Foreword

This standard is based primarily on national ICT policy, refer to the relevant provisions of ITU-R and IESS, combined with China's actual situation of GB/T 12364-1990 "domestic satellite communication systems into the network technical requirements" subject to revisions. Satellite communications since 1990 has undergone many changes. 1) the main communication network from analog to digital technology; 2) the use of C-band band main steering C, Ku or Ka; 3) the emergence of non-geostationary orbit satellite communication system. To this end, the International Telecommunication Union recommendations have made many changes and new requirements.
