1 Scope
This standard provides the division of various stages and the objectives of each stage when planning and designing public information-oriented system projects (hereinafter referred to as "projects")
The target, the factors to be considered, the main work and the proposal of the stage document.
This standard applies to the planning and design of new and rebuilt public information-oriented systems.

3 Terms and definitions
The terms and definitions defined in GB/T 15565 apply to this document.
4 General
The planning and design of the public information-oriented system should follow.
--- Objectivity. Based on the actual situation of the project, based on the main functions and actual needs of the project;
--- Intuitiveness. mainly communicate and embody the design ideas and design requirements in a graphical manner;
--- Accuracy. The data, information and location used in planning and design are the same as the actual data, information and location;
--- Normative. The survey methods, measurement methods, planning and design methods, drawings and data used are in compliance with relevant standards and regulations.
5 Stage division
The planning and design of a public information-oriented system usually includes the following four stages (see Figure 1).
