shore party shall regularly inspect the ship's shore-based power supply system and make records. See the shore-based power supply system inspection record form

6. 5 The ship should start the high-power shipborne equipment during the electricity consumption period and communicate with the shore in advance and start after confirmation.
6. 6 If there is an emergency during power supply, the staff should take emergency measures immediately.
6. 7 After the normal power supply is interrupted, the staff should resume operation in accordance with the shore-based power supply work flow.
6. 8 The power supply is interrupted due to the fault. The staff should eliminate the fault. The shore and ship can confirm the mutual power before re-supplying power.
7 power failure
7. 1 Before stopping the shore-based power supply of the ship, the ship's side shall notify the shore side in advance and make mutual confirmation.
7. 2 The shore and the ship shall complete the power switch according to the power failure switching or continuous power switching method according to the power failure working process.
7. 3 After the power is switched, the shore should cut off the shore-based power supply, and the shore and the ship should discharge the main circuit ground.
7. 4 After the power supply is stopped, the shore and ship shall cooperate with each other to recover the cables in accordance with the following provisions.
a) If the cable is provided by the shore, the ship is responsible for releasing the shore-based cable connection and the shore is responsible for recovery;
b) If the cable is provided by the ship, the shore is responsible for disconnecting the power cable and the ship is responsible for recycling.
7. 5 The shore side and the ship side shall confirm the recorded data of the power supply energy meter, and sign the confirmation in the shore-based power supply data record form (see Appendix E).
7. 6 If the shore-based cable adopts a moving trolley, the shore shall move the trolley to the storage position.
7. 7 The shore side and the ship side shall put away their respective equipment and take good protection according to the requirements.
8 Maintenance
8. 1. The shore party shall establish a system for the detection and maintenance of the ship's shore-based power supply system.
8. 2 The shore party shall carry out regular inspections of the ship's shore-based power supply system, inspect the safety circuit and interlocking devices in accordance with regulations and find problems

8. 3 The shore party shall incorporate the appearance inspection of the shore-based power supply system into its daily inspection items.

Shore ship electrical compatibility analysis
Before the ship uses the ship's shore-based power supply system for the first time at the berth, the shore side and the ship side should conduct shore-ship electrical compatibility for the ship's shore-based power supply system.
Performance analysis, shore vessel electrical compatibility analysis mainly includes the following.
a) expected short-circuit current;
b) ship-shore power supply voltage and frequency compatible;
c) ship-to-shore control voltage compatibility;
d) ship loads and changes;
e) power supply capacity of shore-based power supply systems;
f) total system harmonics;
g) length of ship-shore connection cable;
h) Ship to shore grid connection;
i) grounding;
i) Communication.
When necessary, the shore vessel electrical compatibility analysis may also include the following.
a) Research and calculation of ship power system;
b) withstand surge voltage of ship equipment;
c) ship ground fault protection, monitoring and alarm;
d) inrush current or heavy load on the ship;
e) Electrochemical corrosion caused by equipotential bonding.
