TB/T 2783-2017 TB RAILWAY INDUSTRY STANDARD OF THE PEOPLE’S REPUBLIC OF CHINA ICS 45.060.10 S 40 Replacing TB/T 2783-2006 Exhaust emission tests for diesel engines of motive power units (UIC 6240:2006, Exhaust emission tests for diesel traction engines, MOD) ISSUED ON: JUNE 05, 2017 IMPLEMENTED ON: JANUARY 01, 2018 Issued by: National Railway Administration Table of Contents Foreword ... 3  1 Scope ... 5  2 Normative references ... 5  3 General ... 6  4 Test conditions ... 6  5 Apply for emission test ... 7  6 Implementation of the test ... 7  7 Technical approval ... 8  Appendix A (Normative) Pollutant emission limit ... 9  Appendix B (Normative) List of main documents to be provided in the test report ... 10  Appendix C (Normative) Test supervisor's conclusion on diesel engine's emission test ... 11  Appendix D (Informative) Description of measurement and calculation parameters ... 13  Appendix E (Normative) Record of measuring emission pollutants ... 15  Foreword This standard was drafted in accordance with the rules given in GB/T 1.1-2009. This standard uses the redrafting method to modify and adopt UIC 6240:2006 "Exhaust emission tests for diesel traction engines" (English version). This standard replaces TB/T 2783-2006 "Exhaust emission tests for railway diesel traction engines". Compared with TB/T 2783-2006, the main technical changes of this standard are as follows: - ADD normative references (see Chapter 2) - DELETE the cost of technical approval (see Chapter 7 of the 2006 edition); - MODIFY the emission limits of pollutants (see Table A.1; Table A.1 of the 2006 edition); - DELETE the smoke limit requirements (see the column of Bosch smoke in Table A.1 as well as the Figure A.1 and Figure A.2 of the 2006 edition); - DELETE the list of accreditation bodies and diesel engines that have passed the UIC emission test (see Appendix F and Appendix G of the 2006 edition); - MODIFY the RB name of the accreditation body to the China Railway Certification Body (see 3.3, 4.2; 2.3, 3.2, 4.2, 4.3, 4.4, 5.1.3, 5.1.4, 5.2.1, 5.2.2, 5.2.4, 5.3.1, 5.3.2 and Appendix E of the 2006 edition); - DELETE the description of the responsibilities of the Diesel Engine Expert Committee of ERRI (European Railway Research Institute); CLARIFY that the only organization responsible for technical accreditation is the China Railway Certification Agency (see 5.3.2, 5.3.3, 6.1.1, 6.1.3 and Appendix H of the 2006 edition). The main editorial differences between this standard and UIC 6240:2006 are as follows: - DELETE the "Foreword" and "References" of UIC 624; - For UIC standards and ISO standards cited in UIC 624, if they have been adopted as Chinese standards, use the Chinese standards to replace the corresponding UIC standards and ISO standards; - CORRECT the editable error of "P ≤ 560 kW" in Appendix A of UIC 624 to "560 kW < P ≤ 2000 kW" (see column 6 in Table A.1). Exhaust emission tests for diesel engines of motive power units 1 Scope This standard specifies the limits of pollutants emitted by diesel engines for railway traction and the methods for determining these emissions. This standard applies to railway traction diesel engines, new railway traction equipment or diesel engines reinstalled from existing traction equipment. It does not apply to special-purpose locomotive diesel engines (such as oil refineries or mining locomotives) and diesel engines with a transmission power of less than 100 kW. 2 Normative references The following documents are essential to the application of this document. For the dated documents, only the versions with the dates indicated are applicable to this document; for the undated documents, only the latest version (including all the amendments) is applicable to this standard. GB/T 6072.3-2008 Reciprocating internal combustion engines - Performance - Part 3: Test measurements (ISO 3046-3:2006, IDT) GB/T 8190.1-2010 Reciprocating internal combustion engines - Exhaust emission measurement - Part 1: Test-bed measurement of gaseous and particulate exhaust emissions (ISO 8178-1:2006, IDT) GB/T 8190.4-2010 Reciprocating internal combustion engines - Exhaust emission measurement - Part 4: Steady-state test cycles for different engine applications (ISO 8178-4:2007, IDT) GB/T 8190.5-2011 Reciprocating internal combustion engines - Exhaust emission measurement - Part 5: Test fuels (ISO 8178-5:2008, IDT) GB/T 8190.6-2006 Reciprocating internal combustion engines - Exhaust emission measurement - Part 6: Report of measuring results and test (ISO 8178-6:2000, IDT) TB/T 2745 Approval tests for diesel engine of motive power units (UIC 623- 2:2008, IDT) 5 Apply for emission test 5.1 The diesel engine manufacturer shall submit a test application to the certification agency. 5.2 The manufacturer shall provide the following information to the railway management department and certification agency: - A copy of the diesel engine manual as specified in TB/T 2745; - All the details of the test bench used. 5.3 The certification agency shall check all the submitted application documents and technical instructions. 6 Implementation of the test 6.1 Test organization 6.1.1 The emission test shall not exceed 90 days from the time of application to the implementation of supervisory measurement. 6.1.2 The certification agency and the user shall jointly discuss with the manufacturer to determine the specific test scheme; the certification agency shall report to the railway management department for approval. 6.1.3 The work to be done on the test bench and the tested diesel engine: - The certification agency shall confirm that the test bench meets the requirements; - According to the diesel engine's characteristic curve as specified in TB/T 2745, it shall be measured at the presence of a representative of the certification agency or a test supervisor of the railway management department. 6.2 Supervision of the test 6.2.1 Representatives of the certification agency, and test supervisors or their representatives from the railway management department, when necessary, shall be present at site for supervision; it shall perform emission measurement according to the F cycle and/or C1 cycle in GB/T 8190.4-2010. 6.2.2 The manufacturer is only responsible for the conduct of the test. The task of the certification agency is essentially to certify the test items and the results obtained. 6.2.3 When the measurement is over, a fuel sample for the test shall be taken and sent to an independent laboratory accredited by the certification agency for analysis. 6.2.4 Based on the completed analysis results, the test supervisors and certification agency's representatives of the railway management department shall: - Collect the documents needed for the test report (see Appendix B) - Complete and sign the conclusion form (see Appendix C). 6.2.5 The list of parameters to be measured is as given in Appendix D. 6.3 Test report 6.3.1 Within 45 days of completing the diesel engine's emission test, the certification agency shall draft a test report based on the test results obtained with the assistance of the test supervisor of the railway management department and the manufacturer. 6.3.2 This report shall be sent by the certification agency to: - Manufacturer; - Railway management department. 6.3.3 The test report shall be owned by the manufacturer and cannot be disclosed to a third party without permission. The certification agency shall keep a copy of the test report. 7 Technical approval The certification agency shall determine whether the diesel engine has passed the emission test within 30 days after receiving the test report, and notify the result: - Diesel engine manufacturer; - Test supervisors participating in emission tests. The certification agency is responsible for updating the registration form of diesel engines that have passed the emission test. ......
