1 Scope
This standard specifies the content and requirements for energy conservation assessment of urea fixed asset investment projects.
This standard is applicable to new or modified or expanded urea fixed assets investment projects.

4 Energy Conservation Assessment Contents and Requirements
4.1 Preparation
4.1.1 Determining the scope of energy conservation assessment
The scope of energy conservation assessment should be consistent with the scope of investment construction and reflect the integrity of the project, covering energy purchase storage, processing conversion, and transportation.
The entire process of distribution and terminal use.
When the reconstruction and expansion projects rely on the original project facilities construction, the energy consumption of the relevant facilities of the original project should also be included in the assessment scope.
The organization undertaking the energy conservation assessment shall fully communicate with the construction unit, clarify the boundary of the energy use system of the project, and determine the scope of energy conservation assessment.
