1 Scope
This Part of GB/T 28004 specifies product classification, technical requirements, test
methods, inspection rules and markings, packaging, transportation and storage of baby
diapers, diaper mats, diaper pads (nursing pads).
This Part applies to disposable baby diapers, diaper mats, diaper pads (nursing pads)
made of outer covering material, built-in absorbent layer, leak-proof backing film. This
Part also applies to infant swimming diapers, low-birth-weight infant diapers and infant
diapers with special functions (such as toilet training).

3 Terms and definitions
For the purposes of this document, the following terms and definitions apply.
3.1 absorption speed
the time required for a specimen to absorb a certain amount of test solution
3.2 rewet
after the specimen absorbs a certain amount of test solution, under a certain pressure,
the mass of the test solution returned to the surface layer
3.3 leakage
after the specimen absorbs a certain amount of the test solution, under a certain pressure,
the mass of the test solution that passes through the anti-leakage bottom film
3.4 top sheet SAP residual
super absorbent resin attached to the surface of the specimen
3.5 foreign material
substances other than the normal composition and form of baby diapers, diaper mats,
diaper pads (nursing pads)
4 Product classification
4.1 According to product structure, it is divided into baby diapers, diaper mats and
diaper pads (nursing pads).
4.2 Baby diapers are divided into waist type diapers and pants type diapers according
to wearing methods.
4.3 Baby diapers and baby mats can be divided into different models such as newborn
(NB), small (S), medium (M), large (L), extra large (XL), extra extra large (XXL).
NOTE. The product specifications of diapers for low-birth-weight infants can be stipulated by
themselves.
5 Technical requirements
5.1 The technical indicators of baby diapers, diaper mats and diaper pads (nursing pads)
shall meet the requirements of Table 1.
5.2 The safety indicators of baby diapers, diaper mats and diaper pads (nursing pads)
shall meet the requirements of Table 2.
5.3 The hygiene indicators of baby diapers, diaper mats and diaper pads (nursing pads)
shall comply with the provisions of GB 15979.
5.4 The applicable weight and maximum applicable waist circumference of baby
diapers shall meet the requirements for baby diapers in GB/T 33280-2016.
5.5 The appearance of baby diapers, diaper mats and diaper pads (nursing pads) shall
be clean, without fading.
6 Raw material requirements
6.1 Among the raw materials used in baby diapers, diaper mats and diaper pads (nursing
pads), fluff pulp shall meet the requirements of GB/T 21331.Super absorbent resin shall
comply with the provisions of GB/T 22875.Dust-free paper shall meet the requirements
of GB/T 24292.The absorbent paper shall meet the requirements of QB/T 4508.
7 Test methods
7.1 Specimen processing
When measuring piece mass deviation, permeability, surface layer attachment, and anti-
side leakage performance, the specimen shall be treated for at least 4 hours under the
temperature and humidity conditions specified in GB/T 10739.Test under these conditions.
7.2 Piece mass deviation
Use a balance of which the resolution is 0.1g to weigh the net weight of 6 specimens of
the same specification. 6 specimens are from at least two minimum sales packages.
7.3 Penetration properties
Penetration properties are determined in accordance with Annex A.
7.4 Top sheet SAP residual
WARNING - Copper sulfate is toxic and shall be used with care.
Take any two specimens (from the two smallest sales packages). Cut the elastic band
(pants type diaper). Use a splint or tape to secure the specimen to the plate. Place
horizontally on the test bench. Use a watering bottle to evenly spray 0.5% copper sulfate
solution on the surface of the specimen (the surface of the specimen can be slightly
moistened).
7.5 pH value
The pH value is determined according to Annex B.
7.6 Foreign material
The foreign material is determined according to Annex C.
7.7 Anti-side leakage performance
Take any two specimens (from the two smallest sales packages). Cut the elastic at the
waist (pants type diapers). Use a splint or Velcro to fix the specimen on the rectangular
plate. The length direction of the specimen shall be parallel to the direction of the long
side of the plate. Tilt the plate at 45° to the horizontal.
7.8 Delivery moisture
Delivery moisture is determined according to GB/T 462.Sampling method.
7.9 Heavy metal content
The content of heavy metals lead, arsenic, cadmium and mercury shall be determined
according to 1.6 in Chapter 4 of "Safety Technical Specifications for Cosmetics"
(Edition 2015). Use microwave digestion method for sample processing.
7.10 Migratory fluorescent substances
The migratory fluorescent substances are determined according to Annex D.
7.11 Acrylamide content
Acrylamide content is determined according to GB/T 37859.
7.12 Formaldehyde content
The formaldehyde content is determined by high performance liquid chromatography
in GB/T 34448-2017.
7.13 Phthalates content
The phthalate content is determined according to GB/T 37860.
7.14 Decomposable carcinogenic aromatic amine dyes
Decomposable carcinogenic aromatic amine dyes are determined according to GB/T
17592 and GB/T 23344.See Annex E for a list of decomposable carcinogenic aromatic
amine dyes. When testing, try to take samples from the parts with darker printing or dyeing.
7.15 Hygiene indicators
Hygiene indicators are determined according to GB 15979.
7.16 Applicable maximum waist circumference of diapers
The applicable maximum waist circumference of diapers is determined in accordance
with Annex A of GB/T 33280-2016.
7.17 Appearance quality
Appearance quality is visually inspected.
8 Inspection rules
8.1 Exit-factory inspection
Products shall be inspected batch by batch according to the requirements of this Part
before leaving the factory. Products can only leave the factory if they meet the standard.
8.2 Type inspection
Similar products with the same raw materials and the same process shall be subject to
type inspection no less than once every two years. Type inspection shall also be carried
out in one of the following situations.
8.3 Inspection items
Exit-factory inspection items are routine inspection items. Type inspection items
include all inspection items, as shown in Table 3.
8.5 Sampling method
8.5.1 Exit-factory inspection
From a batch of products, randomly select 3 products. Take 2 packs (each pack is
counted as 20 pieces) samples from each piece, 6 packs of samples in total. 4 packs are
used for inspection and 2 packs are used for re-inspection. If there are less than 20
pieces per package, 120 pieces shall be converted into the corresponding minimum
packaging unit.
8.6 Rules for determination
8.6.1 Exit-factory inspection
When the inspected product meets all the technical requirements of the exit-factory
inspection in Table 3, it will be judged as conforming. When any one of these inspection
items fails, it is judged to be nonconforming.
8.7 Quality assurance
The product can only leave the factory after passing the inspection and attaching the
quality mark.
9 Marking, packaging, transportation, storage
9.1 Product sales identification and packaging
9.1.1 The following contents shall be indicated on the product sales package.
9.1.2 The sales packaging of the product shall ensure that the product is not
contaminated. The various identification information on the sales package shall be clear
and not easy to fade.
9.2 Product transportation and storage
9.2.1 Products shall use clean tools with protective measures during transportation.
Prevent heavy pressure, sharp object collision, sun and rain.
9.2.2 The finished product shall be stored in a dry and ventilated room without direct
sunlight. Prevent the effects of rain, snow and ground moisture. Must not coexist with
polluting or toxic chemicals.
