In addition to structural adjustments and editorial changes, the main technical changes are as follows:
a) Changed the scope (see Chapter 1, Chapter 1 of the:2012 edition);
b) Added the energy efficiency index calculation method when the baseline energy consumption is negative (see Chapter 4);
c) Added the energy efficiency index calculation method when the energy consumption during the statistical reporting period and the baseline energy consumption are both negative (see Chapter 4);
