1 Scope
This document specifies the application and determination of type approval for battery
electric passenger vehicles, energy consumption limits, production conformity and
determination of same type.
This document applies to category M1 battery electric vehicles with a maximum gross
design mass not exceeding 3500 kg.

The following referenced documents are indispensable for the application of this
document. For dated references, only the edition cited applies. For undated references,
the latest edition of the referenced document (including any amendments) applies.

3 Terms and definitions
For the purpose of this document, the terms and definitions defined in GB/T 15089 and
GB/T 19596 apply.
4 General requirements
4.1 It shall determine the energy consumption of a vehicle type in accordance with
GB/T 18386.1-2021.When comparing the energy consumption of a vehicle type with
the limit, the unit shall be converted from W • h/km to kW • h/100 km, retaining the
same significant figures.
4.2 The energy consumption of a vehicle type shall meet the corresponding limit
specified in this document.
5 Application and determination of type approval
5.1 General
Type approval of a vehicle shall be applied for and determined in accordance with 5.2
and 5.3.
5.2 Application for type approval
5.2.1 For a vehicle type or family meeting the requirements of 8.1 in GB/T 18386.1-
2021, the application for type approval of energy consumption shall be submitted by
the manufacturer or its legal representative.
5.2.2 The application must be accompanied by the Energy Consumption Type Approval
Application Report specified in Annex A, but do not fill in the content of A.7.2 ~ A.7.4
and A.8.
5.2.3 A prototype vehicle representing the approved vehicle type or family must be
submitted to the inspection agency responsible for the type approval test.
5.3 Determination and recording of type approval values
5.3.1 The inspection agency responsible for the type approval test shall determine the
vehicle’s energy consumption type approval values in accordance with GB/T 18386.1-
2021.
5.3.2 Compare the energy consumption type approval values determined in 5.3.1 with
the corresponding energy consumption limits determined in accordance with Clause 6,
and record the type approval values and comparison results in the Energy Consumption
Type Approval Report specified in Annex A.
6 Energy consumption limits
6.1 For vehicle types with fewer than three rows of seats1) and non-all-wheel drive, the
energy consumption limits shall be calculated according to formula (1), and the results
shall be rounded off to one decimal place.
1) A “seat” exists as long as there are usable seat anchor points.
7 Production conformity
The production conformity of vehicles shall meet the requirements of Clause 9 in GB/T
18386.1-2021.
8 Determination of same type
If the following requirements are met simultaneously, they are deemed to be of the same
type.
a) the battery cell/supercapacitor’s model and manufacturer are the same;
b) the battery pack/supercapacitor assembly’s nominal voltage and nominal capacity
are the same;
c) the battery pack/supercapacitor’s model and manufacturer are the same;
d) the drive motor’s model, manufacturer, location and quantity are the same;
e) the control system (including the vehicle controller, onboard energy management
system and motor controller) hardware model, software version number and
manufacturer are the same, but software version changes are permitted as long as
they do not increase the vehicle’s energy consumption;
f) the drive type is the same;
g) the drive motor and energy storage system cooling type are the same (water
cooling, oil cooling, air cooling, etc.);
h) the curb weight is the same or reduced, and the energy consumption type approval
value of the base vehicle type meets the corresponding limit requirements for the
vehicle type deemed to be the same;
i) the transmission type and number of gears are the same, with the gear ratio of each
gear being the same or varying by no more than 8 %;
j) the tire static load radius varies by no more than 5 %;
k) the front body shape is the same, and the frontal area is the same or reduced.
9 Implementation of the standard
For new vehicle types applying for type approval, implementation will begin on the
date of implementation of this document. For vehicle types already approved,
implementation will begin 25 months after the date of implementation.
