Foreword
This document was drafted in accordance with the provisions of GB/T 1.1-2020
Directives for standardization - Part 1.Rules for the structure and drafting of
standardizing documents.
This document replaces GB 25038-2010 Rubber shoes healthy and safe specification
and integrates the mandatory contents of GB 21536-2008 Athletic shoes and GB 25037-
2010 Industrial rubber boots. Compared with GB 25038-2010, in addition to structural
adjustments and editorial changes, the main technical changes are as follows.
a) The scope of the Standard is changed (see Chapter 1; see Chapter 1 of the 2010
edition);
b) The requirements and test methods for "nail tips and broken needles" are added
(see 4.1 and 5.1);
c) The requirements and test methods for "hexavalent chromium" are added (see
4.2 and 5.2);
d) The requirements and test methods for "pH value" are deleted (see Chapter 5
and 6.1 of the 2010 edition);
e) The requirements and test methods for "free formaldehyde" are changed (see
4.2 and 5.4; see Chapter 5 and 6.2 of the 2010 edition);
f) The requirements and test methods for "heavy metals that may be extracted"
are deleted (see Chapter 5 and 6.3 of the 2010 edition);
g) The requirements and test methods for "dyes that may decompose
carcinogenic aromatic amines" are changed (see 4.2 and 5.3; see Chapter 5 and
6.4 of the 2010 edition);
h) The requirements and test methods for "dimethyl fumarate" are added (see 4.2
and 5.5);
i) The requirements and test methods for "chlorophenols" in leather and fur are
added (see 4.2 and 5.6);
j) The requirements and test methods for "phthalates" are added (see 4.2 and 5.7);
k) The requirements and test methods for "short-chain chlorinated paraffins" are
added (see 4.2 and 5.8);
l) The requirements and test methods for "N-nitrosamines" are deleted (see
Chapter 5 and 6.6 of the 2010 edition);
General safety requirements for footwear
1 Scope
This document defines the terms and definitions related to footwear, stipulates the
technical requirements and judgments for the general safety of footwear, and describes
the corresponding test methods.
This document applies to footwear products made of various materials.
This document does not apply to protective shoes (boots), as well as footwear worn by
children 14 years old and below.
2 Normative references
The provisions of the following documents constitute the essential clauses of this
document through normative references in this text. Among them, for referenced
documents with dates, only the versions corresponding to the dates are applicable to
this document; for referenced documents without dates, the latest versions (including
all amendments) are applicable to this document.

3 Terms and definitions
The terms and definitions defined in GB/T 2703 and the following apply to this
document.
3.1 accessible
An articulated accessible probe is used to reach the part or component to be tested on
the shoe; if any part before the shaft shoulder can touch the part or component on the
shoe, that is accessible.

4 Technical requirements
4.1 Requirements for nail tip and broken needles
4.1.1 There shall be no nail tips inside the shoe. There shall be no nail tips outside the
shoe unless there are special style and functional requirements.
4.1.2 There shall be no broken needles inside or outside the shoe.
4.2 Chemical substance limit requirements
The chemical substance limit requirements are shown in Table 1.
5.1.1 Check for nail tips by visual inspection and feel.
5.1.2 Check for broken needles using a metal detector and/or by visual inspection or
hand feel.
5.2 Hexavalent chromium
Different samples shall be tested separately according to GB/T 22807 or GB/T 38402.
In case of any dispute, the test results according to GB/T 38402 shall prevail.
5.3 Dyes that may decompose carcinogenic aromatic amine
5.3.1 Different samples shall be tested separately. If the lining and upper cannot be
separated, they shall be tested together according to the test method for the lining
material. For samples with other materials attached to the back, the other materials
attached to the back shall be completely peeled off before testing. If it is really difficult
to remove, the situation shall be noted in the report.
5.3.2 Textiles, artificial leather and synthetic leather shall be inspected in accordance
with GB/T 17592; leather and fur shall be inspected in accordance with GB/T 19942.
5.4 Formaldehyde
5.4.1 Sample preparation is the same as in 5.3.1.
5.4.2 Textiles, artificial leather and synthetic leather shall be inspected in accordance
with GB/T 2912.1.Leather and fur shall be inspected in accordance with GB/T 19941.1
or GB/T 19941.2.In case of any dispute, the test result according to GB/T 19941.1 shall
prevail.
5.5 Dimethyl fumarate
Different samples shall be tested separately according to GB/T 26713.
5.6 Chlorophenol
5.6.1 Sample preparation is the same as in 5.3.1.
5.6.2 Textiles, artificial leather and synthetic leather shall be inspected in accordance
with GB/T 18414.1; leather and fur shall be inspected in accordance with GB/T 22808.
5.7 Phthalates
Different samples shall be tested separately according to GB/T 32440.1.For samples
with other materials attached to the back, the other materials attached to the back shall
be completely peeled off before testing. If it is really difficult to remove, the situation
shall be noted in the report.
