Foreword
According to the requirements of Document Dian Li [1999] No. 40 issued by Former
National Economic and Trade Commission of China -"Announcement on Confirming the
Development and Revision Plan of Electric Power Industry Standards in 1998'', this code is
revised from DL/T 5032- 1994.
This revision of DL/T 5032- 1994 carries out the basic policies of electrical power
construction, seriously implements the principles "Safety and Reliability, Economy and
Applicability, and Conformity with the National Conditions", controls engineering cost and
actively promote~ state-of-the-art, matured and reliable designing technology. During the
revision of this code, land-saving and conformity with social market economy are considered
seriously.
There have been some changes in this code over DL/T 5032- 1994 in the following
aspects.
I) The distance between natural draft cooling towers is revised;
2) The spacing interval from natural draft cooling tower to outdoor power distribution
unit is revised;
3) The spacing interval from natural draft cooling tower to main machine hall is
revised;
4) Requirements in wharf design is added;
5) Contents on microwave station, oil purification room and open air oil storage are
canceled.
This code replaces DL/T 5032-1994 from the implementation date.
Appendix A, Appendix B, Appendix C, Appendix D and Appendix E in this code are
normative.
This code is proposed by China Electricity Council (CEC).
This code is explained by and U11der the jurisdiction of Electric Power Planning and
Design Standardization Technical Committee.

Power Design Institute, East China Power Design Institute, North China Power Engineering
1 Scope
This code specifies the basic technical requirements in general plan transportation design
for fossi l fuel power plants.
This code is applicable to turbine generator unit capacity 125MW~600MW condensing
fossil fue l power plants, as well as heat supply plant unit capacity SOMW or higher level
thermal power plants. The code may also be used as reference for 600MW or higher level
plant units.
This code is also applicable to designs for power plant construction or extension, and
may be used as reference for reconstruction engineering design.

3 General Provisions
3.0.1 The general layout and transportation design for fossil fuel power plants (hereinafter
referred to power plant) must implement national fundamental construction guideline in full
power, conform to national economic policy and technical policy, unify and specify
construction standard and ensure power plant construction and extension of ensures safety,
reliability, economy and applicability.
3.0.2 The general layout and transportation design must stick to the view of overall situation,
make in-depth investigation and study and satisfy market demand. The design shall rely on
technological advance, elaborating design and continuous experience accumulation to
promote state-of-the-art technique at home and abroad actively and cautiously. Matured new
material, new technology and new arrangement shall be adopted according to local conditions,
and shall be provided with reliable design basis materials and agreement documents.
For planning and design of power plant general layout and transportation, multi-scheme
Techn ical and Economic Comparison shall be taken out to optimize the design scheme, select
transport and measuring equ ipments reasonably, reduce construction cost, save running cost,
shut down building period, and create favorable conditions for construction of civilization.
3.0.3 This code is developed based on the principles in DL 5000 and GB 50187. Besides
provisions stated herein, general layout and transportation design shall also be compliant to
relevant provisions of applicable national standards and professional standards. Power plants,
which are built in the regions with special natural conditions like basic intensity 6 or higher
seismic area, collapsible loess, swelling soil and permafrost, shall meet relative regulations in
applicable corresponding standards.
3.0.4 The general layout and transportation design must ensure the economical and
reasonable use of land, and improve land use capability.
In design, site development work shall be reduced as less as possible, and structural
relocation shall be ensured.
3.0.5 In the general layout and transportation design for power plant extension and
renovation, original general plane arrangement, production system, equipment arrangement,
building structure and operational management experience shall be combined, and united
coordination and comprehensive consideration shall be complied with.
3.0.6 The general layout and transportation design must comply with relative national laws
and regulations. In the design, effective measures shall be taken out to relieve environmental
influence caused by exhaust gas, waste water, ash, rushing sound and drainage. Harmful
emissions must meet relative regulations in environmental protection, labor security and
industrial hygiene.
