This Standard was formulated so as to ensure the safety of toothpaste products, to prevent the health hazards to consumers due to improper use of raw material. This Standard was formulated mainly with reference to the European Cosmetic Directive (76/768/EEC). It basically adopted all technical requirements for raw material but not the management model involved because it did not suit the national conditions of China. This Standard is not equivalent to the European Cosmetic Directive (76/768/EEC). The Standard, in the formulation process, took full account with the existing national laws and regulations, standards, consistency issues, under the preconditions that it was consistent with the present laws, regulations and standards of toothpaste, it referred to regulations of Chinese cosmetics, food, health food, pharmaceutical and other related industries. This Standard was proposed by China Light Industry Association. This Standard shall be under the jurisdiction of National Technical Committee on Toothpaste Wax Products of Standardization Administration of China. Page 4 of 103 General requirements on raw materials of toothpastes 1 Scope This Standard specifies requirements on raw materials for toothpaste, including prohibited constituents, restricted constituents, preservative and allowable use of pigment. This Standard is applicable to toothpaste production and sales. 2 Normative references The following standards contain the provisions which, through reference in this Standard, constitute the provisions of this Standard. For dated references, subsequent amendments (excluding corrections) or revisions do not apply to this Standard. However, the parties who enter into agreement based on this Standard are encouraged to investigate whether the latest versions of these documents are applicable. For undated reference documents, the latest versions apply to this Standard. Announcement No. 3 of 2002 of the Ministry of Health 3 Requirements 3.1 The raw materials used in toothpaste should ensure the safe use of finished products, i.e., under normal, reasonable and predictable conditions of use, toothpaste should not cause harm to human health. 3.2 The prohibited constituents listed in Tables 1, 2 and 3 can not be added to the toothpaste as a raw material for production. Under the production conditions in line with national mandatory requirements, if it is technically impossible to avoid prohibited constituents, as impurities, into the toothpaste, then it shall ensure the safe use of toothpaste, i.e., under normal, reasonable and predictable conditions of use, the toothpaste shall not cause harm to human health. 3.3 The constituents listed in Table 4 for the toothpaste raw materials shall comply with the provisions of the table. 3.4 Preservatives used in toothpaste should be those listed in Table 5 and should comply with the provisions of the table. 3.5 Pigments used in toothpaste should be those listed in Table 6, and should comply with the provisions of the table. ......
