For the dated documents, only the versions with the dates indicated are applicable to this document; for the undated documents, only the latest version (including all the amendments) is applicable to this standard. YD/T 3909-2021 Requirements and overall architecture of a vehicle emergency alarm system based on the public telecommunication network 3 Terms and definitions The following terms and definitions apply to this document. 3.1 Vehicle emergency call When the vehicle encounters an emergency, the emergency alarm call triggered by the vehicle terminal. 3.2 Public safety answering point It is the unified alarm receiving platform of the public security system or medical rescue system, also known as the emergency linkage command platform. 3.3 Vehicle emergency rescue platform The Internet of Vehicles service platform provided by third parties such as car manufacturers or automotive remote service providers, which is responsible for the reception, processing, distribution, storage and other tasks of emergency alarms. 3.4 Rescue data set The minimum data set and extended rescue data set used for rescue service dispatch. 4 Abbreviations CELLID: Cell identification IDC: Internet data center IMS: IP multimedia subsystem PSAP: Public safety answering point SMS: Short message service TCU: Telematics control unit VIN: Vehicle identification number VoLTE: Voice over long-term evolution 5 Platform location The vehicle emergency rescue platform refers to a platform provided by third parties such as car manufacturers or automotive remote service providers, which is responsible for the reception, processing, distribution, storage and other tasks of emergency alarms in the entire system. The platform can provide vehicles with alarm information upload and processing in emergency situations; it can be linked with the public safety answering node (PSAP, also known as the emergency linkage command platform), to establish three-party data/voice communication and jointly complete the processing of emergency call affairs. The location of the vehicle emergency rescue platform in the vehicle emergency call system is shown in Figure 1. 6.1.2 Requirements for the platform to receive vehicle alarms The platform must have the following functional requirements for receiving vehicle alarms: a) It must have the function of receiving and parsing vehicle rescue data sets; the data transmission method must support at least one of the following: "Vehicle emergency call system based on public telecommunication network - Technical requirements for wireless data transmission", "Vehicle emergency call system based on public telecommunication network - Technical requirements for data transmission based on IMS", mobile data transmission, SMS text message transmission; b) It must have the function of receiving vehicle voice call alarms; it must support at least one of the vehicle voice call methods such as cellular mobile communications and Internet voice calls; c) It must have the function of associating rescue data set information with alarm voices; d) It must have the function of calling back the alarmed vehicle; e) It must have various retransmission mechanisms; when the vehicle terminal fails to send the rescue data set, the platform must have the function of actively obtaining the vehicle rescue data set; f) It must have the function of encrypting and storing the vehicle rescue data set; g) It must have the function of handling abnormal processes, such as the vehicle terminal only sending data without establishing voice communication, only establishing voice communication without sending the rescue data set, the location information uploaded by the vehicle terminal being invalid, no one answering when the vehicle terminal automatically triggers the alarm. 6.1.3 Data set requirements 6.1.3.1 Transmission of data sets between the vehicle emergency rescue platform and PSAP The vehicle emergency rescue platform and PSAP shall interact with each other according to the data sets listed in Table 1. reach 95%, the response rate within 45 seconds shall reach 99%, the response rate within 120 seconds shall reach 100%. e) Call loss rate ≤ 1% (if the user actively hangs up, it will not be included in the call loss rate). 6.3 Interface requirements The platform and the public telecommunications network shall support voice dedicated line and network data connection, among which the network data connection shall be realized through the Internet dedicated line: a) The platform shall receive information transmitted by the vehicle terminal through the in-band modulation method (In-band) through the voice dedicated line and make voice calls (the vehicle terminal uses cellular mobile communication); b) The platform shall receive data transmitted by the vehicle terminal through mobile data transmission, IMS data transmission, SMS text message transmission through the network data connection and make voice calls (using Internet voice call method). 6.4 Security requirements The platform shall meet the following security requirements: a) Physical equipment shall be deployed in a dedicated computer room, such as in a self-built IDC or a dedicated area in a public IDC; b) Network security measures such as firewalls, traffic monitoring software, and anti-virus software shall be adopted; c) Dedicated application servers and disk arrays shall be used to process and store data; dedicated fiber switches, gateways and other related network equipment can be used; d) The account and password of the database/server shall be managed by a dedicated person; the password shall be updated regularly. 6.5 Disaster recovery and backup requirements The platform shall meet the following disaster recovery and backup requirements: a) It shall have primary and backup voice dedicated lines, support automatic jump in abnormal situations; ......
