0 Introduction
This Rules is established based on the safety risks and certification risks of decoration and
furnishing products, and stipulates the basic principles and requirements for the
implementation of compulsory product certification for decoration and furnishing products.
This Rules is used with other general implementation rules issued by Certification and
Accreditation Administration (CNCA), such as "China Compulsory Certification
Implementation Rules - Manufacturing Enterprise Classification Management, Certification
Mode Selection and Determination", "China Compulsory Certification Implementation Rules
- Utilization of Manufacturing Enterprise Test Resource and Other Certification Results", and
"China Compulsory Certification Implementation Rules - Factory Inspection General
Requirements".
The certification body shall, according to the general implementation rules and the
requirements of this Rules, prepare the certification implementation detailed-rules; and
implement it together with the general implementation rules and this Rules.
Manufacturing enterprise shall ensure that the certified products produced can continue to
meet the certification requirements.
This Rules replaces the "China Compulsory Certification Implementation Rules - Decoration
and furnishing Products" (CNCA-C21-01: 2014).
1 Application scope
This Rules applies to decoration and furnishing products, including the following product
categories:
(1) Porcelain tiles
Dry-pressed ceramic tiles with a water absorption rate (E) not exceeding 0.5% for building
decoration.
(2) Solvent-based wood coatings
Polyurethane, nitrocellulose, and alkyd solvent-based wood coatings for interior
decoration, including solvent-based wood coatings for factory painting of interior
decoration wood materials, are not suitable for outdoor decoration wood coatings.
(3) Water-based interior wall coatings
It is made of synthetic resin, natural resin emulsion, etc. as the main film-forming
substance, with additives, water or solvents added, and is applied to the wall paint on
the inner surface of buildings with cement-based and other non-metallic materials
(except wood materials) as the base material. It is not suitable for water-based exterior
wall paint, putty, decorative board paint, and architectural inorganic powder paint.
Adjustments to the scope of application due to changes in laws and regulations or related
product standards, technologies, industrial policies and other factors shall be subject to the
announcement issued by the National Certification and Accreditation Administration.
2 Certification standards
(1) Porcelain tiles
"Limits of radionuclides in building materials" (GB 6566)
(2) Solvent-based wood coatings
"Limit of Harmful Substances of Woodenware Coatings" (GB 18581)
(3) Water-based interior wall coatings
"Limit of harmful substances of architectural wall coatings" (GB 18582)
In principle, the above standards shall be implemented in the latest version issued by the
national standardization administrative department. When other versions of the standards are
required, they shall be implemented in accordance with the announcement of the applicable
relevant standard requirements issued by the National Certification and Accreditation
Administration.
3 Certification modes
The basic certification mode of implementing the China Compulsory Certification for
decoration and furnishing products is:
Inspection of enterprise quality assurance capability and product consistency + type test +
follow-up inspection after certification
The certification body shall implement classified management on production enterprises in
accordance with the requirements of the "China Compulsory Certification Implementation
Rules - Manufacturing Enterprise Classification Management, Certification Mode Selection
and Determination". It shall, based on the results of the classified management, add relevant
elements such as production site sampling test or inspection, market sampling test or
inspection, etc. on the basis of the basic certification model as appropriate to determine the
certification model that the certification client can apply.
4 Division of certification units
In principle, different producers, different processing sites and different product categories are
different certification units.
For unit division requirements for specific products, please see the appendix to these rules.
5 Certification entrusting
5.1 Application and acceptance of certification entrusting
The certification client shall submit the certification commission to the certification body in
an appropriate manner. The certification body shall handle the certification commission and
provide feedback on acceptance or rejection in accordance with the time limit requirements in
the certification implementation rules.
If it does not comply with national laws, regulations and relevant industrial policy
requirements, the certification body shall not accept the relevant certification entrustment.
5.2 Application materials
The certification body shall, in accordance with the laws and regulations, standards, and the
needs of certification implementation, specify the checklist of application materials in the
certification implementation detailed-rules. (They shall include at least the certification
application, registration certificates of client / manufacturer / manufacturing enterprise, etc.)
Client shall provide the required materials according to the requirements of application
material checklist in certification implementation detailed-rules. Certification body is
responsible for auditing, managing, preserving and keeping confidential of the relevant
materials, and shall inform the client of the material auditing results.
5.3 Implementation arrangement
The certification body shall agree with client on the relevant responsibility and arrangement
of both parties in each link of certification implementation. and according to the situation of
manufacturing enterprise and classification management and the requirements of this rules
and certification implementation detailed-rules, determine the specific program of
certification implementation and inform client.
6 Certification implementation
6.1 Inspection of enterprise quality assurance capability and product consistency
Certification body can only conduct inspections on the quality assurance capabilities and
name/model/producer name, and consistency of construction ratio;
c. Consistency of key raw material names, models and added amounts.
(3) Water-based interior wall coatings
a. Consistency of the product name and related logos clearly stated on the product's
smallest sales package;
b. Consistency of key raw material names, models and added amounts.
6.2 Type test
The certification body shall specify the specific requirements for type testing in the
certification implementation rules.
6.2.1 Type test plan
The certification body shall formulate a type test plan after reviewing the documents and
inform the certification client.
The type test plan includes all sample requirements and quantities for type test, test standard
items, laboratory information, etc.
6.2.2 Sample requirements of type test
The certification body shall specify the specific requirements for unit or unit combination
sampling in the certification implementation rules based on the classification management of
the production enterprise. After completing the enterprise quality assurance capability and
product consistency inspection, the certification body shall extract type test samples from the
products produced on-site and confirmed to be qualified by the production enterprise in
accordance with the relevant provisions of the certification implementation rules. If necessary,
the extraction of type test samples can also be carried out before the enterprise quality
assurance capability and product consistency inspection.
The certification client shall ensure that the samples provided by it are produced normally and
confirm the consistency with the actual production products. The certification body and/or
laboratory shall review the authenticity of the samples provided by the certification client. If
the laboratory has doubts about the authenticity of the samples, it shall explain the situation to
the certification body and make corresponding treatment on the samples after written
communication with the manufacturer.
6.2.3 Test items of type test
The type test of decoration and furnishing products shall comply with the requirements of the
relevant clauses in the certification basis standards. For details, please refer to the annex to
this Rules.
6.2.4 Implementation of type test
In principle, the type test shall be completed in the laboratory designated by CNCA. When
testing samples, the laboratory shall ensure that the test conclusions are true and correct, make
complete records of the entire test process and keep them on file to ensure that the records of
the test process and results are traceable.
6.2.5 Type test report
Certification body shall specify a unified form of the type test report.
After the type test is completed, the laboratory shall promptly issue a type test report to the
certification body and the certification client. The certification client shall ensure that a
complete and valid type test report can be provided to the certification body and the law
enforcement agency during after-certification supervision.
6.3 Certification evaluation and decision
The certification body will make a comprehensive evaluation of the type test conclusions, the
enterprise's quality assurance capabilities and product consistency inspection conclusions and
other relevant data/information, and make a certification decision. For those who meet the
certification requirements, a certification certificate will be issued. For those who do not meet
the certification requirements, including those who fail to complete the rectification of
non-compliance as required, the certification body will not approve it.
6.4 Certification time limit
The certification body shall make clear provisions for the time limit of each certification link
in the certification implementation rules and ensure that the relevant work is completed within
the time limit. The certification client and the producer/manufacturing enterprise shall
actively cooperate in the certification activities. Generally, the certification certificate shall be
issued to the certification client within 90 days from the acceptance of the certification
commission. The extension of the certification time due to the client's failure to submit
materials in time, failure to accept on-site inspection as planned, failure to submit
non-conformity rectification in time, failure to send inspection samples in time, failure to pay
fees in time, and special sample inspection cycle, etc., shall not be counted.
7 After-certification supervision
After-certification supervision refers to the supervision carried out by the certification body
on the certified product and its manufacturing enterprise. Certification body shall consider the
classification management and actual situation of the manufacturing enterprise; clarify the
specific requirements for selecting the method of after-certification supervision in
certification implementation detailed-rules.
7.3 Market sampling or inspection
7.3.1 Principles of market sampling or inspection
If after-certification supervision is implemented through market sampling testing or
inspection, the certification client, producer and manufacturing enterprise shall cooperate and
confirm the samples taken from the market.
7.3.2 Contents of market sampling or inspection
The certification body shall clearly specify the content and requirements of market sampling
testing or inspection in the certification implementation rules.
7.4 Frequency and duration of after-certification supervision
The certification body shall adopt different after-certification supervision frequencies for
different types of production enterprises on the basis of classified management of production
enterprises, and reasonably determine the supervision time. The specific principles shall be
clarified in the certification implementation rules.
7.5 After-certification supervision results
Certification body shall record and archive the after-certification supervision process to
ensure the traceability of the certification process and results.
7.6 Evaluation of after-certification supervision results
The certification body shall conduct a comprehensive evaluation of the follow-up inspection,
sample testing/inspection conclusions and relevant data/information after certification. If the
evaluation is passed, the certification certificate can continue to be maintained and the
certification mark can be used. For those who cannot continue to meet the certification
requirements, the certification body shall make a decision based on the corresponding
situation. If the evaluation is not passed, the certification body shall cancel/suspend/revoke
the certification certificate based on the corresponding situation and make it public.
8 Certificate
8.1 Maintenance of the certificate
This Rules covers the 5 year validity period of product certificate. Within the validity period,
the validity of the certificate is maintained by depending on the "after-certification
supervision" of the certification body.
If the certificate expires and needs to be used again, the certification client shall submit a
certification commission within 90 days before the expiration of the certificate. If the last
after-certification supervision result during the certificate's validity period is qualified, the
certification body shall directly reissue a new certificate after receiving the certification
commission.
8.2 Certification certificate contents
The contents of the certification certificate shall comply with the requirements of Article 21 of
the "Regulations on the Administration of Compulsory Product Certification".
For porcelain tile products, the certification certificate shall also include the product series (or
product name/model) covered by the certification unit, etc.
For solvent-based wood coating products, the certification certificate shall also include the
product series (or product name/model) covered by the certification unit, the corresponding
construction ratio, the name/model of the main paint/curing agent/thinner and the
corresponding manufacturer name, etc.
For water-based interior wall coating products, the certification certificate shall also include
the product series (or product name/model) covered by the certification unit, etc.
8.3 Change/extension/expansion of certification certificate
After obtaining the certificate, when there is a change in the certification certificate, product
characteristics or other matters specified by the certification body, or when the certification
client needs to expand the product scope covered by the already obtained certification
certificate, the certification client shall submit a change/extension commission to the
certification body. The change/extension can only be implemented after approval by the
certification body. For the expansion of the certification unit for different producers or
different processing sites, the initial certification procedure shall be followed. For the
expansion of the product category certification unit for the same producer and processing site,
the certification body shall specify specific requirements in the implementation rules. It can
only be implemented after approval by the certification body.
The certification body shall, under the premise of controlling risks, clearly specify the
requirements for changes/extensions/expansions in the certification implementation rules, and
conduct document review, testing and/or inspection (when applicable) of the
changes/extensions/expansions. Changes/extensions/expansions may only be approved after
passing the evaluation.
If the certification client requests to reduce the scope of the certificate, the certification body
shall cancel or change the certification certificate after confirmation.
8.4 Certificate’s cancellation, suspension and withdrawal
The suspension, cancellation and withdrawal of certificates shall be implemented in
accordance with "China Compulsory Certification Management Regulations", "Compulsory
product certificate cancellation, suspension and withdrawal implementation rules", and
relevant regulations of the certification body. Certification body shall determine the
classification and scope of the product that does not comply with the certification
requirements; and adopt appropriate way to publicly announce the certificate which is
be marked.
10 Charges
Certification fees are collected by certification bodies and laboratories in accordance with
national regulations on compulsory product certification fee standards.
The certification body shall reasonably determine the specific number of man-days for
charging according to the provisions of the national charging standards for compulsory
product certification, including the number of man-days for initial factory inspection and
after-certification supervision and review.
11 Certification responsibility
The certification body shall be responsible for the certification conclusions it makes.
The certification body and its appointed factory inspectors shall be responsible for the factory
inspection conclusions.
The certification client shall be responsible for the authenticity and legality of the entrusted
information and samples submitted by it.
12 Certification implementation detailed-rules
According to the principle and requirements of this Implementation Rules, certification body
shall formulate scientific, reasonable and feasible certification implementation detailed-rules.
Certification implementation detailed-rules shall be publicly announced and implemented,
after filed to CNCA. Certification implementation detailed-rules shall at least include the
following contents:
(1) Certification process and time limit requirements;
(2) Certification model selection and related requirements;
(3) Requirements for classification management of production enterprises;
(4) Certification entrustment materials and related requirements;
(5) Enterprise quality assurance capability and product consistency inspection
requirements;
(6) Type test requirements;
(7) After-certification supervision requirements;
