Announcement on Issuing the National Standard "Code for
Design of Cement Plant"
"Code for design of cement plant" is approved as national standard with code GB
50295-2008, and it is implemented from the date January 1, 2009. In this standard, articles
1.0.6, 3.1.10, 5.1.1 (1), 5.4.2, 5.4.3, 5.4.4, 5.7.4 (1, 2, 3, 4, 8, 9), 7.6.9 (1, 2), 7.9.4 (2, 3),
7.11.2 (7), 8.6.9, 9.2.5 (2), 9.2.13, 9.4.6, 9.5.1, 9.5.6, 10.2.1 (5), 10.3.3 (7), 10.3.4, 10.4.3 (5),
11.4.6 (1) and 11.4.13 are compulsory provisions, and they must be implemented strictly. The
former standard "Code for design of cement plant" GB 50295-1999 is abolished
simultaneously.
This standard is published by China Planning Press (organized by the standard ration
institute under the Ministry).

Foreword
According to the requirements of the document Jian Biao Han [2005] No.124 -
"announcement on printing and issuing the revision and preparation planning of engineering
construction standard (batch 2) in 2005" issued by the Ministry of Construction, this standard
is revised from the former standard "Code for design of cement plant" (GB 50295-1999) by
Tianjin Cement Industry Design & Research Institute Co., Ltd., China Cement Association
jointly with the companies like Sinoma International (Nanjing) Cement Industrial Design
Institute, Chengdu Design and Research Institute of Building Materials Industry Co., Ltd.,
and Nanjing Kaisheng Cement Technology Engineering Co., Ltd..
This standard after revision are composed of 13 chapters and 9 annexes, and the
contents it refers to are as general provisions, design scale and criteria, Site Selection and
Overall Planning, raw material and fuel, production process, general layout and transportation,
electricity and automation, building structure, water supply and drainage, heating, ventilation
and air conditioning, mechanical equipment repair, waste-heat utilization.
The main revisions are as.
1. Adjust the scale definition of cement plant.
2. Add the content land use planning.
3. Add the content waste material reuse and disposal.
4. Add the content management information system.
5. Cancel the content casting and wood model in machinery repair.
6. Add the maintenance and overhaul of automation instrument.
7. Cancel the content related to energy-saving.
8. Cancel the content related to mining area.
9. Cancel the content related to environmental protection in Annex B.
10. Add the content of waste heat utilization.
The provisions printed in bold type are compulsory ones and must be enforced strictly.
The ministry of housing and urban-rural development takes the charge of the
explanation of the compulsory provisions, National Building Materials Industrial Standard
Ration General take the charge of the routine management, and Tianjin Cement Industry
Design & Research Institute Co., Ltd is in charge of the explanation of specific content. All
relevant organizations are kindly requested to sum up and accumulate your experiences in
actual practices during the process of implementing this code. The relevant opinions and
