"Code for Design of Oil Depot" has been approved as a national standard with a serial number
of GB 50074-2002. It will be implemented on March I, 2003. Therein, Articles (Items) 3.0.1, 3.0.2,

Foreword
According to the requirements of Document Jian Biao [1998] No. 244 issued by the Ministry of
Construction-"Development and Revision Plan of National Engineering Construction Standards in
1998 (the second batch)", this code was formulated through revision to the original national standard
"Code for Design of Oil Depot" GBJ 74-84.
This code comprises 15 chapters and 2 Appendixes, with the main contents including some
necessary specifications in the aspects such as depot site selection, layout, storage and transportation
process, fire safety, water supply and drainage, environmental protection, power supply and distribution,
and heating and ventilation involved in the design of oil depot. As oil depots store inflammable and
combustible liquids and are explosive and fire hazardous places, so safety and fire protection
problems are focused and detailed based on the principle of"safe and reliable".
In this revision, contents about the design of small oil depot specified in the original national
standard "Code for Design of Small Petroleum Storage Depots and Service Stations" GB 50156-92
are also incorporated in "Code for Design of Oil Depot". There are totally 211 articles (including
partial revision provisions in 1995) in "Code for Design of Oil Depot" of 1984 edition, among them
91 are reserved, 100 modified, 20 abolished and 73 increased in this revision. There have mainly been
the following three changes in this new code over its previous edition.
1. Total capacity of the oil tank of oil depots at all levels has been increased;
2. Fire safety standards have been improved;
3. Contents have been much more complete and rational.
In the revision process, the drafting group has made extensive investigation and research,
summarized the design, construction and management experience on oil depot over the past few
decades, drawn lessons from the relevant standards of developed industrial countries, solicited
broadly the relevant opinions on design, construction, scientific research and management and has
discussed and coordinated the key problems for many times, and then finalized this code through
examination.
According to the requirements of Document Jian Biao [2000] No. 87 issued by the Ministry of
Construction-"Tentative Specifications on Printing 'Supervisory Work on Development of Compulsory
Provisions for Engineering Construction Standard"', mandatory terms in this code are indicated in
bold lines.
Authorized by the Ministry of Construction of the People's Republic of China, China Petrochemical
Corporation is in charge of the administration of this code, SINOPEC Engineering Incorporation
(former Beijing Design Institute/SINOPEC) is in charge of the interpretation of this code.

1 General Provisions
1.0.1 This code was formulated with a view to implementing the relevant national policies, unifying
specifications, and living up to safety and reliability, state-of-the-art technologies, economy and
rationality in the design of oil depots.
1.0.2 This code is applicable to the design of new, extended and rebuilt oil depots.
This code is not applicable to the design of long-distance oil pipelines and oil storage and
transportation facilities of oil/gas fields in petrochemical plant. It is also not applicable to
underground hydrolock oil depots and natural cave oil depots.
1.0.3 Not only the requirements stipulated in this code, but those in the current relevant mandatory
standards of the nation also shall be complied with for the design of oil depots.
