1 Scope of application
This standard specifies the basic conditions for the application and issuance of pollutant discharge permits for inorganic chemical industry pollutant discharge units, and the permitted emission limits.
Environmental management such as determination, actual emissions accounting, compliance determination methods, and self-monitoring, environmental management ledgers, and discharge permit execution reports
According to the requirements, the feasible technical requirements for pollution prevention and control of inorganic chemical industry were put forward.
This standard is applicable to guide the inorganic chemical industry pollutant discharge unit to fill in the "Sewage Permit Application Form" and the national sewage permit management information
The platform application system fills in relevant application information, and is also applicable to guide the issuing authority to review and determine the inorganic chemical industry sewage permit permit.

Inorganic chemical industrial pollutant discharge units that do not stipulate this standard but emit industrial waste water, waste gas or toxic and harmful pollutants specified by the state.
Other sewage facilities and discharges shall be implemented in accordance with the General Rules for the Application and Approval of Pollution Discharge Permits (HJ 942).

3 Terms and definitions
The following terms and definitions apply to this standard.
3.1 Inorganic chemical industry pollutant discharge unit
It refers to the production of inorganic acids, inorganic bases, inorganic salts, other basic chemical raw materials, etc. from natural resources, industrial products and industrial by-products.
Industrial sewage unit of machine chemical products.

3.2 Permitted emission limits
Refers to the maximum emission concentration (rate) and maximum emission of pollutants allowed by the discharge unit specified in the discharge permit.
3.3 special period special periods
Refers to the environmental quality deadlines and other relevant environmental management regulations formulated by the local people's government according to law, and for the sewage disposal units.
Periods with special requirements for pollutant discharge, including heavy pollution weather response period and winter defense period.
4 Basic requirements for reporting the discharge unit
4.1 General principles
Inorganic chemical industry sewage disposal units shall, in accordance with the requirements of this standard, report to the National Pollution Discharge Permit Management Information Platform Application System
Corresponding information sheet in the certifiable application form. The local ecological environment authorities not included in the drop-down menu of the filling system have regulations to fill in the report.
If the pollutant discharge unit thinks it needs to be reported, it may add the content by itself.
The local ecological environment competent department at or above the municipal level in the district may increase the need for the pollutant discharge permit according to the local regulations on environmental protection.
The contents stated in the report will be filled in the management system of the pollutant discharge permit management information platform.

Did not obtain the approval opinions of the environmental impact assessment of the construction project according to law, or did not obtain the local people's government according to the relevant state regulations
The pollutant discharge unit of the relevant certification materials issued by the rectification and regulation shall not meet the permissible emission concentration.

4.2 Basic information of sewage disposal units
The basic information of the pollutant discharge unit includes the name of the unit, whether it needs to be corrected, the license management category, the postal code, the industry category, and whether it is put into production.
And the date of production, the latitude and longitude of the production and operation site, and whether the location is an environmentally sensitive area (such as the atmospheric key control area, the total phosphorus total nitrogen control area),
Whether it is located in the industrial park and its industrial park name, environmental impact assessment approval number (record number), identification or filing number, major pollution
Gross distribution plan document number, total particulate matter index, total sulfur dioxide index, total nitrogen oxides index, total chemical oxygen demand

4.3 Main products and production capacity
4.3.1 General principles

4.3.4 Production facilities
Production facilities are divided into required and optional items. The specific requirements are as follows.
a) Facilities that characterize the production capacity of the production unit are required, such as crushers or mills for raw material pretreatment/preparation units, and reaction units
