Announcement of the Ministry of Construction on Issuing the National Standard "Code for
Design of Open Pit Mine of Coal Industry"
"Code for Design of Open Pit Mine of Coal Industry" has been approved as a national
standard with a serial number of GB 50197-2005. It will be implemented on October 1, 2005.
Thereinto, Articles 2.2.1, 3.1.4, 3.1.5, 3.2.2 (1. 2. 3), 3.5.9 (1), 3.5.14, 3.7.1, 3.7.4, 3.7.7, 4.2.2,
4.3.11, 4.3.12, 5.1.3, 5.2.4, 6.0.10, 6.0.13, 7.1.2, 9.2.6, 10.2.2 (7), 12.1.1, 12.3.4, 12.6.1,
12.7.11, 13.2.4, 15.1.2, 15.9.1, 15.9.2, 16.1.1, 16.1.2 (2. 3), 16.1.4 and 16.2.1 are compulsory
provisions and must be enforced strictly. The original "Code for Engineering Design for Open
pit mine" GB 50197-94 shall be abolished simultaneously.

this code is published and distributed by China Planning Press.

Foreword
This code was formulated based on China Coal International Engineering Group, Design
and Research Institute of Shenyang in conjunction with the departments concerned revising
the original national standard "Code for Engineering Design for Open pit mine" GB 50197-94
according to the requirements of Document Jian Biao [2003] No.102 "Notice on Printing the
Development and Revision Plan of National Engineering Construction Standards of
2002~2003".
In the revision process, the revision group has made extensive diagnoses and analyses,
summarized the design and production experience on open pit mine in recent years,
coordinated with relevant codes and standards, drawn lessons from the relevant codes and
standards of foreign countries, solicitd broadly the opinions on design, scientific research,
production, academy and management, and has discussed and revised the key problems for
many times, and then finalized this code through examination.
The modified primary contents of this code are listed as following.
1. The application scope of this code was expanded;
2. The economic stripping ratio limits of lignite, mill coal and coke were respectively
changed from 5m3/t, 8m3/t and 10m3/t into 6m3/t, 10m3/t and 15m3/t;
3. "Reserves" was changed into "Resources/Reserves", and the classification criterion is
in link with international norms;
4. The design service life of open pit mine was shortened;
5. The new exploitation process contents of open pit mine were supplemented.
6. Such contents as "general layout of industrial site", "water supply and drainage and
heating ventilation", "environmental protection", "technical economy" and "annexes" were
supplemented;
7. The contents of railway transportation were cut and adjusted;
8. "Power Supply of Electric Traction" and "Railway Signal" were changed from
Chapters into Sections, the contents were cue and adjusted, and merged to Chapter
"Electricity";
9. The contents of unwatering water utilization of groundwater control were
supplemented.
The name of this code was changed into "Code for Design of Open Pit Mine of Coal
Industry" with the main contents as follows. general provisions, basic provisions, exploitation
process, internal transportation, dumping site, slope stability engineering, groundwater control,
waterproofing and drainage, production system, general layout of industrial site,
electromechanical equipment maintenance, electricity, communication, centralized control,
monitor and computer management, surface construction, water supply and drainage and
heating ventilation, environmental protection, technical economy and annexes.
The provisions in bold in this code are compulsory provisions and must be enforced
strictly.
The Ministry of Construction is in charge of the administration of this code and the
explanation of the compulsory provisions. China Coal International Engineering Group,
Design and Research Institute of Shenyang are responsible for the explanation of the specific
contents. In the implementation process, all relevant organizations shall combine the
engineering practice and summarize the experience, and if any revision or supplement is
needed, opinions and advice can be posted or passed on to the administrative group of "Code
for Design of Open Pit Mine of Coal Industry" of China Coal International Engineering
Group, Design and Research Institute of Shenyang (Address. No. 12, Xiannongtan Road,

order to future revision and supplement.
