1 Scope of application
This standard specifies the terms and definitions, basic requirements, technical content and testing methods of stationery environmental labeling products.
This standard applies to stationery and similar products for office, study, etc.
This standard does not apply to Fujian and Taiwan stationery.

3 Terms and definitions
The following terms and definitions apply to this standard.

4 basic requirements
4.1 Product quality should meet the requirements of the corresponding product quality standards.
4.2 Product safety should comply with the requirements of relevant product safety standards.
4.3 Pollutant emissions from product manufacturing enterprises shall comply with the requirements of national or local pollutant discharge standards.
4.4 Product manufacturers should strengthen clean production in the production process.
5 Technical content
5.1 Environmental performance requirements for materials used in products (including raw materials)
5.1.1 Plastic materials
(1) The plastic shall not contain the persistent organic pollutants specified in Appendix A;
(2) Additives containing organotin (TBT) and its compounds shall not be used in plastics;
(3) The content of vinyl chloride monomer in polyvinyl chloride raw materials and products thereof shall not exceed 1 mg/kg;
(4) Enterprises should use recycled plastics in the design and production process.
5.1.2 Adhesive
Adhesives shall comply with the requirements of HJ/T 220.
5.1.3 Ink
(1) It is advisable to use water-based inks;
(2) Offset printing inks shall comply with the requirements of HJ/T 370;
(3) Gravure inks and flexo inks shall comply with the requirements of HJ/T 371.
5.1.4 Dyes
The dye should meet the requirements of GB 19601.
5.1.5 Paper
(1) Enterprises should use recycled paper in the design and production process;
(2) The whiteness of the paper used by students in this book should be no more than 85%. The whiteness of paper in general office should not exceed 90%.
5.2 Environmental performance requirements for products (including components)
5.2.1 The substances listed in Table 1 shall not be artificially added to the product.

5.3 Environmental performance requirements for packaging materials
5.3.1 The total amount of lead (Pb), mercury (Hg), cadmium (Cd) and hexavalent chromium (Cr6) shall not exceed 100 mg/kg.
5.3.2 Recyclable materials should be used for packaging.
6 Test methods
6.1 Technical content 5.2.2 The detection of the migratable elements in Table 2 is carried out in accordance with the method specified in GB 6675-2003.
6.2 Technical content 5.2.2 The total lead content in Table 2 is tested according to the method specified in GB/T 22788-2008.

The detection of decomposable aromatic amines in leather is carried out in accordance with the method specified in GB/T.19942-2005.
6.6 Technical content 5.2.2 Detection of polycyclic aromatic hydrocarbons in Table 2, plastic materials in accordance with the method specified in SN/T 1877.2-2007; rubber

6.7 Technical content 5.2.2 The detection of benzene in the altered articles in Table 2 shall be carried out in accordance with the method specified in 4.2 of GB 21027-2007.
