Introduction
Port operations involve the safety of port facilities and equipment, ships, cargo and personnel, and are key areas of safety monitoring and management. due to different
There are great differences in various aspects such as loading and unloading cargo, loading and unloading equipment and facilities, operating techniques and operating personnel levels in port workplaces, and it is necessary to fully
Based on the safety development level of the industry, the current status of enterprise safety management and on-site operation experience, according to different types of port operation sites and operations
For various industrial projects, operational safety requirements are formulated respectively, and the port operational safety requirements are formed into a series of standards, so as to achieve coordination and unity among various parts of the standard.
1.Convenient use of files. GB 16994 "Safety Requirements for Port Operations" was compiled to effectively improve the safety level of port operations and reduce the risk of port operations.
Security Risk. GB 16994 is planned to consist of seven parts.
---Part 1.Oil, gas and chemical terminal. The purpose is to clarify the safety requirements for oil, gas and chemical terminal operations and standardize operating behaviors.
---Part 2.Petrochemical reservoir area. The purpose is to clarify the safety requirements for operations in the port petrochemical reservoir area and standardize operating behaviors.
---Part 3.Dangerous goods containers. The purpose is to clarify the safety requirements for dangerous goods container operations in ports and standardize operations
Behavior.
---Part 4.General cargo containers. The purpose is to clarify the safety requirements for general cargo container operations at ports and standardize operations.
Behavior.
---Part 5.groceries. The purpose is to clarify the safety requirements for port general cargo operations and standardize operating behaviors.
---Part 6.Solid bulk dangerous goods. The purpose is to clarify the safety requirements for solid bulk dangerous goods operations at ports and standardize operations
Behavior.
---Part 7.Cement. The purpose is to clarify the safety requirements for port cement loading and unloading operations and standardize operating behaviors.
Port operation safety requirements
Part 4.General cargo containers
1 Scope
This document specifies the general requirements for container port loading and unloading operations, as well as ship loading and unloading operations, lifting, forklift, yard storage, loading and unloading trucks,
Safety requirements for horizontal transportation, unpacking and unpacking operations and emergencies.
This document applies to loading and unloading operations in the general cargo container loading and unloading area of the port.

4 General requirements
4.1 Personnel engaged in container loading and unloading operations should receive professional technical training, especially training on safe operating procedures and related skills.
4.2 The operation client shall provide the port operator with the type, load and characteristics of the cargo contained in the container.
4.3 For containers entering the port area for loading and unloading, the box body should be intact and without leakage. The movable parts and cargo in the box should be firmly fixed and the load should not be heavy.
It should exceed the maximum allowable load of the box or there may be unbalanced loads that affect the stability.
4.4 The container handling machinery and tools used for loading and unloading should be maintained in good technical condition; their loading and unloading capacity should be consistent with the capacity of the containers being loaded and unloaded.
The condition (box type, quality) and the ship type for loading and unloading are suitable.
4.5 Before loading and unloading operations, the type, load and cargo characteristics of the container should be confirmed, and the following relevant measures should be taken.
a) Distinguish between empty containers and heavy containers, distinguish between ordinary containers and containers with special requirements for cargo and containers, and select the corresponding loading and unloading process plan;
b) For platform or rack-type containers with over-length, over-width, or over-height cargo and other containers with special loading and unloading requirements,
Develop corresponding loading and unloading operation plans.
4.6 The loading and unloading operation site should meet the following requirements.
a) Traffic signs such as loading and unloading machinery, pedestrian routes, lane lines, driving directions, vehicle speeds, and no parking are clearly marked in the docks and container areas.
Class traffic signs are refreshed regularly;
b) At the junction of the road and the storage area, isolation facilities such as isolation strips and isolation fences should be installed and maintained in a timely manner if conditions permit;
