1 Scope
This standard specifies the determination method and classification of single station, regional and national warm winter.
This standard is applicable to the monitoring, forecasting, evaluation and service of warm winter.
2 Terms and definitions
The following terms and definitions apply to this document.

Average temperature in winter
The average temperature from December of the previous year to February of the current year (target year).
Note. The unit is degrees Celsius (°C).

The average values of meteorological elements for the most recent 3 consecutive whole years.
