1 Scope
This document stipulates that inbound and outbound express operators and their entrusted carriers, operators of customs express supervision sites and customs shall implement
The current information exchange needs, information exchange business processes, message specifications, single window access requirements and information security management.
This document applies to the communication between inbound and outbound express operators and their entrusted carriers, operators of customs express supervision sites and customs to complete the inbound and outbound express delivery.

3 Terms and definitions
The following terms and definitions apply to this document.
3.1
express service entity
Enterprises and their branches providing express delivery services, as well as express delivery terminal outlets, which are legally registered within the territory of the People's Republic of China.

3.2
Inbound and outbound express operator
Express service providers that have registered with the customs and are allowed to carry out customs declaration business for inbound and outbound express shipments (3.1).
3.3
