This Document is applicable to the monitoring and evaluation of the urban bus and trolleybus performance. 2 Normative References The provisions in following documents become the essential provisions of this Document through reference in this Document. For the dated documents, only the versions with the dates indicated are applicable to this Document; for the undated documents, only the latest version (including all the amendments) is applicable to this Document. GB/T 3977 Methods of Color Specification GB/T 33171 Specification for Urban Traffic Performance Evaluation 3 Terms and Definitions For the purposes of this Document, the terms and definitions given in GB/T 33171 and the following apply. 3.1 Urban bus and trolleybus performance The transportation speed of urban bus and trolleybus in the urban bus and trolleybus route network. 3.2 Travel time The time it takes for a motor vehicle to pass between two endpoints of a road segment. 3.3 Bus and trolleybus travel speed The average speed of the distance traveled by bus and trolleybus divided by the travel time. NOTE: The unit is kilometers per hour (km/h). 3.4 Travel speed The average speed of a motor vehicle passing between two endpoints of a road segment. 3.5 Bus and trolleybus route network A network that is composed of roads equipped with bus and trolleybus route within a certain area. 3.6 Bus and trolleybus route network road A directional road segment within a bus and trolleybus route network. 3.7 Bus and trolleybus route The road that the bus and trolleybus run along fixed routes and stations. 3.8 Bus and trolleybus route link The directional section on the bus and trolleybus route, which generally takes two bus and trolleybus stops as endpoints. 3.9 Bus and trolleybus free-flow speed The average transport speed when the traffic flow density approaches zero and the bus and trolleybus can travel freely without being disturbed by other vehicles. 3.10 Electronic schedule The data of shift operation of the bus and trolleybus that are recorded through intelligent dispatching and other information systems. 3.11 The ratio of bus and trolleybus travel speed to free-flow speed The ratio of bus and trolleybus travel speed to free-flow speed. 3.12 Bus and trolleybus performance index A dimensionless value that reflects the performance of the bus and trolleybus route network, the route network road, the route and the route link. 5.1.1 Average travel speed of bus and trolleybus route network The calculation method of the average travel speed of the bus and trolleybus route network is shown in the Formula (1) Where: 𝑉ഀR – in the evaluation period, the average travel speed of the evaluated bus and trolleybus route network, in km/h; N – in the evaluation period, the number of buses and trolleybuses running on bus and trolleybus route i in the evaluated bus and trolleybus route network; M – in the evaluation period, the number of bus and trolleybus routes in the evaluated bus and trolleybus route network; sij – in the evaluation period, the driving range of the bus and trolleybus vehicle j operating on the bus and trolleybus route i in the evaluated bus and trolleybus route network, in km; tij – in the evaluation period, the driving time of the bus and trolleybus vehicle j operating on the bus and trolleybus route i in the evaluated bus and trolleybus route network, in h. The calculation time of the average travel speed of the bus and trolleybus route network based on historical data should take 15 min, hours, peak hours, days, weeks, months, seasons, years, etc. The calculation time of the average travel speed of the bus and trolleybus route network based on real-time data shall not exceed 15 min. 5.1.2 Average travel speed of bus and trolleybus route network road See Formula (2) for the calculation method of the average travel speed of the the bus and trolleybus route network road. The calculation time of the average travel speed of the bus and trolleybus route based on historical data should take 15 min, hours, peak hours, days, weeks, months, seasons, years, etc. The calculation time of the average travel speed of the bus and trolleybus route based on real- time data shall not exceed 15 min. 5.1.4 Average travel speed of bus and trolleybus route link See Formula (4) for the calculation method of the average travel speed of bus and trolleybus route link. 5.2.2 The ratio of bus and trolleybus travel speed to car travel speed See Formula (6) for the calculation method of the ratio of bus and trolleybus travel speed to car travel speed. Where: RBC - in the evaluation period, the ratio of bus and trolleybus travel speed to car travel speed in the evaluated bus and trolleybus route network, route network road, route and route link; Vt – in the evaluation period, average travel speed of car in the evaluated bus and trolleybus route network, route network road, route and route link, in km/h. The calculation time of the ratio of bus and trolleybus travel speed to car travel speed based on historical data should take 15 min, hours, peak hours, days, weeks, months, seasons, years, etc. The calculation time of the ratio of bus and trolleybus travel speed to car travel speed based on real-time data shall not exceed 15 min. 5.3 Comprehensive indexes and calculation methods The bus and trolleybus performance index is calculated based on the ratio index of bus and trolleybus travel speed to free-flow speed; and the calculation method is shown in Formula (7). Where: IBP – in the evaluation period, the bus and trolleybus performance index in the evaluated bus and trolleybus route network, route network road, route and route link. The calculation time of the bus and trolleybus performance index based on historical data should take 15 min, hours, peak hours, days, weeks, months, seasons, years, etc. The calculation time of the bus and trolleybus performance index based on real-time data shall not exceed 15 min. 6 Data Requirements 6.1 Geographic information data 6.1.1 The site data shall at least include the site number, name, type, latitude and longitude, and area information. 6.1.2 Road data shall at least include the number, length, direction, area name, and road name information. 6.1.3 Route data shall at least include route number, name, length, uplink and downlink directions, and station sequence information. 6.1.4 Area data shall at least include area number and name information. 6.2 Bus and trolleybus positioning data The bus and trolleybus positioning data shall be able to describe the vehicle movement trajectory; and shall at least include route number, vehicle number, latitude and longitude, route link, driving direction, speed, and time stamp information; and the data sampling interval shall not exceed 30s. 6.3 Bus and trolleybus electronic schedule The bus and trolleybus electronic schedule shall be able to describe the historical operation of the vehicles; and shall at least include the route number, vehicle number, departure time, and arrival time information. 6.4 Road traffic flow performance data Road traffic flow performance data shall be able to describe the actual performance of cars on the road; and shall at least include the road number, area name, road name, direction, average travel time of the road, average travel speed and traffic flow information. 7 Classification of Urban Bus and Trolleybus Performance The urban bus and trolleybus performance is classified into four levels according to the performance index of buses and trolleybus: free-flow, basically free-flow, delayed, and congested. The classification shall comply with the provisions of Table 1; the color expression shall comply with the provisions of Appendix B. Appendix A (Normative) Calculation Method and Procedures of Urban Bus and Trolleybus Free-Flow Speed The urban bus and trolleybus free-flow speed Vf shall be calculated according to the following procedures. a) The urban bus and trolleybus performance period shall be equally divided according to a given time interval; and the length of the time interval shall not exceed 15 min. b) Calculate the arithmetic mean 𝑉ഀ t of the average travel speed of bus and trolleybus in each time interval; and the number of sample days shall be no less than 30d. See Formula (A.1) for the calculation method of the arithmetic mean of the average travel speed of bus and trolleybus: Where: 𝑉ഀ t – in the tth time interval, the arithmetic mean of the average travel speed of bus and trolleybus, in km/h; 𝑉ഀm – in the tth time interval, average travel speed of bus and trolleybus of the nth sample, in km/h; n – the sample days. c) The calculated arithmetic mean 𝑉ഀ t of the average travel speed of bus and trolleybus in each time interval shall be sorted from small to large; and the Ξ³th percentile of the sorting results is taken as bus and trolley bus free-flow speed Vf, and the specific value of Ξ³ can be adjusted according to the actual situation, generally take 90. When the calculated bus and trolleybus free-flow speed exceeds the road speed limit, the road speed limit value shall be taken. NOTE: The bus and trolleybus free-flow speed needs to be regularly updated in conjunction with the level of urban traffic development. ......
