Foreword
According to the requirements of Document Jian Biao [2008] NO.102 issued by
MHURD - “About Printing Notice of ‘Drafting and Revision Plan (First Batch) of
Engineering Construction Standard Specifications in 2008", the standard drafting group
revised this standard through extensive investigation and study; earnestly summing up and
accumulating the experiences in actual practices; referring to the relevant domestic and
foreign standards; and on the basis of soliciting opinions extensively.
Main revised technical contents in this standard are as follows. classification system of
town and country land use has been added; classification system of urban development land
use has been adjusted; control standards for planning development land have been adjusted,
including three areas - planning standard of urban development land per capita, planning
standard of single-category urban development land per capita and planning composition of
urban development land; and the relevant provisions have been added and modified.
The provisions printed in bold in this standard are compulsory and must be enforced
strictly.
Ministry of Housing and Urban-Rural Development is in charge of the administration of
this standard and the explanation of the compulsory provisions; China Academy of Urban
Planning & Design is responsible for the explanation of specific technical contents. During

Standards of Development Land
1 General Provisions
1.0.1 According to "Urban and Rural Planning Law of the People's Republic of China", this
standard is drafted to coordinate the urban and rural development; and the utilization of land
resources intensively, economically, scientifically and reasonably.
1.0.2 This standard is applicable to establishment, land-use statistics and land-use
management of urban comprehensive planning and controlling-detailed-planning. The town
where the county government is located at and other having-condition-towns may reference to
this standard for implementation.
1.0.3 Development of urban comprehensive planning and controlling detailed planning shall
meet the requirements of this standard and relevant current national standards.
2 Terms
2.0.1 Town and country land
It refers to all the land within the scope of the urban city, including development land
and non-development land. The development land includes the town and country (Translator.
urban and rural) residential land, land for regional transportation facilities, land for regional
public services, land for special use, mining land and other development lands etc.
Non-development land includes water area, agricultural and forestry land, and other
non-development land etc. Terms for various town and country land are detailed in Table
3.2.2.

2.0.2 Urban development land
It refers to land for urban residence, land for public administration and services, land for
business and commercial facilities, industrial and manufacturing land, land for logistics and
warehouse, land for road, street and transportation, land for municipal utilities, land for green
space and square. Terms of various lands within urban development land are detailed in Table
3.3.2. The scale of urban development land refers to the sum of all above lands, in hm2.

2.0.3 Population
Population is divided into existing population and planning population. Population shall
be calculated according to residential population. The residential population refers to the sum
of quantity of registered permanent residents and quantity of temporary residential population
who have resided for more than half a year, unit in 10,000 people.
2.0.4 Urban development land per capita
It refers to. [Translator. the value of] urban development land area divided by quantity of
residential population within the scope, unit in m2/person.
2.0.5 Single-category urban development land per capita
It refers to. [the value of] single-category land areas for such as residential,
administration and public services, road, street and transportation, green space and square
divided by quantity of residential population within the scope of the urban development land,
unit in m2/person.
2.0.6 Residential land per capita
It refers to. [the value of] urban residential land area divided by quantity of residential
population within the urban development land, unit in m2/person.
2.0.7 Administration and public services land per capita
It refers to. [the value of] urban administration and public services land area divided by
quantity of residential population within the urban development land, unit in m2/person.
2.0.8 Road, street and transportation land per capita
It refers to. [the value of] urban road, street and transportation land area divided by
quantity of residential population within the urban development land, unit in m2/person.
