1 General

1.1 Purpose In order to ensure the safe use of stationary pressure vessels, prevent and reduce accidents, protect people's lives and property, AND promote economic and social development, in accordance with the “Law of People's Republic of China on Special Equipment Safety” and the “Special Equipment Safety Supervision Regulation”, ESTABLISH this regulation. 1.2 Stationary pressure vessel The stationary pressure vessel is a pressure vessel installed at a fixed position (hereinafter referred to as the pressure vessel, Note 1-1). Note 1-1.As for the pressure vessels which are moved or used only within the device or the field area for a particular purpose, as well as the cylinders of portable air compressors, etc., CONDUCT supervision and management based on the stationary pressure vessel; as for the pressure vessels in the process equipment which are used as the process device, CONDUCT supervision and management based on the residual heat boiler manufactured as the pressure vessel AND in accordance with this regulation. 1.3 Scope of application This regulation applies to pressure vessels as defined in the special equipment catalogue AND with the following conditions. (1) The working pressure is greater than or equal to 0.1 MPa (Note 1-2); (2) The volume is greater than or equal to 0.03 m3 AND the inner diameter (as for the non-circular cross section, it refers to the maximum internal geometry of the section) is greater than or equal to 150 mm (Note 1-3); (3) The containing medium is gas, liquid and liquefied gas, AND the liquid for which the maximum operating temperature is higher than or equal to its normal boiling point (Note 1-4). Note 1-2.The working pressure is, at the normal operating conditions, the maximum pressure that may be reached at the top of the pressure vessel (gauge pressure). Note 1-3.Volume refers to the geometric volume of the pressure vessel, that is, the volume as calculated based on the dimensions indicated in the design drawings (regardless of manufacturing tolerances) AND rounded off. It is generally necessary to deduct the volume of the internals permanently attached to the interior of the pressure vessel. Note 1-4.When the medium in the vessel is liquid the maximum operating temperature of which is lower than its standard boiling point, if the volume of the vapor phase space is greater than or equal to 0.03 m3, this regulation is also applicable. 1.4 Special provisions of the scope of application The pressure vessel utilization unit shall, with reference to the relevant provisions of Chapter 7 “Use management” of this regulation, be responsible for the safety management of the pressure vessels within the scope of this clause. 1.4.1 Pressure vessels only needed to comply with the general rules, materials, design, and manufacturing requirements of this regulation The following pressure vessels within the scope of application of this regulation only need to comply with the provisions of Chapter 1 to Chapter 4 of this regulation. (1) The non-independent pressure vessels in cryogenic units, pressure vessels in direct-fired absorption refrigeration units, aluminum plate-fin heat exchangers, AND pressure vessels in cold boxes in process units; (2) The shell-less heat exchanger containing the second group of media (Note 1-5); (3) Ultra-high pressure tube reactor. Note 1-5.As for the pressure vessel medium grouping, SEE the Appendix A of this regulation. 1.4.2 Pressure vessels only needed to comply with the general rules, design, and manufacturing requirements of this regulation The following pressure vessels within the scope of application of this regulation only need to comply with the provisions of Chapter 1, Chapter 3, and Chapter 4 of this regulation.

2 Materials

2.1 General requirements for materials 2.1.1 Basic requirements (1) The selection of pressure vessel material shall take into account of the material’s mechanical properties, physical properties, process performance and compatibility with the media; (2) The performance, quality, specifications and signs of the pressure vessel materials shall comply with the national standards or the industry standards of the corresponding materials; (3) The pressure vessel material manufacturing unit shall, at the prominent locations on the material, make clear and solid exit-factory steel seal sign OR other traceable signs; (4) The manufacturer of pressure vessel material shall provide the quality certificate to the material utilization unit, AND the content of the material quality certificate shall be complete, clear and printed with traceable information mark, and stamped with the quality inspection seal of the material manufacturing unit; (5) When the pressure vessel manufacturer, modification and repair unit obtains the pressure vessel materials from other units than the material manufacturer, it shall obtain the original quality certificate as provided by the material manufacturer OR the duplicated copy which is stamped with the official seal of the material operating unit AND signed (chopped) by the responsible person; (6) The manufacture, modification and repair unit of pressure vessel shall be responsible for the authenticity and consistency of the quality certificate of pressure vessel material and the material quality certificate as obtained. (7) The manufacturer of non-metallic pressure vessels shall have a reliable method to determine the reliability of the raw material OR the material of the pressure vessel after forming in the corrosive environment; AND if necessary, CONDUCT test to verify it.

3 Design

3.1 General design requirements 3.1.1 Qualification and responsibility of design units (1) The design unit and its principal are responsible for the design quality of the pressure vessel; (2) The qualification, design category, variety and scope of the pressure vessel design unit shall comply with the relevant safety technical specifications; (3) The pressure vessel shall be designed in accordance with the basic safety requirements of this regulation. As for the pressure vessel designed in accordance with international standards or overseas standards, the design unit shall provide to the AQSIQ of the compliance statement and comparison table which states that the design documents comply with the basic safety requirements of this regulation; (4) The design unit shall provide the design consigner with the design documents as specified in 3.1.4.1 of this regulation. 3.1.2 Dedicated design seal (1) The general design drawing of the pressure vessel must be stamped with the dedicated design seal of the design unit (duplicated seal is invalid), AND the drawings stamped with as-built drawing seal shall not be used for the manufacture of pressure vessels; (2) The dedicated design seal for the pressure vessel shall at least include the design unit name, the corresponding qualification certificate number, the main person in charge, the technical director and so on. 3.1.3 Design conditions The commissioning party for pressure vessel design shall, in written form, submit the design conditions of the pressure vessel to the design unit. The design conditions shall at least include the following. (1) Operating parameters (including operating pressure, operating temperature range, liquid level height, pipe connection load, etc.); (2) The application location and natural conditions of the pressure vessels (including ambient temperature, seismic fortification intensity, wind and snow load, etc.); (3) Medium components and characteristics; (4) Expected service life; (5) Geometric parameters and pipe mouth orientation; (6) Other conditions necessary for design.

4 Manufacturing

4.1 General requirements for manufacturing 4.1.1 Manufacturing units (1) The manufacturing unit of pressure vessels (including on-site manufacturing, on-site welding, on-site bonding, Note 4-1) shall obtain a special equipment manufacturing license AND manufacture within the range as approved, in accordance with relevant laws and regulations and safety technical specifications, establish the pressure vessel quality assurance system AND ensure its effective operation; AND the manufacturing unit and its main principal shall be responsible for the manufacturing quality of the pressure vessel; (2) The manufacturing unit shall strictly enforce the relevant laws and regulations, safety technical specifications and technical standards, and in accordance with the technical requirements of the design documents, manufacture pressure vessels. Note 4-1.The on-site manufacture, on-site welding, and on-site bonding of stationary pressure vessels respectively refer to the manufacture at utilization site of large scale pressure vessel (including spherical tanks) which cannot be transported, the pressure vessel assembly welding at utilization site after exit-factory in sections, AND the bonding of non-metallic pressure vessel at utilization site.

5 Installation, modification and repair

5.1 Installation, modification and repair units (1) The units engaging in the installation, modification or major repair of pressure vessels shall be the units that have acquired the corresponding qualification; the installation, modification and repair unit shall, in accordance with the requirements of the relevant safety technical specifications, establish a quality assurance system and implement it effectively. The installation, modification and repair unit and its main person in charge shall be responsible for the installation, modification and repair quality of the pressure vessel; (2) The installation, modification and repair unit shall strictly enforce laws and regulations, safety technical specifications, and technical standards; (3) The installation, modification and repair unit shall provide to the user of the installation, modification and repair work plan, drawings, construction quality certificate, and other technical data; (4) Before the installation, modification and major repair of pressure vessels, the units engaging in the installation, modification and major repair of pressure vessels shall give written notice to the local special equipment safety supervision department.

6 Supervision and inspection

6.1 General requirements for supervision and inspection 6.1.1 Supervision and inspection The supervision and inspection of pressure vessels (hereinafter referred to as supervision) shall be conducted in the pressure vessel manufacturing, renovation and major repair process (no supervision for installation). Supervision refers to, based on the qualification of the pressure vessel manufacturing AND the quality inspection and test (hereinafter shortly referred to as self-inspection) of the renovation and repair unit (hereinafter referred to as the inspected unit), the process supervision and compliance verification complying with the basic safety requirements. The supervision work cannot replace the self-inspection of the inspected units. 6.1.2 Scope of application 6.1.2.1 The product manufactured under supervision (1) The pressure vessel exit-factory as a whole; (2) The pressure vessel manufactured on-site, assembled and welded on- site, And bonded on-site; (3) The cylinder section, head and spherical shell plate exit-factory separately with welds, OR the heat exchanging tube bundle as connected through welding.

7 Utilization management

7.1 Utilization safety management 7.1.1 Obligations of utilization unit The pressure vessel utilization unit shall, in accordance with the relevant requirements of the Special Equipment Utilization and Management Rules, conduct safety management of the pressure vessel, establish safety management department, allocate safety management responsible person, safety management personnel and workers, transact utilization registration, establish each safety management system, establish operation regulations, AND conduct inspection. 7.1.2 Utilization registration The utilization unit shall, in accordance with the regulation, before the pressure vessel is put into use OR within 30 days after putting into use, make application to the local departments responsible for special equipment utilization registration (hereinafter referred to as the registration institute) for the Special Equipment Utilization Registration Certificate (hereinafter referred to as the utilization registration certificate). When applying for the utilization registration, the safety status level and the first inspection date shall be determined as follows. (1) Use the new pressure vessel the manufacturing data of which is complete as determined by the registration institute, and its safety status is level 1; the safety status level of the imported pressure vessel shall be assessed by the special equipment inspection institute conducting the imported pressure vessel supervision and inspection; (2) The date of the first regular inspection of the pressure vessel is determined in accordance with the provisions of 8.1.6 and 8.1.7 of this regulation, unless otherwise the product standard or the utilization unit considers it necessary to shorten the inspection period; under special conditions when it is required to extend the first regular inspection date, the utilization unit will make written application to state the conditions, which will be approved by the safety management responsible person of the utilization unit, and the extension shall not exceed 1 year. 7.1.3 Pressure vessel operating procedures The pressure vessel utilization units shall, in the process operating procedures and post operating procedures, clearly make requirements for the pressure vessel safety operation. The operating procedure shall at least include the follows. (1) Operating process parameters (including operating pressure, maximum or minimum operating temperature); (2) Post operation method (including the operating procedures and precautions of start-up and shutdown); (3) Items and locations to be focused during operation, anomalies may occur during operation and preventive measures, and emergency disposal and reporting procedures. 7.1.4 Regular maintenance The utilization unit shall establish inspection system for pressure vessel installations, AND conduct regular maintenance of the pressure vessel body and its safety accessories, loading & unloading accessories, safety protection device, measurement and control devices, and auxiliary instruments and meters. The anomalies found shall be timely disposed and recorded, in order to ensure the pressure vessel in-service always under normal state of use.

8 Regular inspection

8.1 General requirements for regulation inspection 8.1.1 Regular inspection The regular inspection of pressure vessel means that the special equipment inspection institute (hereinafter referred to as the inspection institute), based on certain time period and during the shutdown of the pressure vessel, in accordance with provisions of this regulation, conducts the compliance verification of the safety status of the in-service pressure vessel. 8.1.2 Regular inspection procedures The general procedures for regular inspection include establishment of inspection plans, preparation before inspection, implementation of inspection, treatment of defects and problems, summary of inspection results, and issuing of inspection reports. 8.1.3 Inspection institute and personnel The inspection institute shall, based on the approved scope of inspection, engage in the regular inspection of pressure vessels, AND the inspection and testing personnel (hereinafter referred to as the inspectors) shall obtain the corresponding special equipment inspection and testing personnel certificates. The inspection institute shall be responsible for the authenticity, accuracy and validity of the regular inspection reports of pressure vessels (Note 8-1). Note 8-1.The authenticity means that the report is based on objective facts without false evidence; the accuracy means that the accuracy of the testing data as related to the report comply with relevant requirements; AND the validity means that the qualification of the inspection institute and inspector complies with requirements, the inspection basis complies with laws, AND the report approval procedure complies with the requirements. 8.1.4 Inspection application The utilization unit shall, before 1 month of the expiry of the regular inspection period of the pressure vessel, apply to the inspection institute for regular inspection. After the inspection institute receives the regular inspection application, it shall arrange the inspection before the expiration of the regular inspection. 8.1.5 Safety status level The safety status of the in-service pressure vessel is divided into level 1 to level 5, which will be assessed based on the inspection results and the relevant provisions of 8.5 and 8.6 of this regulation. 8.1.6 Inspection period 8.1.6.1 Metallic pressure vessel inspection period The metallic pressure vessel is generally subjected to the first regular inspection within 3 years after putting into use. AND the subsequent inspection period will be determined by the inspection institute in accordance with the safety status level of the pressure vessel and the following requirements. (1) As for the pressure vessel of safety level 1 and 2, it is generally inspected once every 6 years; (2) As for the pressure vessel of safety level 3, it is generally inspected once every 3 ~ 6 years; (3) As for the pressure vessel of safety level 4, it will be used under supervision, AND its inspection period will be determined by the inspection institute; the accumulated time of utilization under supervision shall not exceed 3 years, during which the utilization unit shall take effective monitoring measures; (4) As for the pressure vessel of safety level 5, it shall deal with the defect; otherwise it is not allowed to use it continuously. 9.1 Safety accessories 9.1.1 General requirements (1) The safety valve and rupture disc manufacturing unit shall hold the corresponding special equipment manufacturing license; (2) The safety accessories such as safety valves, rupture discs and emergency shut-off valves which need type test shall be subjected to type tests by the type testing institutes approved by the AQSIQ AND obtain the type test certificate; (3) The design and manufacturing of safety accessories shall be in accordance with the relevant safety technical specifications; (4) The safety accessories shall, during exit-factory, be accompanied by product quality certification documents, AND equipped tightly with a metallic nameplate; (5) Safety accessories regular inspection system, the regular inspection of safety accessories shall follow the provisions of this regulation of relevant safety technical specifications. ......
