Foreword
This Standard was drafted in accordance with the rules given in GB/T 1.1-2009,
Directives for Standardization – Part 1.Structure and Drafting of Standards.
Attention is drawn to the possibility that some of the elements of this document may

Safety of Soaps and Detergents
1 Application Scope
This Standard specifies the terms and definitions, product classification, requirements,
test methods and inspection rules of soaps and detergents.
This Standard applies to soaps and detergents produced, distributed and used within
the territory of the People’s Republic of China, including detergents for food, food tools
and equipment, detergents for personal cleaning and detergents for other purposes.
This Standard does not apply to the dry cleaning agents containing organic solvents
as the main components, nor some industrial detergents for special purposes.

3 Terms and Definitions
For the purposes of this document, the following terms and definitions apply.
3.1
soaps and detergents
Products containing soaps and/or surface active agents for the effect of washing and
cleaning.
3.2
primary biodegradation
The structure of chemical compounds changes under the effects of microorganism,
resulting in the loss of some characteristics.
3.3
ultimate biodegradation
Under the conditions of oxygen existence, chemical compounds or organic matters are
degraded by microorganism into CO2, H2O and elemental form mineral salts and
assimilated to be a part of microorganism.
4 Product Classification
They may be classified into three categories in accordance with the use objects.
Category A. detergents for food, food tools and equipment, including dish washing
detergents and fruit and vegetable detergents.
5 Requirements
5.1 Basic requirements
Under the normal, reasonable and foreseeable use conditions, soaps and detergetns
shall not cause hazards to human health and safety production of animals and
vegetables.
5.2 Material requirements
5.2.1 General
The use of raw materials (including packaging materials) in soaps and detergents shall
be as provided in relevant national laws, regulations and standards.
5.2.2 Surface active agents
5.2.2.1 Biodegradability
The surface active agents used in soaps and detergents shall be the chemicals which
have been proved degradable and do not cause hazards to animals, vegetables and
the environment by themselves and their degradation products. The specific
requirements are as follows.
5.2.2.2 Hazardous substances
The residual substances in the end products due to the unavoidable factors in
technology, materials and others in the manufacturing process of surface active agents
shall be below the acceptable safety level.
5.2.3 Preservatives
The preservatives for products of category A shall be as specified in GB 9985.
The preservatives for products of category B shall be the substances listed in Table 4
of Hygienic Standard for Cosmetics [2007] and as specified in Table 4.
5.2.4 Colouring agents
The colouring agents for products of category A shall be as specified in GB 14930.1.
The colouring agents for products of category B shall be the substances listed in Table
6 of Hygienic Standard for Cosmetics [2007] and as specified in Table 6.
5.3 Product requirements
5.3.1 Products of category A
The hygienic indexes of products of category A shall be as specified in GB 14930.1.
5.3.2 Products of category B
The hygienic indexes of products of category B shall be as specified in Hygienic
Standard for Cosmetics [2007].
5.3.3 Products of category C
5.4 Requirements for marking and packaging
The requirements for marking and packaging of soaps and detergents shall be as
specified in QB/T 2952.
6 Test Methods
6.1 Primary biodegradation
Conduct test in accordance with the method specified in GB/T 15818.
6.2 Ultimate biodegradation
Conduct test in accordance with any applicable standard of GB/T 21801, GB/T 21802,
GB/T 21831 and GB/T 21856.
6.3 Toxicologic test data
7 Inspection Rules
As specified in QB/T 2951.
