1 Scope of application
This standard specifies the general procedures for the units that generate hazardous waste to formulate hazardous waste management plans, manage accounts, and declare relevant information on hazardous wastes.

This standard is applicable to instruct units producing hazardous waste to formulate hazardous waste management plans and management ledgers, and to pass the National Hazardous Waste Information

3 Terms and Definitions
The following terms and definitions apply to this standard.

4 General requirements
4.1 Basic principles
4.1.1 The unit that generates hazardous waste shall formulate a hazardous waste management plan in accordance with the classification management requirements specified in 4.3 of this standard,
The content should include measures to reduce the generation of hazardous wastes and the harm of hazardous wastes, as well as measures for storage, utilization and disposal of hazardous wastes;
Establish a hazardous waste management ledger, and truthfully record relevant information such as the type, amount of production, flow direction, storage, utilization, and disposal of hazardous waste;
The National Hazardous Waste Information Management System shall file a hazardous waste management plan with the local ecological environment authority, and declare relevant materials on hazardous waste.
4.1.2 The unit that generates hazardous waste shall fill in and record the relevant content according to the actual situation, and make sure the authenticity, accuracy and completeness of the content.

4.2 Classification management
4.2.1 According to factors such as the quantity of hazardous wastes produced and environmental risks, the management categories of units producing hazardous wastes are classified according to the following principles.

a) Key Environmental Supervision Units for Hazardous Waste
Units that meet one of the following conditions are included in the key environmental supervision units for hazardous waste.
1) A unit that produces 100 t or more of hazardous waste annually in the same production and business site.
2) Units with facilities for self-utilization and disposal of hazardous wastes.
3) Units holding hazardous waste business licenses.
b) Hazardous waste simplified management unit
Units that produce 10 t or more of hazardous waste per year in the same production and operation site and are not included in the key environmental supervision units for hazardous waste.
c) Hazardous waste registration management unit
Units that produce less than 10 tons of hazardous waste per year in the same production and operation site and are not included in the key environmental supervision units for hazardous waste.
It is stipulated that, in light of the actual situation in the region, the management categories of units that generate hazardous wastes are determined.
4.2.3 The annual production volume of hazardous wastes shall be determined according to the following methods. if it has been put into operation for 3 years, the annual production volume of hazardous wastes shall be determined according to the maximum annual volume of hazardous wastes in the past 3 years.
Confirmed; if it has been put into operation for 1 year but less than 3 years, the annual production volume of hazardous waste shall be determined according to the annual maximum amount during the operation period;
If the period of annual or intermittent generation of hazardous waste is longer than 3 years, the higher risk in the environmental impact assessment document, the copy of the pollution discharge permit and other documents shall be considered.

4.3 Requirements for classification management
4.3.1 The content of the hazardous waste management plan shall be determined according to the management category of the unit that produces the hazardous waste.
4.3.2 The reporting cycle for the type, amount, flow direction, storage, utilization, disposal and other relevant information of hazardous waste shall be based on the hazardous waste generated.
The management category of the unit of the object is determined.
4.3.3 Encourage qualified regions to implement integrated smart scales, video surveillance, and electronic labels in key hazardous waste environmental supervision units.

5 Requirements for Hazardous Waste Management Plan Development
5.1 Formulation unit
For units belonging to the same legal entity or other organization but located in different production and business sites, each production and business site shall be taken as the unit.
Separately formulate hazardous waste management plans, and report to the competent department of ecological environment where the production and operation sites are located through the national hazardous waste information management system.

5.2 Formulation and time limit requirements
5.2.1 The unit that generates hazardous waste shall formulate a hazardous waste management plan on an annual basis.
5.2.2 The unit that generates hazardous waste shall fill in and submit the relevant information online through the National Hazardous Waste Information Management System before March 31 of each year.

5.4 Requirements for filling in the basic information of the unit
5.4.1 Basic information of the unit
Please refer to Appendix A.1 for the filling content of the basic information of the unit, and the filling should meet the following requirements.
a) Industry category. fill in according to the corresponding category and code in GB/T 4754.
b) Management category. refers to the key environmental supervision unit of hazardous waste, the simplified management unit of hazardous waste, or the registration management unit of hazardous waste.
5.4.2 Facility Information
Please refer to Appendix A.2 for the filling content of facility information, which should meet the following requirements.
a) Main production units, main processes, production facilities and facility parameters, product names, production capacity, raw and auxiliary materials. and pollutant discharge permits

b) Facility code. fill in the code stated in the copy of the pollutant discharge permit. If there is no code, code and fill in according to HJ 608.

5.5 Requirements for filling in the basic information of hazardous wastes
5.5.1 Hazardous waste generation
Please refer to Appendix A.3 for the filling content of hazardous waste generation, and the filling should meet the following requirements.
a) Hazardous waste name, category, code and hazardous characteristics. according to the "National List of Hazardous Wastes" or according to GB 5085.1~7 and
