Electrical Engineering
1 General Provisions
1.1.1 This code is formulated with a view to strengthening the quality management of
construction engineering, unifying the construction quality acceptance of building electrical
engineering and ensuring the engineering quality.
1.1.2 This code is applicable to the construction quality acceptance of building electrical
installation project with voltage class of 35kV or below.
1.1.3 Building electrical engineering construction quality acceptance shall meet those
specified in this code as well as the current relevant ones of the nation.
2 Terms and Symbols
2.1 Terms
2.1.1 Wiring system
Combination composed of one or more insulated wire, cable or busbar and its fixed part and
mechanical protection part.
2.1.2 Current-using equipment
Electrical equipment used for converting electric energy into energies of other types.
2.1.7 SELV system
Electrical system non-earthed under normal condition and with voltage not exceeding extra-
low voltage.
2.1.8 PELV system
Electrical system earthed under normal condition and with voltage not exceeding extra-low
voltage.
2.1.9 FELV system
Electrical system with the voltage necessary not for safety but for operation not exceeding extra-
low voltage.
2.2 Symbols
SPD——Surge protection device;
IMD——Insulation monitoring device;
UPS——Uninterrupted power supply;
EPS——Emergency power supply.
3 Basic Requirements
3.1 General Requirements
3.2 Site Acceptance of Main Equipment, Materials, Finished Product and Semi-
finished Products
3.2.1 Main equipment, materials, finished product and semi-finished products shall be
subjected to site acceptance, and acceptance record shall be kept and acceptance data shall be
filed. In case there are technical parameter requirements for design, the technical parameter
shall be checked and meet the design requirements.
3.2.2 Products with production license or compulsory certification (CCC certification) shall be
provided with license No. or CCC certification mark, and certification scope, effectiveness and

3.3.1 Installation of transformer and box-type substation shall meet the following
requirements.

4.1 Dominant Item
4.1.1 As for transformer installation, the position shall be correct and the accessories shall
be complete; in case of oil-immersed transformer, the oil level shall be normal without oil
leakage.

4.1.2 Earthing connection mode and earthing resistance value of transformer neutral point
shall meet the design requirements
4.2 General Item
4.2.1 The lubrication of drive part of load voltage regulating switch shall be in good
condition, the action shall be flexible, the inching given position and the actual position of
switch shall be in consistent; the automatic regulation shall meet the requirements of the
product technical documents.
4.2.2 Insulating piece shall be free from cracks, defects, and damages to porcelain elements
and porcelain glazes; the outward appearance shall be clean; thermo-detector shall show
accurately.
5 Installation of Complete Set Distribution Cabinet, Control
Cabinet (Console, Box), Distribution Box (Switch Board)
5.1 Dominant Item
5.1.1 Metal frame and basic profile steel of cabinet, console and box shall be reliably
connected to protective conductor; as for openable door equipped with electrical device,
earthing terminals of door and metal frame shall be connected by yellow-green insulated
copper-cored flexible wire with the sectional area not less than 4mm2 and marked with
identification.
5.2 General Item
5.2.1 Permissible installation deviation of basic profile steel shall be in accordance with
those specified in Table 5.2.1.
5.2.2 Arrangement and safety clearance of cabinet, platform, box and switch board shall
meet the design requirements.
6 Check the Wiring of Electromotor, Electrical Heater and Electric Actuating Machine
6.1 Dominant Item
6.1.1 Exposed-conductive-part of electromotor, electrical heater and electric actuating
machine must be reliably connected to protective conductor.
6.1.2 Insulation resistance value of low voltage motor, electrical heater and electric
actuating machine shall not be less than 0.5MΩ.
6.1.3 Handover test of high-voltage motor and electromotor with voltage above 100kW
shall meet the requirements of the current national standard Standard for Hand-over Test of
Electric Equipment Electric Equipment Installation Engineering (GB 50150).
6.2 General Item
6.2.1 Electrical equipment shall be installed firmly; bolts and anti-looseness parts shall be
complete without looseness. Wiring inlet and junction box cover of moisture-proof electrical
equipment shall be subjected to sealing treatment.
7 Installation of Diesel Power Generating Set
7.1 Dominant Item
7.1.1 Test of the generator shall meet those specified in Appendix B of this code.
7.1.2 As for phase-to-phase insulation resistance value and phase to earth insulation
resistance value of feeder line from power generating set to distribution cabinet, it shall not be less
than 0.5 MΩ for low voltage feeder line and it shall not be less than 1MΩ/kV for high voltage
feeder line; DC withstand voltage test of insulated cable feeder line shall meet the
requirements of the current national standard Standard for Hand-over Test of Electric Equipment
Electric Equipment Installation Engineering (GB 50150).
7.2 General Item
7.2.1 Wiring of random distribution cabinet or control cabinet of power generating set shall be
correct, fasteners shall be fastened without omission or shedding. Model and specification of
switch and protective device shall be correct; lock mark of end-of-manufacturing test shall be
verified to be without displacement, in case there is displacement, and it shall be re-tested
and calibrated.
7.2.2 Switchgear of distribution cabinet on the power receiving side, automatic or manual
switching device and protective device shall pass the test and shall be subjected to load test
according to the application allocation scheme of the designed self-contained power supply.
Diesel power generating set shall operate continuously without failure.
8 Installation of UPS and EPS
8.1 Dominant Item
8.1.1 Rectification and inversion of UPS and EPS, static switch as well as specification and
model of energy storage battery or storage battery set shall meet the design requirements.
Internal wiring shall be correct and reliable without looseness, and fasteners shall be complete.
8.1.2 Polarity of UPS and EPS shall be correct; the tests and adjustments on such technical
performance indexes as the stability of actuations of all-level input/output protection system and
output voltage, waveform distortion factor, frequency, phase and actuation of static switch shall
meet the requirements of technical product documents. In case end-of-manufacturing test is
replaced by on-site final test, test adjustment shall be carried out according to product technical
documents and shall meet the requirements of the design documents.
8.1.3 EPS shall be subjected to the following inspections according to design requirements or
requirements of product technical documents.
8.1.5 Connection mode for system earthing of UPS output terminal shall meet the design
requirements.
8.2 General Item
8.2.1 As for rack or metallic base for placing UPS, it shall be assembled straightly and
evenly, the fasteners shall be complete, and the permissible deviation of levelness and verticality
shall not be greater than 1.5 ‰.
8.2.3 Exposed-conductive-part of UPS and EPS shall be reliably connected to protective
conductor and shall possess identification.
Inspection quantity. 20% of the total number of equipment shall be randomly inspected and the
quantity of randomly inspected equipment shall not be less than 1.
Inspection method. Carry out visual inspection.
8.2.4 Noise of Α-weighted sound level generated by UPS during normal operation shall
meet the requirements of product technical documents.
9 Testing and Power Test Run of Electrical Equipment
9.1 Dominant Item
9.1.1 Relevant electrical equipment and line shall be tested qualified according to the
specification of this code before power test run.
9.2 General Item
9.2.1 The operation voltage and current of electric power equipment and each instrument
reading shall be normal.

9.2.2 The actuation direction and indication of electrical actuator shall be consistent with
the design requirements of process device.
