1 Scope

This standard specifies the basic requirements, circular economy indicators, circular economy index calculation methods and evaluation grades for steel enterprises' circular economy evaluation. This standard is suitable for evaluating the level of circular economy of steel complexes.

3 Terms and definitions

The terms and definitions defined in GB/T 34345 apply to this document.

4 Basic requirements

Steel enterprises that conduct circular economy evaluation should meet the following requirements. ---Pollutants should meet discharge standards, and waste pollution control should meet the requirements of GB 18597 and GB 18599; ---Establish an environmental management system and an energy management system, and the environmental management system should pass third-party certification; ---Not using processes, technologies, equipment, and products that are explicitly eliminated or prohibited by the state; ---The equipment of energy measuring instruments and water measuring instruments, the equipment of energy-saving and emission-reduction facilities and the equipment of online pollutant monitoring system shall all comply with industry norms; ---Have a complete circular economy industrial chain.

5 Circular economy indicators

5.1 Index composition 5.1.1 The first-level indicators include resource output and resource recycling. 5.1.2 Secondary indicators include energy output, water output, raw material output, gas utilization, water reuse, and solid waste comprehensive utilization. 5.1.3 The three-level indicators include energy consumption per unit product of the coking process, unit product energy consumption of the sintering process, unit product energy consumption of the pelletizing process, and blast furnace workers.
