introduction

Chemicals can improve and enhance the quality of life of the people, but they can also cause adverse effects on humans or the environment. In order to better protect human health and the environment, the United Nations has established the Globally Harmonized System of Classification and Labelling of Chemicals. The internationally accepted hazard communication system is to identify the inherent hazards of substances and mixtures and to communicate these hazards. Based on this, my country has formulated GB 30000 “Regulations on Classification and Labelling of Chemicals” with reference to the “Globally Harmonized System of Classification and Labelling of Chemicals”. "Fan". GB 30000 “Code for Classification and Labelling of Chemicals” is planned to consist of 31 parts, with the expected structure as follows. --- Part 1.General. The purpose is to establish general requirements for the classification and labeling of chemicals. --- Part 2.Explosives. The purpose is to establish the classification standards and labeling requirements for explosives. --- Part 3.Flammable gases. The purpose is to establish the classification criteria and labeling requirements for flammable gases. --- Part 4.Aerosols. The purpose is to establish the classification criteria and labeling requirements for aerosols. --- Part 5.Oxidizing gases. The purpose is to establish the classification criteria and labeling requirements for oxidizing gases. --- Part 6.Gases under pressure. The purpose is to establish the classification criteria and labeling requirements for gases under pressure. --- Part 7.Flammable liquids. The purpose is to establish the classification criteria and labeling requirements for flammable liquids. --- Part 8.Flammable solids. The purpose is to establish the classification criteria and labeling requirements for flammable solids. --- Part 9.Self-reactive substances and mixtures. 3 Terms and Definitions

The terms and definitions defined in GB 30000.1 and the following apply to this document. 3.1 A solid or liquid explosive substance or mixture that has been desensitized to suppress its explosiveness and will not explode as a whole and will not burn rapidly. Note. Desensitized explosives are not classified in the hazard category of “explosives”. Desensitized explosives include solid desensitized explosives and liquid desensitized explosives. 3.2 Explosive substances or mixtures that have been moistened with water or alcohol or diluted with other substances to form a homogeneous solid mixture so that their explosiveness is suppressed compound. Note. This includes desensitization treatment to form hydrates of the relevant substances. 3.3 Explosive substances or mixtures that are dissolved or suspended in water or other liquid substances to form a homogeneous liquid mixture so that the explosiveness is suppressed compound.

4 Categories

4.1 Substances or mixtures with an exothermic decomposition energy of less than 300 J/g should not be classified as desensitized explosives.
