This standard is applicable to the periodic inspection and evaluation of the refillable welded insulated gas cylinders -- which are used under normal ambient temperature (- 40 °C ~ 60 °C), whose medium is liquid oxygen, liquid nitrogen, liquid argon, liquid carbon dioxide, liquid nitrous oxide, liquefied natural gas and other cryogenic liquids, whose design temperature is not higher than -196 °C, whose nominal working pressure is 0.2 MPa ~ 3.5 MPa. This standard is also applicable to the periodic inspection and evaluation of the refillable welded insulated gas cylinders for automobile use -- which is used at normal ambient temperature (-40 °C ~ 60 °C), whose medium is liquefied natural gas, which is used as an automobile fuel tank, whose design temperature is not higher than -196 °C, whose nominal working pressure is 0.6 MPa ~ 3.5 MPa. 2 Normative references The following documents are essential to the application of this document. For the dated documents, only the versions with the dates indicated are applicable to this document; for the undated documents, only the latest version (including all the amendments) is applicable to this standard. GB/T 3864 Industrial nitrogen GB/T 12135 Technological specification for inspection agency of gas cylinders GB/T 12137 Methods for leakage test of gas cylinders GB/T 16918 Bursting disc safety devices for gas cylinders GB/T 18443.5 Testing method of performance for vacuum insulation cryogenic equipment - Part 5.Static evaporation rate measurement JB/T 6896 Surface clearness of air separation plant TSG R0006-2014 Supervision regulation on safety technology for gas cylinder 4.3.1 Review of technical archives 4.3.1.1 During the first inspection, review the exit-factory documents of gas cylinders (including product qualification certificates, quality certificates, gas cylinder manufacturing supervision and inspection certificates, etc.), operating instructions, etc. 4.3.1.2 If it is not the first inspection, review the previous inspection reports and the daily inspection records in the latest inspection cycle (refer to Appendix A, for the daily inspection records). 4.3.1.3 For the repaired gas cylinders, it shall also review the certification documents for the qualified repair of the gas cylinders. 4.3.2 Record 4.3.2.1 Check and record the manufacturing marks and inspection marks, on the nameplate of the gas cylinders one by one. The records include the country of manufacture, the cylinder manufacturing license number, the name of the manufacturer, the cylinder number, the product standard number, the standard name, the year and month of manufacture, the nominal working pressure, the test pressure of the liner, the medium contained, the nominal volume, the maximum filling volume, the net weight of gas cylinder, the date of last inspection. 4.3.2.2 For the gas cylinders, which are produced by the manufacturing enterprises, that have not obtained the special equipment manufacturing license, the gas cylinders whose manufacturing marks are ambiguous or the items are incomplete and undocumented, the gas cylinders which are not allowed to be reused as stipulated by the special equipment safety supervision and management authority, they shall be registered and invalidated. 4.3.2.3 When the gas cylinder has the following problems, it shall be sent to the original manufacturer OR the organization as entrusted by the original manufacturer, for disposal. a) The medium on the nameplate of the gas cylinder is not unique; b) The thread direction of the gas outlet of the cylinder valve, which is installed on the gas cylinder, does not meet the requirements; c) For gas cylinders containing liquid oxygen, liquid nitrous oxide, liquefied natural gas, the head on the shell has neither pressed the prominently raised medium symbols, such as "O2", "N2O", "LNG", nor pasted the medium label in the obvious position. 4.3.3 Disposal of in-cylinder medium 4.3.3.1 Appropriate methods shall be taken, to discharge the medium in the cylinder and properly handle it, under the conditions of ensuring safety, hygiene, non-polluting the environment. 4.3.3.2 For gas cylinders with unknown medium, valves that cannot be opened, safety accessories that fail, they shall be stored separately and properly disposed of. 4.3.4 Surface cleaning and accessory removal 4.3.4.1 Use an appropriate method, that does not damage the metal of the cylinder, to remove the dirt, contamination and other debris on the surface of the gas cylinder, that hinder the surface inspection. 4.3.4.2 After confirming that the medium in the cylinder is empty, remove the safety valve, pressure gauge, liquid level gauge and other detachable accessories; the metal of the cylinder body shall not be damaged, during the removal process. 4.4 External inspection Visual inspection or use a magnifying glass of 5X ~ 10X, to inspect the cylinders one by one. It shall be judged as unqualified, if the following defects are found. a) There are defects, such as cracks, that affect the performance of the welded joints; b) The shell of the gas cylinder has serious deformation, mechanical damage, etc., which may affect the thermal insulation performance of the interspace; the depth of the shell depression is greater than or equal to 12 mm, AND the depression length is greater than or equal to 13% of the circumference of the shell (see Appendix B for the measurement method of the shell depression size); c) The protective ring of the gas cylinder, the support of the protective ring, the distribution head are deformed, cracked or have other mechanical damage and lose their function; d) The base of the gas cylinder is deformed, the components are damaged, there is abnormal inclinations after the base is connected to the cylinder body; e) There are abnormal phenomena, such as frosting and dew condensation, after the outer shell of the gas cylinder reaches the thermal equilibrium state when it is filled with low-temperature liquid (check it during the static evaporation rate test). 4.5 Inspection of safety accessories, valve, pipeline 4.5.1 Inspection of safety accessories 4.5.1.1 The safety accessories of the gas cylinder include. pressure gauge, safety valve, bursting disc, level gauge. Safety accessories shall meet the relevant requirements of TSG RF001, TSG ZF003, GB/T 16918, national standards or industry standards. It shall select the products produced by manufacturing enterprises, that have obtained b) For gas cylinders containing liquid oxygen and nitrous oxide, the pressure gauge does not use an oil-free pressure gauge; c) The casing of the pressure gauge is damaged, the dial glass is broken, the scale indication value is unclear, the pointer is twisted and broken, the pointer does not return to zero after pressure relief, the lead seal is damaged; d) There are cracks or crack defects, in the thread of the pressure gauge and its connection to the gas cylinder. 4.5.2 Valve and pipeline inspection 4.5.2.1 Visually inspect OR check the cylinder valves one by one by a magnifying glass of 5X ~ 10X. It shall be judged as unqualified, if finding the following defects. a) The valve body is seriously deformed; b) There are cracks or cracking defects in the valve threads. 4.5.2.2 When the globe valve is leaking AND has other abnormal conditions, it is allowed to replace the valve core assembly, which is provided by the original valve manufacturer. When the pressure regulating valve has other abnormal conditions, such as leaking or unstable pressure, it is allowed to replace the diaphragm assembly, which is provided by the original valve manufacturer. 4.5.2.3 Visually inspect OR use a magnifying glass of 5X ~ 10X, to inspect the pipelines within the scope of gas cylinders. If the gas cylinders have defects, such as cracks and damages in pipelines, pipeline joints, welds, etc., it shall be judged as unqualified. 4.5.3 Assembly of safety accessories and valves 4.5.3.1 After all the accessories, which are removed from the cylinder body, are inspected and qualified, the surface shall be treated accordingly, according to the special requirements of the medium contained; the assembly shall be carried out, according to the requirements of the instruction manual. The seals used in the assembly shall not have chemical reaction with the contained medium. 4.5.3.2 Use a safe light source, to check whether there are foreign objects, such as the liquid level gauge fixing ring, inside the vertical gas cylinder. If there are foreign objects, they shall be taken out. If there are pollutants in the gas cylinder, they shall be properly disposed of. For gas cylinders, which contain liquid oxygen and liquid nitrous oxide, check whether the cylinder inside is contaminated with grease. If any grease contamination is found, degrease shall be carried out. The disassembly and assembly interfaces of safety accessories and valves shall be degreased and de-oiled. It shall be ensured that the gas cylinder is not polluted by grease AND meets the relevant provisions of JB/T 6896 during the inspection. When using white, clean, dry filter paper to wipe the degreasing surface, there shall be no grease and dirt on the paper. It can be c) The gas cylinder is burnt by an open flame. 5.2 Inspection items The inspection items of gas cylinders include external inspection, safety accessories inspection, valve and pipeline inspection (limited to the pipeline system within the gas cylinder product range), fixture inspection, air tightness test, static evaporation rate detection. 5.3 Preparation for inspection 5.3.1 See 4.3.1 for the review content of technical archives; see 4.3.2 for the record content. It shall also record the license plate number of the vehicle, where the gas cylinder is located. 5.3.2 See 4.3.3.1 and 4.3.4 for the treatment of the medium in the cylinder, the cleaning of the surface of the cylinder, the disassembly of accessories. 5.4 External inspection Carry out visual inspection OR use a magnifying glass of 5X ~ 10X to inspect the outer surface of the gas cylinders one by one. It shall be judged as unqualified, if there are following defects. a) Cylinders whose nameplates are not fixed by welding; b) Cylinders without protective rings; c) There are situations a), b), c), e) in 4.4. 5.5 Inspection of safety accessories, valves, piping (limited to piping systems within the scope of gas cylinder products) 5.5.1 Inspection of safety accessories 5.5.1.1 The safety accessories of the gas cylinder include. pressure gauge and safety valve. Safety accessories shall meet the relevant requirements of TSG RF001, national standards or industry standards. It shall select the products, which are produced by manufacturing enterprises that have obtained corresponding manufacturing licenses, according to regulations. Their models, specifications, technical parameters shall be definite and clear. 5.5.1.2 The safety accessories of gas cylinders shall be regularly calibrated or verified, in accordance with relevant provisions. See 4.5.1.3 and 4.5.1.6, for inspection of safety valves and pressure gauges. 5.5.2 Valve and piping inspection (limited to piping systems within the scope of gas cylinder products) See 4.5.2 for valve and piping inspection. 5.5.3 Assembly of safety accessories and valves All accessories, which are removed from the cylinder, shall be assembled, according to the requirements of the instruction manual, after passing the inspection, respectively. The seals, which are used during assembly, must not react chemically with LNG. 5.6 Fixture inspection For the inspection of fixtures, it shall be judged as unqualified, if the following defects are found. a) There are defects, such as cracking, deformation, damage in the welding seam of the gas cylinder's saddle or bracket; b) The fixing bolts of the gas cylinder's straps are loose; c) The fixing bolts of the gas cylinder's saddle or bracket are loose; d) The rubber gasket of the gas cylinder's saddle is falling off, aged, broken. 5.7 Air tightness test 5.7.1 The assembled gas cylinders shall be tested for air tightness one by one. 5.7.2 The test medium shall be nitrogen or natural gas, which complies with GB/T 3864. Test methods and safety measures shall comply with the provisions of GB/T 12137. 5.7.3 The test pressure shall be the nominal working pressure of the gas cylinder. The pressure shall be maintained for 1 minute. Use a grease-free inspection fluid, to check the safety accessories, pipelines, valves, sealing surfaces. If there is no leakage, it is qualified. 5.7.4 If there is leakage, due to improper assembly of accessories and valves, the vehicle gas cylinder shall be tested, after reassembly. 5.8 Detection of static evaporation rate Gas cylinders shall be tested for static evaporation rate one by one. The detection method shall be the gas mass flow meter method or the weighing method. The test method shall refer to the requirements of GB/T 18443.5.The test medium can be liquid nitrogen or liquefied natural gas. The static evaporation rate value of the gas cylinder shall meet the requirements in Table 2; otherwise, it will be judged as unqualified. If other testing methods are used, to test the low temperature thermal insulation performance of gas cylinders, it shall be carried out, in accordance with the provisions of 1.6 in TSG R0006-2014. ......
