4 Service Principles
4.1 Priority principle
Social workers give priority to children's interests and needs in policy planning, service planning, resource allocation, and service delivery.

Social workers ensure that children in institutions have equal rights to life, development and
rights to exhibition, protection and participation.
4.3 The principle of best interests
Social workers take children as the center, provide professional services based on the characteristics and interests of children's physical and mental development, and maximize the protection of children.
