Equipment
1 Scope
This document specifies the requirements for the selection, use and maintenance, as well as the
rejection judgment of head protective equipment.
This document applies to head protective equipment used in industrial production and
emergency rescue operations.
This document does not apply to head protective equipment used in firefighting operations,
sports or commuting.
2 Normative References
The contents of the following documents constitute indispensable clauses of this document
through the normative references in the text. In terms of references with a specified date, only
versions with a specified date are applicable to this document. In terms of references without a

3 Terms and Definitions
The following terms and definitions are applicable to this document.
3.1 head protective equipment
A generic term for equipment that prevents or mitigates injuries to the human head caused by
physical, chemical and other harmful factors during operations, such as blows, collisions, burns,
electric shocks, etc.
3.2 industrial safety helmet
Headwear that protects the head from falling objects and other specific factors.
NOTE. it consists of a helmet shell, a lining, a chin strap and accessories.

4 Requirements for the Selection of Head Protective
Equipment
4.1 General Rules
4.1.1 Head protective equipment shall comply with national and industry standards. The main
national and industry standards for head protective equipment are listed in Table 1.
4.1.2 All components of head protective equipment shall be intact and free of abnormalities.
4.1.3 When selecting head protective equipment, employers shall consider both safety and
comfort.
4.1.4 Head protective equipment shall be selected based on category, function, style, color and
material. The selection procedures shall comply with Appendix A.
4.1.5 Employers shall conduct an assessment of the category of operation and potential injuries
resulting from accidents in accordance with Appendix B of GB 39800.1-2020.The selected
head protective equipment shall be compatible with the workplace environment and hazard
factors.
4.2 Selection of the Category of Head Protective Equipment
4.2.1 In workplaces where there is a risk of head injury from moving loads, such as falling or
thrown objects, industrial safety helmets shall be selected.
4.2.2 In workplaces where there is only a risk of injury from collisions between the head and
fixed rigid objects and / or structures, anti-collision helmets shall be selected.
4.2.3 To prevent static charge accumulation on the helmets in workplaces, occupational
antistatic headwear shall be selected.
4.2.4 When there is a risk of head injury from collisions, impacts, burns and electric shocks
during rescue and related activities, rescue helmets shall be selected.
4.2.5 The selection of the category of head protective equipment for each typical industry shall
comply with the requirements of the relevant industry configuration standards. The
configuration standards for typical industries shall be implemented in accordance with Table 2.
4.3.8 In workplaces where there is a possibility of contact with a molten metal, head protective
equipment with molten metal splash resistance property shall be selected.
4.4 Selection of Style of Head Protective Equipment
4.4.1 In workplaces where water splashing, debris splashing, direct sunlight or strong light to
the eyes may occur, head protective equipment with a visor and brim shall be selected.
4.4.2 When welding is performed and head protective equipment is required, the head
protective equipment selected by the operator shall be compatible with the welding protective
equipment being worn. When wearing head protective equipment integrated with welding
protection, it shall also comply with the relevant provisions of GB 3609.1.
4.4.3 When it is determined in accordance with the provisions of GB 23466 that hearing
protective equipment is required in workplaces, the head protective equipment selected by the
operator shall be compatible with the hearing protective equipment used in conjunction with it.
When wearing head protective equipment integrated with hearing protection, it shall also
comply with the requirements of GB 31422.2.
4.4.4 When eye and face protection is also required in workplaces, the head protective
equipment selected by the operator shall be compatible with the personal eye protective
equipment worn. When wearing head protective equipment integrated with eye and face
protection, it shall also comply with the requirements of GB 14866.
4.4.5 The style of head protective equipment selected by the employer shall be compatible with
other equipment to ensure the effectiveness of the combined protection and shall not result in
any additional risks.
4.5 Selection of the Color of Head Protective Equipment
4.5.1 The color of head protective equipment shall comply with the management requirements
of relevant industries.
4.5.2 The selection of the color of head protective equipment shall be carefully considered from
the perspectives of safety, as well as the physiological and psychological effects and
associations of color.
4.5.3 In workplaces with insufficient light, head protective equipment with bright colors shall
be selected.
4.5.4 In workplaces with a low visibility, head protective equipment with a significant color
difference from the ambient light shall be selected, or reflective strips meeting the requirements
shall be added on the head protective equipment.
4.6 Selection of the Material of Head Protective Equipment
The material selected for head protective equipment shall not conflict with the operating
environment. For specific shell material characteristics and applicable scenarios, please refer to
Appendix B.
5 Use and Maintenance of Head Protective Equipment
5.1 General Rules
5.1.1 Employers shall configure and manage head protective equipment for all personnel
entering the workplaces, including dispatched workers, temporary employees, interns, and
outsiders permitted to enter the workplaces.
5.1.2 Employers shall inspect and accept head protective equipment before they are put in
storage to ensure compliance with national or industry standards and maintain documentation
demonstrating compliance with national standards.
5.2 Use of Head Protective Equipment
5.2.1 Head protective equipment shall be used in accordance with the product instructions and
shall not exceed the manufacturer’s specified range and conditions of use.
5.2.2 Before use, inspect the head protective equipment for any appearance defects and ensure
that all components are intact and free of any abnormalities. Accessories shall not be removed
from or added to a helmet at will, as this may affect its original protective performance.
5.2.3 When using head protective equipment, properly and securely wear it. For head protective
equipment equipped with a chin strap, tighten the chin strap to prevent it from accidentally
falling off during use.
5.2.4 Users shall not drill holes on head protective equipment without authorization. Sharp
objects, for example, knives, shall not be used to scratch or drill head protective equipment.
5.2.5 Users shall not apply paint, coatings, gasoline or solvents, etc. to the outer shell of head
protective equipment without authorization.
5.2.6 Head protective equipment shall not be randomly impacted, squeezed, or used for any
purpose other than wearing it, for example, sitting on or hitting hard objects.
5.2.7 During the validity period of head protective equipment, users shall ensure that permanent
marking is complete and legible.
5.2.8 Anti-static head protective equipment shall be used in conjunction with anti-static clothing,
anti-static shoes, and other protective equipment. The protective equipment worn shall comply
with anti-static regulations.
5.2.9 Operators shall be proficient in the correct wearing of head protective equipment, and
employers shall provide necessary training and supervision.
