1 Scope
This standard specifies the single-station, regional and national cold winter indicators, calculation methods and grade division.
This standard applies to cold winter monitoring, forecasting, evaluation and service.
2 terms and definitions
The following terms and definitions apply to this document.
2.1
Winter average temperature wintermeanairtemperature
Last year in December to the year (target year) in February the average temperature.
Note. The unit is in degrees Celsius (C).
2.2
Climatological clim clim
Meteorological elements of the last three years 30 years of the average, the calculation method see Appendix A.
2.3
Anomaly
The difference between meteorological elements and their climatic averages is shown in Appendix A.

Single station weatherstation
A meteorological observatory, also known as a station or site.
2.5
Area region
A geographical scope, such as administrative regions, watershed areas, etc., does not include the national overall range.

3.1 single station cold winter
