1 Scope of application
The Detailed-Rules for Low-voltage electrical components (hereinafter referred to as
the Detailed-Rules) are compiled, in accordance with the requirements of the
"Implementation Rules for Compulsory Product Certification Low-voltage apparatus
Low-voltage components” (CNCA-C03-02.2024) (hereinafter referred to as the
Implementation Rules) as a supporting document for the certification implementation
rules, which is used together with the implementation rules.
The scope of products and certification basis applicable to this Detailed-Rules shall be
consistent with the relevant provisions in the implementation rules; they shall be
adjusted in accordance with the announcements on catalog definition and catalog
adjustment, as issued by the National Certification and Accreditation Administration
(hereinafter referred to as the NCAA).
CQC formulates and publishes this Detailed-Rules in accordance with the provisions
of the certification implementation rules, based on the principles of maintaining the
effectiveness of product certification, improving product quality, serving certified
enterprises and controlling certification risks; establishes classification management
requirements for production enterprises. In combination with the classification of
production enterprises, it clarifies the implementation requirements for low-voltage
component product certification.
2 Certification basis standards
It is implemented in accordance with Article 2 of the implementation rules.
3 Certification mode
The certification modes available for low-voltage components are.
Mode 1.Type test + post-certification supervision.
Mode 2.Type test + initial factory inspection + post-certification supervision.
In the above certification modes, the post-certification supervision method is one or a
combination of the three methods of follow-up inspection after certification, sampling
and/or inspection at the production site, market sampling and/or inspection.
According to product risks and combined with the classification management of
manufacturers, the specific regulations are as follows.
4 Division of certification units
According to Article 4 of the Implementation Rules and the relevant resolutions of the
TC06 Technical Expert Group of the National Certification and Accreditation
Administration.
For the same product produced by the same manufacturer for different
principals/producers, combined with the classification management of the manufacturer,
based on the initial certification results, for Class A manufacturers as clients/producers,
only the information provided by the client can be verified; for non-Class A
manufacturers as clients/producers, in addition to verifying the information, the
consistency of the samples sent and the original certified products shall be verified.
5 Certification entrustment
5.1 Submission and Acceptance of Certification Entrustment
The certification client submits the certification entrustment to CQC through the
information and product information as required; it shall also provide industrial and
commercial registration certificates, product descriptions, agreements, etc.
CQC will review the application according to relevant requirements and issue a notice
of acceptance or rejection within 2 working days, OR require the certification client to
resubmit the certification application after rectification.
The application will not be accepted if any of the following circumstances occur.
a) It does not meet the requirements of national industrial policies;
b) It is included in the relevant list of entities with serious credit information defaults;
c) Other circumstances that cannot be accepted according to laws and regulations.
After accepting the certification application, CQC will provide the certification client
with a corresponding certification plan, including the following.
(1) The certification mode and unit division adopted;
(2) A list of application materials to be submitted;
(3) Laboratory information (when testing is required), including laboratory address,
contact person and other information;
(4) The required certification process and time limit;
(5) The estimated certification fee or charging criteria;
(6) The responsibility division of the certification parties in each link of the
certification implementation;
(7) The contact information of relevant CQC staff;
(8) Other matters that need to be explained.
For applications that require testing, the certification client shall submit the relevant
materials to the corresponding laboratory. After completing the preliminary review of
the materials, CQC will determine the test plan and notify the certification client; for
applications that do not require testing, the certification client shall submit the relevant
materials to CQC.
6 Certification implementation
6.1 Type test
6.1.1 Type test plan
CQC shall formulate a type test plan, within 2 working days after receiving the relevant
preliminary review results of the laboratory; notify the certification client. The type test
plan includes sample specifications/parameter requirements and quantity (including
spare parts quantity), testing standard items, estimated test costs, laboratory information,
etc.
6.1.2 Type test sample requirements
Type test samples shall be processed and produced at the production site for which
certification is applied.
Under normal circumstances, the certification client prepares samples according to the
requirements of the type test plan and sends them to the relevant laboratory; if necessary,
for Class C and Class D manufacturers, CQC will obtain samples by on-site sampling
and sealing, according to the requirements of the type test plan; the certification client
will send them to the designated laboratory.
The certification client shall ensure the authenticity of the samples; ensure that the
samples it provides are consistent with the actual production products. The laboratory
shall review the authenticity of the samples within 2 working days after receiving the
samples and fill in the sample receipt to CQC. If the laboratory has doubts about the
authenticity of the samples, it shall explain the situation to CQC and make
corresponding treatment.
6.1.3 Type test inspection items
Same as implementation rules 6.1.3.Special circumstances shall be implemented in
accordance with the resolution of the TC06 expert group of the National Certification
and Accreditation Administration. Specific inspection items are shown in Appendix 3
of this Detailed-Rules.
6.1.4 Implementation of type test
Type test time generally does not exceed 40 working days (calculated from the receipt
of samples and/or inspection fees that meet the test conditions; it does not include the
time taken by the enterprise to make rectifications and retests due to unqualified
inspection items). When the key components of the whole machine shall be subjected
to random tests, the time required for the test exceeds the test time of the whole machine;
the type test time is calculated according to the longest test time of the safety
components.
When some of the type test items are unqualified, the laboratory shall notify the
certification client in an appropriate manner within 1 working day; report the relevant
situation to the CQC. In principle, rectification and retesting shall be completed within
6 months. If this period is exceeded, the certification shall be deemed terminated.
For the case where the client applies to use the manufacturer's laboratory for testing,
such as the TMP mode and the WMT mode, refer to the specific requirements in the
National Certification and Accreditation Administration document "Compulsory
Product Certification Implementation Rules - Utilization of Manufacturer Testing
Resources and Other Certification Results" (No. CNCA-00C-004) and CQC related
documents.
7 Post-certification supervision
Class A enterprises can choose follow-up inspection or product sampling inspection.
7.1 Follow-up inspection after certification
7.1.1 Principles of follow-up inspection after certification
Same as Implementation Rules 7.1.1.
7.1.2 Contents of follow-up inspection after certification
The contents of follow-up inspection after certification are the factory quality assurance
capability inspection and certified product consistency inspection. The content of the
consistency inspection of certified products is the same as that of 6.4.3 of this Detailed-
Rules. In addition, the use of the CCC certification mark and certification certificate
shall also be checked.
7.2 Sampling testing or inspection at the production site
7.2.1 Principles of sampling testing or inspection at the production site
Same as Implementation Rules 7.2.1
7.2.2 Contents of sampling testing or inspection at the production site
All items specified in the standards adopted for certification inspection can be used as
sampling inspection items.
The sampling activities at the production site are carried out by CQC factory inspectors.
CQC conducts inspections of some or all items based on the quality of different
products and the degree of their impact on product safety performance or
electromagnetic compatibility performance. Supervision sampling testing/inspection is
carried out according to the supervision sampling testing/inspection plan formulated by
CQC.
7.3 Market and/or user sampling testing or inspection
7.3.1 Principles of market and/or user sampling testing or inspection
CQC conducts market sampling based on the enterprise classification management and
certification risk situation; market sampling testing/inspection is carried out according
to the market sampling testing/inspection plan formulated by CQC.
8 Certification certificate
8.1 Maintenance of certification certificate
Same as Article 8.1 of the Implementation Rules.
8.2 Changes to products covered by the certification certificate
After the product is certified, if there are changes in the key components and materials
used in the product, the product safety design, electrical structure, etc.; the certification
standards based on the product are updated; the name and address of the certified
company change, etc., the certification client shall submit a change commission to CQC
and obtain approval/complete filing, before the change can be implemented.
For changes in key components, materials, suppliers, CQC shall formulate a specific
evaluation plan based on the actual situation of the enterprise and the product, combined
with the "Resolution on Supplementary Provisions on Key Components and Materials
in CCC Certification of Low-voltage Components" of the TC06 Expert Group of the
National Certification and Accreditation Administration.
8.2.1 Change of entrustment and requirements
8.2.2 Change evaluation and approval
Same as Article 8.2.2 of the Implementation Rules. CQC will evaluate the changes
based on the content of the changes and the information provided. In principle, the
products that were initially subjected to full type testing shall be used as the basis for
change evaluation, to determine whether changes can be made or whether samples need
to be sent for testing. If samples need to be sent for testing, changes can only be made
after passing the test.
8.2.3 Change filing
Same as Article 8.2.3 of the Implementation Rules. Follow the "Resolution on
Supplementary Provisions for Key Components and Materials in CCC Certification of
Low-voltage Components" of the TC06 Expert Group of the National Certification and
Accreditation Administration. The person in charge of certification technology only
confirms and approves changes to Class B components.
8.2.3.1 Requirements for the certification technical person in charge
The technical person in charge of low-voltage electrical appliances and low-voltage
components certification shall have the following responsibilities, regardless of what
other work he or she is engaged in in the organization.
(1) Understand the laws, regulations, standards, requirements on which the certified
products and their key components and materials are based;
(2) Be familiar with the principles, structures, key components and materials,
parameters and performance requirements of the organization's certified products,
as well as the correlation between the various parts;
(3) Be familiar with the product consistency management requirements and product
change management requirements;
(4) Organize the review and determine the need for changes; implement change
activities;
In principle, the technical person in charge shall only serve in this organization and shall
not concurrently serve as the technical person in charge of other organizations.
The technical director determines the applicable key components and materials and the
change control method, by establishing a documented simplified process procedure.
The technical director controls, approves, and implements the changes. Keep relevant
records of changes in key components and materials; transmits change information
within the organization for consistency control.
The technical director must be recognized for his/her capabilities and must be re-
recognized when changes occur.
