1 General
1.0.1 In order to strengthen the archiving of construction project documents, unify the acceptance criteria of construction project files, and establish true, complete and accurate project files, this specification is formulated.
1.0.2 This specification applies to the arrangement and filing of construction project documents, as well as the acceptance and transfer of construction project files.
1.0.3 The sorting and archiving of construction project documents and the acceptance and transfer of construction project files shall not only comply with this specification, but also comply with the current relevant national standards.
2 terms
2.0.1 Construction project
Approved to carry out construction according to an overall design, implement unified accounting economically, have an independent organizational form administratively, and implement unified management as the basic unit of construction projects. It consists of one or several unit projects with internal relations.
2.0.2 construction project document
Various forms of information records formed in the process of project construction, including project preparation stage documents, supervision documents, construction documents, as-built drawings and completion acceptance documents, are referred to as project documents for short.
2.0.3 Pre-construction document
Before the start of the project, the documents formed in the project preparation stages such as project approval, approval, land use, survey, design, bidding and so on.

2.0.13 file file

2.0.14 Filing

3 Basic Regulations
3.0.1 The formation and accumulation of project documents should be included in all aspects of project construction management and the scope of duties of relevant personnel.
3.0.2 The engineering documents shall be formed simultaneously with the construction progress of the project and shall not be supplemented afterwards.
3.0.3 A set of electronic files shall be compiled for each construction project, and handed over to the urban construction file management agency together with the paper files. If the electronic files are signed with legally effective electronic seals or electronic signatures, the corresponding paper files may not be handed over.
3.0.4 The construction unit shall carry out the work of collation, filing, acceptance and handover of project documents according to the following procedures.
1 When bidding for projects and signing agreements and contracts with units such as survey, design, construction, and supervision, it is necessary to specify the unit for the preparation of as-built drawings, the number of sets of project files, the cost of preparation and the unit responsible, the quality requirements of the project files, and the time of handover, etc. content;
2 Collect and organize the documents formed in the project preparation stage, and file them;
3 Organizing, supervising and inspecting the formation, accumulation and archiving of engineering documents of survey, design, construction, supervision and other units;
4 Collect and summarize the engineering files filed by survey, design, construction, supervision and other units;
5 Collect and sort out the completion acceptance documents, and file them;
6 Before organizing the completion acceptance of the project, all documents and materials shall be collected in accordance with the requirements of this specification and the project files shall be completed; when organizing the completion acceptance, the project files shall be checked and accepted, and the acceptance conclusion shall be included in the project completion acceptance report, The completion acceptance opinion of the expert group is clear;
7 For projects included in the acceptance scope of the urban construction archives management agency, a set of project files that meet the regulations shall be handed over to the local urban construction archives management agency before the project completion acceptance is filed.
3.0.5 Survey, design, construction, supervision and other units shall file the project documents formed by their units and hand them over to the construction unit.
3.0.6 If the construction project is subject to general contract management, the general contractor shall be responsible for collecting and summarizing the project files formed by each subcontractor, and shall hand them over to the construction unit in a timely manner; each subcontractor shall sort out the project files formed by itself, Hand over to the general contractor in time after filing. Where a construction project is contracted by several units, each contracting unit shall be responsible for collecting and sorting out the engineering documents of its contracted project, and shall hand them over to the construction unit in a timely manner.
3.0.6A The acceptance of construction project files should be included in the joint acceptance of construction project completion.
3.0.7 The urban construction archives management organization shall provide guidance and services for the filing and filing of project documents, and conduct joint acceptance of the construction project archives handed over by the construction unit according to the requirements of this specification.
3.0.8 Project data management personnel should receive professional training on project file archiving.
4 Archives and their quality requirements
4.1 Archive scope
4.1.1 The important activities related to the project construction, the main process and current situation of the project construction, and the documents of various carriers with preservation value shall be collected, sorted out and archived.
4.1.2 The specific filing scope of engineering documents shall meet the requirements of Appendix A and Appendix B of this specification.
4.1.3 The archiving scope and quality requirements of audio-visual materials shall meet the requirements of the current industry standard CJJ/T 158 "Code for Management of Urban Construction Archives".
4.1.4 For project documents that do not belong to the scope of archiving and have no preservation value, the document forming unit can organize their own destruction.
4.2 Quality requirements for archived documents
4.2.1 The archived paper engineering documents shall be the originals.
4.2.2 The content and depth of the engineering documents shall comply with the current national regulations on engineering survey, design, construction, supervision and other standards.
4.2.3 The contents of the project documents must be true and accurate, and should be consistent with the actual project.
4.2.4 The durability and durability of computer output text, graphics and hand-written materials should meet the current national standard "Requirements and Test Methods for Durability and Durability of Writing, Printing and Copying on Information and Document Paper" The provisions of GB/T 32004.
4.2.5 The project documents should be written clearly, the drawings should be clear, the diagrams should be neat, and the procedures for signing and stamping should be complete.
4.2.6 The dimension specification of text material in engineering documents should be A4 format (297mm×210mm). Drawings should adopt national standard format.
4.2.7 The durability and durability of the paper used for engineering documents shall comply with the provisions of the current national standard GB/T 24422 "Requirements for Durability and Durability of Information and Document Archive Paper".
4.2.8 All as-built drawings shall be affixed with the as-built stamp (Figure 4.2.8), and shall meet the following requirements.

4.2.9 The drawing and redrawing of the as-built drawing shall comply with the current national drawing standards.
4.2.10 The archived construction project electronic files shall adopt or be converted into the file formats listed in Table 4.2.10.

4.2.11 The archived construction project electronic files shall contain metadata to ensure the integrity and validity of the files. Metadata should comply with the provisions of CJJ/T 187, the current industry standard "Metadata Standards for Construction of Electronic Archives".
4.2.12 The archived construction project electronic documents shall adopt means such as electronic signature, and the contents shall be true and reliable.
4.2.13 The content of the archived construction project electronic files must be consistent with its paper files.
4.2.14 The storage media for off-line archiving of construction project electronic files may use mobile hard disks, flash disks, CDs, tapes, etc.
4.2.15 The carrier for storing and handing over electronic archives should be tested, and should be free of viruses and data reading and writing failures, and it should be ensured that the receiver can read the data through appropriate equipment.
5 Project file filing
5.1 File filing process, principles and methods
5.1.1 The filing should be done according to the following procedures.
1 Classify the engineering documents belonging to the scope of archiving, and determine the documents and materials included in the file;
2 Arranging, cataloging, and binding (or boxing) the document materials in the volume;
3 Arrange all case files to form a case file directory.
5.1.2 The filing should follow the following principles.
1.The filing should follow the natural formation rules of engineering documents and the characteristics of engineering specialty, maintain the organic connection of documents in the file, and facilitate the storage and utilization of files;
2 The project documents should be filed according to different formation and organization units and construction procedures, according to the project preparation stage documents, supervision documents, construction documents, as-built drawings, and completion acceptance documents, and can be composed of one or more volumes according to the quantity;
3 When a construction project is composed of multiple unit projects, the project documents shall be filed according to the unit projects;
4 Documents on different carriers should be filed separately.
5.1.3 The following methods shall be adopted for erecting the roll.
1.The documents in the project preparation stage should be filed according to the construction procedures and forming units;
2 Supervision documents shall be filed according to unit project, sub-project or specialty, stage, etc.;
3 The construction documents shall be filed according to the unit project and division (sub-item) project;
4 The as-built drawing shall be filed according to the unit project and the specialty;
5.Completion acceptance documents shall be filed according to the unit project and specialty;
6.When filing electronic files, each project (project) should establish a multi-level file folder, which should be consistent with the file settings of paper files, and should establish a corresponding identification relationship;
7 Audio-visual materials should be filed according to each stage of the construction project, audio-visual data of major events and important activities should be filed according to special topics, and the corresponding identification relationship between audio-visual files and paper files should be established.
5.1.4 The standing file of construction documents shall meet the following requirements.
1 The division and sub-division (sub-item) projects of professional contractor (sub-)contract construction shall be filed separately;
2 The outdoor project shall be separately filed according to the outdoor building environment and outdoor installation project;
3 When part of the content in the construction documents cannot be filed according to the classification of a unit project, it can be filed according to the construction project.
5.1.5 Engineering drawings of different formats shall be uniformly folded into A4 format (297mm×210mm). With the drawing facing inward, first fold in a W shape along the short side of the title bar, and then fold in a W shape along the long side of the title bar, leaving the title bar exposed.
5.1.6 The case file should not be too thick, the thickness of the writing material volume should not exceed 20mm, and the thickness of the drawing volume should not exceed 50mm.
5.1.7 There should be no duplicate documents in the file. The printed engineering documents should be kept in their original state.
5.1.8 The organization and sorting of construction project electronic files can be carried out according to paper files.
5.2 Arrangement of files in volume
5.2.1 The files in the file should be arranged according to the category and order of Appendix A and Appendix B of this specification.
5.2.2 The written materials should be arranged in order of matters and majors. Requests for instructions and approvals for the same matter, printed copies and final drafts of the same document, and main body and attachments should not be separated, and should be arranged in the order of approval first, instructions second, printed copies first, final drafts last, main body first, and attachments last.
5.2.3 Drawings should be arranged according to specialty, and drawings of the same specialty should be arranged in order of drawing number.
5.2.4 When there are both written materials and drawings in the case file, the written materials should be arranged in the front and the drawings should be arranged in the back.
5.3 Cataloging of Case Files
5.3.1 The page numbers of documents in the volume shall be prepared in accordance with the following regulations.
1 All files in the volume should be numbered according to the pages with written content. Each volume is individually numbered, with page numbers starting at "1".
2 Positions for writing page numbers. for documents written on one side, in the lower right corner; for documents written on both sides, the front side is in the lower right corner, and the back side is in the lower left corner. The folded drawings are always in the lower right corner.
3 For a complete set of drawings or documents and materials printed into a volume, if they form a volume of their own, the original catalog can replace the catalog in the volume, and there is no need to re-write the page number.
4 Page numbers are not written for the cover of the case file, the table of contents in the file, and the reference sheet in the file.
5.3.2 The compilation of the catalog in the volume shall meet the following requirements.
1 The catalog in the volume is arranged before the first page of the documents in the volume, and the style should meet the requirements of Appendix C of this specification.
2 The serial number shall be written in units of one document, and shall be marked sequentially from 1 with Arabic numerals.
3 The responsible person should fill in the unit or individual who directly formed the document. When there are multiple responsible persons, two main responsible persons shall be selected, and the rest shall be replaced by "etc".
4 The document number should be filled with the document number issued by the document forming unit or the drawing number of the drawing, or the code number of the equipment or project.
5 The title of the file should be filled with the full name of the file title. When the document has no title, the title should be drafted according to the content, and the symbol "[ ]" should be added outside the title.
6 The date should fill in the formation date of the document or the start and end date of the document, and the compilation date should be filled in for the as-built drawing. The "year" in the date should be represented by four digits, and the "month" and "day" should be represented by two digits respectively.
7 Page number should fill in the starting page number of the documents arranged in the volume, and the last document should fill in the starting and ending page numbers.
8 Remarks should fill in the questions that need to be explained.
5.3.3 The preparation of the reference form in the volume shall meet the following requirements.
1 The reference form in the volume should be arranged after the last page of the documents in the volume, and the style should meet the requirements of Appendix D of this specification;
2.The reference form in the file should indicate the total number of pages of the documents in the file, the number of pages of various documents or the number of photos, and the statement of the filing unit on the situation of the file;
3 The filer and reviewer of the filing unit shall sign on the test preparation form in the file; the year, month, and day shall be filled in according to the filing and review time.
5.3.4 The preparation of the case file cover shall meet the following requirements.
1 The case file cover should be printed on the front surface of the case and folder, or in the form of an inner cover. The style of the case file cover should meet the requirements of Appendix E of this specification.
2 The contents of the case file cover shall include the file number, file title, compiling unit, start and end date, confidentiality level, storage period, the total amount of files of the project to which this file belongs, and the order of this file in the total amount of files of the project.
3 The file number should be composed of classification number, item number and file number. The file number is filled in by the file keeping unit.
4 The title of the case file should concisely and accurately reveal the content of the documents in the case file.
5 The compiling unit should fill in the forming unit or the main responsible person of the documents in the case file.
6.The start and end dates should fill in the start and end dates of the formation of all documents in the case file.
7.The storage period shall be determined according to the storage value of the documents in the volume, among three storage periods. permanent storage, long-term storage, and short-term storage. When there are documents with different storage periods in the same case file, the storage period of the file should be longer.
8.The classification level should be selected from three levels. Top Secret, Confidential and Secret. When there are documents of different classification levels in the same case file, the highest classification level shall be the classification level of this file.
5.3.5 Compiling the title of the file should meet the following requirements.
1 The title of the construction project file should include the project name (including the name of the unit project), the name of the branch project or specialty, and the summary of the documents in the file; The name of the project and the name of the construction unit can be omitted; if necessary, the content of the project address can be added;
2 The title of the road and bridge project file should include the project name (including the name of the unit project), the name of the branch project or specialty, and the summary of the documents in the file; if necessary, the content of the project address can be added;
3 The file title of underground pipeline project shall include the project name (including unit project name), professional pipeline name and summary of documents in the file, etc.; if necessary, the content of the project address may be added;
4 The summary of documents in the file shall meet the requirements of the content (title) of the file listed in Appendix A and Appendix B of this specification;
5 The title and main content of foreign language materials should be translated into Chinese.
5.3.6 The back of the file should be composed of the file number and the title of the file, and should be filled in by the file storage unit; the style should conform to the provisions of Appendix F of this specification.
5.3.7 The table of contents in the volume, the test preparation form in the volume, and the inside cover of the case file should be made of white writing paper of more than 70g, and the format should uniformly adopt the A4 format.
5.4 Case file binding and fixtures
5.4.1 Case files can be in two forms. bound and unbound. Text materials must be bound. The content of the document should not be damaged during binding, and should be kept neat and firm for easy storage and utilization.
5.4.2 Case files can be installed in two forms. box and clip, and should meet the following requirements.
1 The outer dimensions of the roll box should be 310mm×220mm, and the thickness can be 20, 30, 40, 50mm.
2 The outer dimension of the clamp should be 310mm×220mm, and the thickness should be 20mm~30mm.
3.Roll boxes and clips should be made of acid-free paper.
5.5 Compilation of file catalog
5.5.1 The case files shall be arranged according to the category and order of Appendix A and Appendix B of this specification.
5.5.2 The compilation of the file catalog shall meet the following requirements.
1.The format of the file catalog should meet the requirements of Appendix G of this specification;
2 The compiling unit should fill in the legal person organization or the main responsible person responsible for filing;
3 The preparation date should fill in the date on which the filing work is completed.
6 Archiving of engineering documents
6.0.1 Archiving shall meet the following requirements.
1 The scope and quality of archived documents shall comply with the provisions of Chapter 4 of this specification;
2 The archived documents must be classified and sorted out, and shall comply with the provisions of Chapter 5 of this specification.
6.0.2 Electronic file filing shall include online filing and offline filing. One or two methods can be selected for archiving according to the actual situation.
6.0.3 The filing time shall meet the following requirements.
1 According to the construction procedure and project characteristics, archiving can be carried out in stages, and can also be carried out after the unit or branch project passes the completion acceptance.
2 The survey and design unit should file the relevant project files with the construction unit after the task is completed, and the construction and supervision unit should file the relevant project files before the project is completed and accepted.
6.0.4 After the survey, design and construction units have collected all the project documents and sorted out the files, the construction unit and the supervision unit shall review the completeness, accuracy, system status and file quality of the archived documents according to the requirements of the urban construction archives management agency. Only after passing the examination can it be handed over to the construction unit.
6.0.5 There shall be no less than two sets of project files, one set shall be kept by the construction unit, and one set (original) shall be handed over to the local urban construction file management agency for storage.
6.0.6 When units such as survey, design, construction, and supervision hand over files to the construction unit, they shall prepare a handover list, which can only be handed over after being signed and sealed by both parties.
6.0.7 The documents that design, construction and supervision units need to file with their own units shall be filed according to the relevant national regulations and the requirements of appendix A and appendix B of this code.
7 Acceptance and handover of project files
7.0.1 This article is deleted.
7.0.2 When checking and accepting construction project files, the following main contents should be checked.
1.The project files are complete, systematic and complete, fully reflecting the project construction activities and the actual status of the project;
2 The engineering files have been sorted out and filed, and the fileds comply with the provisions of this specification;
3.The drawing method, diagram and specification of the as-built drawing meet the professional technical requirements, and the drawing is clean and stamped with the as-built stamp;
4 The formation and source of the document conform to the actual situation, and the documents requiring the signature and seal of the unit or individual have complete signature procedures;
5 The material, format, writing, drawing, ink, mounting, etc. of the document meet the requirements;
6 The format and carrier of electronic files meet the requirements;
7 The content, quality and format of audio and video files meet the requirements.
7.0.3 For projects that are included in the acceptance scope of the urban construction archives management agency, the construction unit must hand over a set of project files that meet the regulations to the urban construction archives management agency before the project is completed for acceptance and filing.
7.0.4 The archives of suspended and postponed construction projects can be temporarily kept by the construction unit.
7.0.5 For reconstruction, expansion and maintenance projects, the construction unit should organize the design and construction units to prepare new project files for the changed parts according to the facts, and hand them over to the urban construction file management agency before the project is completed and accepted for record.
7.0.6 When the construction unit hands over the project files to the urban construction file management agency, it should submit the handover file catalog and go through the handover procedures, and the handover can only be done after both parties sign and seal.
