Foreword
In January 2004, the Special Equipment Safety Supervision Bureau
(hereinafter referred to as special equipment bureau) of General
Administration of Quality Supervision, Inspection and Quarantine of the
People's Republic of China (hereinafter referred to as AQSIQ) put forward the
"pressure pipe unit manufacture appraisal rules" and entrusted the relevant
experts to organize the research work on the key contents and main problems
of the Rules. In April 2004, the Special Equipment Bureau issued the drafting
order of the Rules to the Special Equipment Testing and Research Center of
China (hereinafter referred to as the China Special Inspection Center). China
Special Inspection Center was commissioned by the China Special
Equipment Testing Association for the drafting. In June 2004, China Special
Equipment Testing Association organized the relevant experts to set up a
drafting group, holding four working meetings in total. And the "Pressure Pipe
Unit Manufacture Appraisal Regulation" was drafted. In December 2005, the
Special Equipment Bureau sought the views of the grassroots departments,
relevant authorities and experts and citizens via No.4 Quality Inspection
Letter [2005]. In April 2006, the drafting group held another meeting in Beijing
to revise and form a draft. In May 2006, the Special Equipment Bureau would
submit the draft to the AQSIQ Special Equipment Safety Technical Committee
for consideration. October 2006, it was approved by the AQSIQ.
This Rules specifies the method of implementation for pressure pipe unit
manufacture appraisal. According to the characteristics of pressure pipe unit
manufacturer and product, according to different products, it provides
appraisal levels, conditions and requirements and specifies the methods and
procedures for appraisal. It complies with the regulations for pressure pipe
unit manufacture appraisal and ensures the requirements for pressure pipe
unit safety performance.

Chapter 1 -- General
Article 1 This Rules is regulated in order to maintain a good job in the
implementation of the qualification of the pipe unit manufacture appraisal,
according to the relevant provisions of "Special Equipment Safety
Supervision Regulations" (hereinafter referred to as "Regulations").
Article 2 The manufacture appraisal for pressure pipe units that are used in
the territory of the People's Republic of China and are in compliance with the
scope of application of the Regulations shall comply with the provisions of this
Rules.
This Rules does not include the manufacture appraisal of safety valves.
Article 3 Pressure pipe unit manufacture appraisal determines the
permissible scope according to product category, variety, appraisal level and
product scope. See Annex A for specific division.
The manufacture appraisal for pressure pipe seals, anti-corrosion pressure
pipe components, low temperature insulated pipe, direct burial casing,
pressure pipe for steel, polyethylene mixture shall use the method of type
inspection.
Chapter 2 -- Basic conditions and requirements for manufacture appraisal
Article 7 The manufacturer shall have the legal qualification and obtain the
legal registration of the local government department.
When one same manufacturer has many product manufacturing addresses in
one same city (referring to the city having districts, same as below), it may
make one application. When one same manufacturer has many product
manufacturing addresses in different cities, it shall make application
respectively.
Article 8 The manufacturer shall manufacture the product in accordance with
the safety technical specifications and the corresponding standards. If the
enterprise standards or foreign standards are used, the standard safety
technical requirements shall be reviewed and approved by appropriate
technical institutions (Standardization Technical Committee or Type
Inspection Institution).
The manufacturer shall ensure that the product safety performance complies
with the requirements of the relevant safety regulations for pressure pipe.
The manufacturer of initial forensics and additions (escalation) shall prove its
capability in manufacturing qualified pressure pipe unit via trial product. The
products required for type inspection by safety technical requirements shall
pass type inspection.
Article 9 The manufacturer shall have the capability to manufacture the
qualified pressure pipe unit. Its staffs, production conditions and testing
methods and other resource conditions shall meet the following basic
requirements.
Chapter 3 -- Procedures for manufacture appraisal
Article 13 The procedures for manufacture appraisal of pressure pipe unit
shall include application, acceptance, product trial, type test, identification
review, approval, certification.
Article 14 The manufacturer submits a manufacture appraisal application to
the responsible agency and submits the following application materials.
For those unable to submit online application and applied in paper form due
to special circumstances, it shall submit the application form (original copy, in
triplicate), the business license and the organization code certificate (in copy)
and the special equipment quality assurance (one).
(I) application materials cannot meet the requirements of Chapter Two;
(II) conceal the situation or provide false application materials;
(III) in a legal dispute that is adversely affected by handling of the "special
equipment manufacture appraisal" or is subject to judicial restrictions
and penalties.
If the application materials are complete and the application is in the legal
form, or if the applicant completes all the application materials in accordance
with the requirements, the authority that is responsible for the acceptance
shall accept the application on the spot and issue the ��Decision on the
Acceptance of Special Equipment Administrative Appraisal Application��. For
incomplete materials, it shall issue a "Special Equipment Administrative
Appraisal Application Material Correction Notice."
For those who do not meet the following conditions of acceptance, it shall
issue a ��Decision on the Unacceptance of Special Equipment Administrative
Appraisal Application��.
(I) application materials cannot meet the requirements of Chapter Two;
(II) conceal the situation or provide false application materials;
(III) in a legal dispute that is adversely affected by handling of the "Special
Equipment Manufacture Appraisal" or is subject to judicial restrictions
and penalties.
If the manufacturer conceals the situation or makes a false application for
permission, it must not apply again within one year. If the manufacturing work
has not been completed within 18 months due to the manufacturer, the
manufacturer shall reapply the application according to the conditions of
change.
Article 16 After the application is accepted, the manufacturer shall invite the
accreditation authority to carry out the identification review.
If the product requires type test, the manufacturer or the entrusted import
agent shall invite the type testing organization to carry out the type test.
After the application for a type test is accepted, the manufacturer or its
authorized agent shall invite the type testing organization to carry out the type
test.
The accreditation body and the type approval organization engaged in the
type approval shall submit the appraisal notice and the type test notice to the
examination and approval authority.
Article 17 The manufacturer with accepted application for appraisal shall
carry out the trail for product according to the specifications and quantity
suitable for identification and type of test requirements. If the appraisal
requires type test, it shall complete product trail before type test. If the
appraisal does not require type test, it shall complete product trial before
identification review.
Article 19 The type test shall be carried out in accordance with the safety
technical specifications of the pressure pipe unit type test and the
corresponding product standards. After the type test, the type test body shall
issue the type test report in time. If the type test is qualified, it shall also issue
the type test certificate.
Type test reports and type test certificates are generally in triplicate. One shall
be saved by the applicant, one shall be filed by the type test organization and
one shall be used for relevant appraisal.
If the type test of item for appraisal fails, the type test organization shall
promptly report to the examination and approval authority.
Article 20 After the trial of the licensed product, after the type test, the
identification review organization shall organize the manufacturer to carry out
the identification review. The main contents of identification review are as
follows.
Article 21 The examination and approval authority shall, after receiving the
identification review report, complete the examination, approval and issuance
of the appraisal within 30 working days.
Article 22 The manufacturer with the manufacture appraisal, when the name,
address of the manufacturer changes, shall apply for appraisal change
procedures.
When replacing the legal representative, technical responsible-staff or quality
manual for the edition, it shall, within 15 days, inform the local quality
technical supervision department (municipal), the examination and approval
authority and the supervision and inspection institution.
When manufacture site of manufacturer changes, it shall promptly report to
the examination and approval authority, and the examination and approval
authority shall handle the matter in accordance with the following principles
and notify the manufacturer.
(I) if the production conditions are not changed, it can continue to
manufacture within the appraisal scope;
(II) (II) if the production conditions are changed, the manufacturer shall
invite the original identification review organization for one
supplementary identification review; the organization for acceptance
shall determine whether the manufacturer can continue the
manufacture within the appraisal scope according to the identification
review results.
Article 25 The manufacturer that obtains the manufacture appraisal shall,
when it is necessary to continue to engage in the manufacturing after the
expiration date, submit the renewal application to the examination and
approval authority 6 months before the expiration of the appraisal. During the
appraisal replacement, in accordance with the provisions of the safety
technical specifications for re-type test, type test shall be completed before
the renewal of the application. For overdue replacement, the original
appraisal shall be automatically invalid.
Article 26 When the manufacturer applies for renewal, in addition to the
information in Article 14, the manufacturer shall also provide the following
information.
Chapter 4 -- Supplementary provisions
Article 29 This Rules shall be interpreted by AQSIQ.
Article 30 This Rules shall enter into force since January 1, 2007.The " safe
registration and management approach for Pressure pipe unit manufacturer"
issued by former State Quality and Technical Supervision on January 7, 2000
shall be repealed simultaneously.
