1 General 1.0.1 This standard is formulated to improve housing performance, promote the modernization of the housing industry, protect the rights and interests of consumers, and unify housing performance evaluation indicators and methods. 1.0.2 This standard is applicable to the performance review and identification of newly-built and rebuilt urban residences and concentrated rural residences. 1.0.3 Residences should be evaluated comprehensively from applicable performance, environmental performance, economic performance, safety performance and durability performance. Each performance shall be assigned a corresponding score according to its importance and content, and the housing performance shall be evaluated according to the score. 1.0.4 In addition to conforming to this standard, the housing performance evaluation should also comply with the current relevant national standards. 2 terms 2.0.1 Residential building applicable performance The performance suitable for users provided by the residential building itself and the configuration of internal equipment and facilities. 2.0.2 residential building environmental performance The performance of the outdoor environmental conditions of the residential area by artificial construction and natural formation. 2.0.3 residential building economic performance In the process of residential construction and use, the performance of energy saving, water saving, land saving and material saving. 2.0.4 residential building safety performance Residential buildings, structures, structures, equipment, facilities and materials do not endanger personal safety and are conducive to the performance of users avoiding disasters. 2.0.5 residential building durability performance Residential construction projects and equipment and facilities shall guarantee the performance of normal and safe use within a certain number of years. 2.0.6 Main dwelling types For residential buildings that account for the majority, the sum of the building areas of the sets shall not be less than 80% of the total building area of the dwellings.

3 Basic Regulations

Score according to the evaluation indicators in Table D.0.5 in Appendix D of this standard. 4.6.2 The evaluation content of kitchen and bathroom equipment (18 points) should include. kitchen facilities configuration, overall kitchen configuration, sanitary facilities configuration, overall bathroom configuration, washing machine, housework room and clothes drying space. Score according to the evaluation indicators in Table D.0.6 in Appendix D of this standard. 4.7.2 The evaluation content of barrier-free facilities and aging suitability (9 points) in the suite should include. the ground height difference in the suite, the opening of the inner door leaf in the suite and the clear width of the aisle in the suite, the distance between the bathroom sanitary ware and the surrounding walls, the distance between the bathing space scale. Evaluation method. Select and review design drawings, design instructions and on-site inspection. 4.7.3 The evaluation content of barrier-free facilities in public areas (6 points) should include. elevator installation, clear width of the corridor from the waiting hall to the entrance hall, and public entrances and exits. 5 Environmental performance

5.1 General provisions 5.1.1 The evaluation of environmental performance shall include 7 evaluation items including land use and planning, architectural modeling, green space and activity venues, outdoor noise and air pollution, water body and drainage system, supporting facilities and intelligent system, with a full score of 250 points. 5.1.2 The evaluation indicators of residential environmental performance shall comply with the provisions of Appendix E of this standard. 5.2 Land Use and Planning 5.2.1 The evaluation of land use and planning shall include 4 sub-items of land use, spatial layout, road traffic, and municipal facilities, with a full score of 68 points. Score according to the evaluation indicators in Table E.0.1 in Appendix E of this standard. 5.2.2 The evaluation content of land use (12 points) should include. utilization of original terrain, protection and utilization of natural environment and resources, and control of various types of pollution. Evaluation method. Select and review the approval documents and on-site inspections of local governments related to land use and planning schemes. 5.2.3 Spatial layout (18 points) The evaluation content should include. residential area land use balance, residential area planning classification, building density, space level, courtyard space. Evaluation method. Select and review the relevant land use requirements of the local government, residential area planning and design documents and on-site inspection. 5.2.4 The evaluation content of road traffic (32 points) should include. entrance and exit selection, road system structure, road pavement, motor vehicle parking, non-motor vehicle parking, sign system, urban traffic around residential areas. Evaluation method. review planning and design documents and on-site inspection. 5.2.5 The evaluation content of municipal facilities (6 points) should include. municipal infrastructure. Evaluation method. Selection and review of documents and on-site inspections of municipal facilities. 5.3 Architectural modeling 5.3.1 The evaluation of architectural modeling shall include 3 sub-items of modeling and facade, color effect, and outdoor lighting, with a full score of 15 points. Score according to the evaluation indicators in Table E.0.2 in Appendix E of this standard. 5.3.2 The evaluation content of shape and facade (10 points) should include. architectural form and facade. Evaluation method. select and review relevant design documents and on-site inspection. 5.4 Green spaces and activity venues 5.4.1 The evaluation of green spaces and activity venues shall include four sub-items. green space configuration, plant abundance and greening, outdoor activity venues, and barrier-free facilities, with a full score of 53 points. Score according to the evaluation indicators in Table E.0.3 in Appendix E of this standard. 5.4.2 Green space configuration (15 points) evaluation content should include. green space configuration, green space rate, per capita park green area, per capita green area, green utilization of corners, parking spaces, walls, platforms, roofs and balconies, etc., green space and rainwater regulation and storage. Evaluation method. Select and review the general layout design drawings, review the landscape and greening design documents and on-site inspection. 5.4.3 The evaluation content of plant abundance and green planting (14 points) should include. plant selection and configuration, plant abundance, greening and landscape, plant ornamental and seasonal phase, number of trees, shading requirements, and plant growth. Select and review landscape and greening design documents and on-site inspection. 5.4.5 The evaluation content of barrier-free facilities (10 points) should include. roads in residential areas, entrances and exits of public green spaces, anti-skid sites, public toilets, public service facilities in residential areas, and barrier-free parking. Select and review planning and design drawings, review landscape and greening design documents and on-site inspection. 5.5 Outdoor Noise and Air Pollution 5.5.1 The assessment of outdoor noise and air pollution shall include two sub-items of outdoor noise and air pollution, with a full score of 16 points. Score according to the evaluation indicators in Table E.0.4 in Appendix E of this standard. 5.5.2 The evaluation content of outdoor noise (8 points) should include. equivalent sound level of outdoor noise, equivalent sound level of outdoor accidental noise at night. Evaluation method. select and review the outdoor noise detection report and on-site inspection. 5.5.3 The evaluation content of air pollution (8 points) should include. emission local pollution sources, open local pollution sources, spillover local pollution sources, and dust. Select and review the design documents of the rainwater drainage system and on-site inspection. 5.7 Supporting facilities 5.7.1 The evaluation of supporting facilities shall include two sub-items of community service facilities and environmental sanitation, with a full score of 58 points. Score according to the evaluation indicators in Table E.0.6 in Appendix E of this standard. 5.7.2 The evaluation content of community service facilities (41 points) should include. community service facilities. Score according to the evaluation indicators in Table E.0.7 in Appendix E of this standard. 5.8.2 The evaluation content of management center and engineering quality (8 points) should include. management center, pipeline engineering, installation quality, power supply and lightning protection grounding. Evaluation method. Select and review the intelligent system design documents and on-site inspection. 5.8.3 The evaluation content of system configuration (18 points) should include. security subsystem, management and monitoring subsystem, information network subsystem. Evaluation method. Select and review the intelligent system design documents and on-site inspection. 5.8.4 The evaluation content of operation management (4 points) should include. the configuration of operation management services. 6 Economic performance

6.1 General provisions 6.1.1 The evaluation of economic performance shall include 4 evaluation items of energy saving, water saving, land saving and material saving, with a full score of.200 points. 6.1.2 The evaluation indicators of economic performance shall comply with the provisions of Appendix F of this standard. 6.2 Energy saving 6.2.1 The evaluation of energy saving shall include four sub-items of building and enclosure structure, heating and air-conditioning system, lighting and electrical, and renewable energy utilization, with a full score of 100 points. Score according to the evaluation indicators in Table F.0.1 in Appendix F of this standard. 6.2.2 The evaluation content of building and enclosure structure (60 points) should include. building orientation, building shape coefficient, window-to-wall area ratio, external window shading, oriel window, heat transfer coefficient of external wall, external window and roof. Evaluation method. Review design materials (including architectural design drawings, construction drawings and energy-saving calculations) and on-site inspection. 6.2.3 The evaluation content of heating and air conditioning system (20 points) should include. dynamic hydraulic balance measures of heating and air conditioning system, energy saving measures under partial load, air conditioning location, selection of air conditioning equipment, room temperature control, and location of outdoor unit. Evaluation method. review design drawings and relevant technical documents. 6.2.4 The evaluation content of lighting and electrical system (10 points) should include. energy-saving measures for lighting in public areas, energy-saving measures for elevators, and selection of energy-saving electrical equipment. Evaluation method. review design drawings and relevant technical documents. 6.2.5 The evaluation content of renewable energy utilization (10 points) should include. the proportion of the use of renewable energy to provide domestic hot water or heating and air conditioning or power generation to the total residential electricity consumption. Evaluation method. review design drawings and relevant technical documents. 6.3 Water saving 6.3.1 The evaluation of water saving shall include three sub-items of water saving appliances and pipes, water saving in landscape environment, and utilization of non-traditional water sources, with a full score of 40 points. Score according to the evaluation indicators in Table F.0.2 in Appendix F of this standard. 6.3.2 The evaluation content of water-saving appliances and pipes (18 points) should include. water-saving toilet system, water-saving faucet, leakage-proof pipeline system, and water-saving measures in public places. Evaluation method. Review design drawings and on-site inspection. 6.3.3 The evaluation content of water saving in landscape environment (16 points) should include. supplementary water source for artificial landscape water body, water-saving irrigation methods for greening, and rainwater reinfiltration measures. Evaluation method. Review design drawings and on-site inspection. 6.3.4 The evaluation content of non-traditional water source utilization (6 points) should include. using non-traditional water sources for green irrigation, road flushing, landscape replenishment, car washing water and other measures. Evaluation method. Review design drawings and on-site inspection. 6.4 Land savings 6.4.1 The evaluation of land saving should include two sub-items of underground space utilization and new wall materials, with a full score of 20 points. Score according to the evaluation indicators in Table F.0.3 in Appendix F of this standard. 6.4.2 The evaluation content of underground space utilization (15 points) should include. the proportion of underground or semi-underground parking, the installation of electric vehicle charging piles, and the use of underground space by public buildings. Evaluation method. Review design drawings and on-site inspection. 6.4.3 The evaluation content of new wall materials (5 points) should include. the use of new wall materials. Evaluation method. review design drawings and relevant technical documents. 6.5 Material saving 6.5.1 The evaluation of material saving shall include 3 sub-items of material saving design, material selection and adoption of new technology, with a full score of 40 points. Score according to the evaluation indicators in Table F.0.4 in Appendix F of this standard. 6.5.2 The evaluation content of material-saving design (8 points) should include. the proportion of prefabricated components. Evaluation method. Review design drawings and on-site inspection. 6.5.3 The evaluation content of material selection (18 points) should include. the proportion of green building materials and local building materials used, the use of building materials produced from waste as raw materials, and whether the main structure uses renewable building materials. 7 Safety features

7.1 General provisions 7.1.1 The evaluation of safety performance shall include 5 evaluation items of structural bearing capacity, building fire protection, gas and electrical equipment safety, daily safety precautions, and indoor pollutant control, with a full score of.200 points. 7.1.2 The evaluation indicators of residential safety performance shall comply with the provisions of Appendix G of this standard. 7.2 Structural bearing capacity 7.2.1 The evaluation of structural bearing capacity shall include five sub-items of engineering quality, foundation foundation, load level, seismic fortification, and structural appearance quality, with a full score of 58 points.
