1 Scope

This standard specifies the basic requirements, evaluation index requirements, calculation methods and evaluation grades of circular economy index for the copper smelting industry. This standard applies to the evaluation of the circular economy level of copper smelting enterprises that use copper concentrate, blister copper, and waste copper as raw materials. This standard does not apply to the evaluation of the circular economy level of copper smelting enterprises that adopt the direct heap leaching process of copper-containing ore.

3 Terms and definitions

The terms and definitions defined in GB/T 34345 apply to this document.

4 Basic requirements

Copper smelting enterprises should meet the following requirements. ---Enterprise pollutants should meet the discharge requirements, and hazardous waste storage should meet the requirements of GB 18597; ---Establish an environmental management system and an energy management system, and the environmental management system should pass third-party certification; ---The process, technology, equipment, and products that are explicitly eliminated or prohibited in the "Industrial Structure Adjustment Guidance Catalogue" are not used; ---The equipment of energy measuring instruments and water measuring instruments, equipment of energy saving and emission reduction facilities, and equipment of online pollutant monitoring system shall all comply with industry norms. 5 Copper smelting (copper concentrate-copper cathode) circular economy indicators 5.1 Index composition 5.1.1 The first-level indicators include resource output and resource recycling. 5.1.2 The secondary indicators include copper smelting process energy consumption, blister copper process energy consumption, anode copper process energy consumption, electrolysis process energy consumption, Water withdrawal per unit cathode copper product, total copper recovery rate, sulfur recovery rate, water recycling rate, comprehensive utilization rate of general industrial solid waste, smoke and dust
