Foreword
This standard was drafted in accordance with GB/T 1.1-2009 given rules.
This standard replaces GB/T 19428-2003 "Earthquake disaster prediction and information management system technical specifications", and GB/T 19428-
Technological change compared to 2003 is as follows.
--- Increase in Chapter 3 of the "earthquake prediction" and the term and definition of "building damage affecting factors", modified "scenario earthquake"
And the definition of "field effect", delete the words "earthquake environment" and "construction analogy," terms and definitions (see 3.2,3.3,3.5,3.8);
--- Chapter 4 provides a list of the different levels through the work of appropriate content and level of detail; adds support for the industry, small cities, counties,
Working-level Community provisions (see Table 1,4.1.4,4.1.5);
--- Chapter 5 increases the ground motion parameter zoning map small scale requirements, increasing the intensity earthquake damage prediction as seismic input
Provisions (see 5.8,5.10,5.11);
--- Chapter 6, under the terms of an increase in what circumstances may the preparation of site classification chart (see 6.4.3);
--- Chapter 7 refined structural classification; gives a detailed survey, sampling and census survey scope and content; provides different levels
The minimum sample rate work; emphasize seismic fragility analysis results should be compared with the actual damage data analysis (see 7.1, 7.2,
7.5);
--- Chapter 8 complements the other parts of the tunnel lifeline engineering seismic damage prediction rules, given the damage rate and consider the use of seismic and geologic
Disasters affect water supply, gas pipeline network damage prediction method of analysis (see 8.1.5,8.1.6,8.2);
--- Chapter 9 Working Class removed other secondary disasters requirements; deleted countermeasure requirements; remove the fire from spreading poison
Numerical simulations of gas diffusion-disaster; modify the content of the specific requirements of the survey (see 9.1.3,9.2);
--- Chapter 10 increases the building interior damage, to assess the content of lifeline engineering losses and indirect economic losses (see 10.1.3,
10.4.4);
--- Chapter 11, "Before the earthquake prevention measures" to "assist earthquake disaster prevention measures"; the "earthquake emergency supplementary measures" to "Earthquake
Disaster prediction information "(see 11.1, 11.2);
--- Chapter 12 re-write of the "information management system," the provisions of the content;
--- According to the structure type refinement of the "Building Information Questionnaire" attached as Appendix A; increase the "Lifeline Project Information Form" as attached
Record B; increase the "secondary disaster Source Information Questionnaire" as Appendix C; increase the "population and economic data questionnaire" as
Appendix D; the original data according to Appendix D gives specific categories of data codes as Appendix E; Appendix C in the original
Revised and improved as Appendix F;
--- Modify and improve the presentation of the Terms.

Introduction
Since the GB/T 19428-2003 self promulgated to guide the earthquake disaster prediction of the 20 cities and many large enterprises
Work, the results of its output has played a very important role in the planning of earthquake disaster reduction, earthquake emergency response work. Contributed to the revised standard
Quasi mainly due to.
--- After nearly a decade of development in this area, some of the provisions of the original standard is not suitable for the needs of today's earthquake disaster reduction;
--- Earthquake prediction data Outcome range of services has been extended to urban earthquake disaster mitigation planning, earthquake emergency management, and social services
Public works and other aspects; for different clients, the need to provide multi-scale, multi-precision data services and technical support;
--- For the diversity of new structure type and fortification structure of China, we need to absorb some of the new concepts, new methods and new research;
--- Taking into account several aspects of the methods, models, data, results, and conclusions service support needs.
