1 Scope
This document specifies the general requirements for wet wipes, special requirements
for adult wet wipes, special requirements for pet wet wipes, special requirements for
object wet wipes, as well as inspection rules, labeling, packaging, transportation,
storage; defines terms and definitions; gives product classification; describes the
corresponding test methods.
This document is applicable to the production, inspection, and sales of various wet
wipes made of non-woven fabrics, dust-free paper or other raw materials used in daily
life.
Note 1.The requirements for wet wipes include general requirements and special requirements.
The special requirements for adult wet wipes, pet wet wipes, object wet wipes are shown in this
document. The special requirements for baby wet wipes and disinfectant wet wipes are shown
in GB/T 27728.2 and GB/T 27728.3, respectively.
Note 2.The special requirements for adult wet wipes and object wet wipes in this document are
not applicable to disinfectant wet wipes.
2 Normative references
The contents of the following documents constitute essential clauses of this document
through normative references in the text. For reference documents with dates, only the
versions corresponding to the dates apply to this document; for reference documents

3 Terms and definitions
The following terms and definitions apply to this document.
3.1 Wet wipes for kitchen
Wet wipes used to clean kitchen objects (such as gas stoves, range hoods, walls, etc.).
3.2 Wet wipes for toilet
Wet wipes used to clean bathroom objects (such as wash basins, toilets, bathtubs,
faucets, etc.).
4 Classification
4.1 Wet wipes are divided into human body wet wipes, pet wet wipes, object wet wipes
according to the different users.
4.2 Wet wipes for human body are divided into baby wet wipes and adult wet wipes
according to the different user groups. Wet wipes for human body are divided into hand
and mouth wet wipes, skin cleaning wet wipes, toilet wet wipes, etc. according to the
different wiping parts.
4.3 Wet wipes for objects are divided into kitchen wipes, sanitary wipes, mirror wipes,
floor wipes, furniture wipes, and other object wet wipes according to different uses.
5 Requirements
5.1 General requirements for wet wipes
5.1.1 Raw materials
Toxic and harmful raw materials shall not be used for wet wipes.
5.1.2 Intrinsic quality
The general intrinsic quality of wet wipes shall comply with the provisions of Table 1.
5.1.3 Others
For wet wipes products that are nominally suitable for multiple users, user groups or
purposes, they shall also meet the requirements of the corresponding products.
5.2 Special requirements for adult wet wipes
5.3 Special requirements for pet wet wipes
5.3.1 Intrinsic quality
The intrinsic quality of pet wet wipes shall comply with the provisions of Table 3.
5.3.2 Microbial indicators
The microbial indicators of pet wipes shall comply with the provisions of Table 4.
5.3.3 Appearance quality
The surface of pet wipes shall be clean and undamaged; it shall not have foreign matter
and stains.
5.4 Special requirements for wet wipes for objects
5.4.1 Intrinsic quality
The intrinsic quality of wet wipes for objects shall comply with the provisions of Table 5.
5.4.2 Microbial indicators
The microbial indicators of wet wipes for objects shall comply with the provisions of Table 6.
5.4.3 Appearance quality
The surface of wet wipes for objects shall be clean and undamaged; there shall be no foreign matter or stains.
6 Test method
6.1 Length deviation, width deviation
Cut the outer packaging of wet wipes from the port; remove the outer packaging; take
out the wet wipes continuously without deformation; place them flat on the glass plate
naturally. Use a ruler to measure the length and width of the specimen. Each sample of
the same specification shall be 6 pieces, accurate to 1 mm. Calculate the length or width
deviation according to formula (1); the result is accurate to 0.1%.
Where.
6.2 Transverse tensile strength
It is measured according to GB/T 12914; the clamp distance is 50 mm. When sampling,
the specimen part that has not been pressed by the cutter shall be cut. After cutting the
specimen, it shall be measured immediately. Take 10 valid measurement values and
express the result as the average value of the single-layer transverse tensile strength.
6.3 Packaging sealing performance
It is measured according to Appendix A.
6.4 Flushability
It is measured according to Appendix B or GB/T 40181.Either of the two methods is
acceptable. In arbitration, GB/T 40181 shall be followed. If the fiber content meets the
requirements of 5.1.2 of this document, the aerobic biodegradation/degradation test and
anaerobic biodegradation/degradation test in GB/T 40181 may not be evaluated.
6.5 Fiber content
It is measured in accordance with GB/T 4688.
6.6 Dust degree
It is measured in accordance with GB/T 1541.
6.7 Shortage of internal volume
Remove the outer packaging during measurement and count visually. Test 3 packages
for each sample; express the result as the maximum shortage.
6.8 Raw materials
The liquid used in the production of adult wet wipes shall be measured in accordance
with the method specified in the "Technical specifications for safety of cosmetics"
(2015 edition).
6.10 Heavy metals (lead, arsenic, cadmium, mercury)
The determination is carried out according to 1.6 in Chapter 4 of the "Technical
specifications for safety of cosmetics" (2015 edition). The sample is processed by
microwave digestion. Sampling method. For multi-piece products, use tweezers to take
a wet wipe from the middle layer of the sample; for single-piece products, directly
sample. Cut the specimen into pieces and test.
6.11 Methanol, benzene, toluene, xylene
It is measured according to the headspace method in GB/T 36985-2018.
6.12 Migratable fluorescent substances
It is measured according to Appendix C.
6.13 pH value
It is measured according to the pH meter method in GB/T 1545-2008.Test solution
preparation method. Wearing clean and uncontaminated plastic gloves, squeeze the
liquid from the multi-piece specimen into a 50 mL glass beaker, to ensure that the test
liquid can soak the test electrode.
6.14 Formaldehyde content
It is measured according to the high performance liquid chromatography method in GB/T 34448-2017.
6.16 Phthalates
It is measured according to GB/T 37860.
6.19 Detergency
It is measured according to Appendix D.
6.20 Corrosiveness
It is measured according to Appendix E.
6.21 Appearance quality
Visual inspection is adopted.
7 Inspection rules
7.1 Inspection classification
7.1.1 Exit-factory inspection
7.2 Inspection items
The exit-factory inspection items are routine inspection items. The type inspection
items are all inspection items except flushability (GB/T 40181) and raw materials,
including general requirements inspection items and special requirements inspection
items. The agreed inspection items are flushability (GB/T 40181) and raw materials.
See Table 7 for general requirements inspection items for wet wipes, Table 8 for special
requirements inspection items for adult wet wipes, Table 9 for special requirements
inspection items for pet wet wipes, Table 10 for special requirements inspection items
for object wet wipes.
7.3 Group-batching rules and sampling scheme
7.3.1 Group-batching rules
The same products with the same raw materials, same process, same specifications
which are delivered at one time form a batch.
7.3.2 Sampling scheme
7.4 Determination of qualified items
7.4.1 Determination of general requirements
If the general requirements of wet wipes meet the requirements of Table 1, the
corresponding items are determined to be qualified; otherwise, they are determined to
be unqualified.
7.4.2 Determination of special requirements
7.4.2.1 Special requirements for adult wet wipes
If the internal quality of adult wet wipes meets the requirements of Table 2, the
corresponding items are determined to be qualified; otherwise, they are determined to
be unqualified.
If the hygiene indicators of adult wet wipes meet the requirements of GB 15979, the
corresponding items are determined to be qualified; otherwise, they are determined to
be unqualified.
If the appearance quality of adult wet wipes meets the requirements of 5.2.4, the item
is determined to be qualified; otherwise, it is determined to be unqualified.
7.4.2.2 Special requirements for pet wet wipes
If the intrinsic quality of pet wet wipes meets the requirements of Table 3, the
corresponding items are determined to be qualified; otherwise, they are determined to
be unqualified.
7.4.2.3 Special requirements for wet wipes for objects
If the intrinsic quality of wet wipes for objects meets the requirements of Table 5, the
corresponding items are judged to be qualified; otherwise, they are judged to be
unqualified.
7.5 Determination of qualified batches
If the test results of hygiene indicators and microbial indicators are unqualified in all
inspection items, the batch is judged to be unqualified. The sample size of the first
inspection of other inspection items shall be equal to the first sample size in Table 11.
If the number of unqualified products found in the first sample is less than or equal to
the first acceptance number in Table 11, the batch shall be considered acceptable; if the
number of unqualified products found in the first sample is greater than or equal to the
first rejection number in Table 11, the batch shall be considered unacceptable. If the
number of unqualified products found in the first sample is between the first acceptance
number and the first rejection number in Table 11, the second sample with the sample
size given by the scheme shall be inspected; the number of unqualified products found
in the first sample and the second sample shall be accumulated. If the cumulative
number of unqualified products is less than or equal to the second acceptance number
in Table 11,
8 Labeling and packaging
8.1 Product sales packaging labeling
8.1.1 The sales packaging labeling of adult wet wipes shall comply with GB 38598 and
shall also include the following.
a) Product name;
b) This document number;
c) Name of the main raw material, indicating the name of the fiber component for
wet wipes that are flushable or can be thrown into the toilet;
d) Product specifications (expressed in terms of the length and width of the product);
e) Product qualification labeling.
8.1.2 The sales packaging label of pet wipes shall include the following.
8.1.3 The sales packaging label of wet wipes for objects shall include the following.
a) Product name;
b) This document number;
c) Name of main raw materials, indicating the fiber component name for wet wipes
marked as flushable or toilet-disposable;
d) Production date and shelf life, or production batch number and expiration date;
e) Product quantity (number of pieces, sheets, draws, etc.);
f) Applicable objects (kitchenware, sanitary ware, etc.);
g) Product specifications (expressed in length and width of the product);
h) Name, address, contact information of the manufacturer (or product responsible
organization);
i) Product qualification label.
Note. Except for wet wipes marked as flushable or toilet-disposable (toilet-use), other wet
wipes are encouraged to indicate fiber components on the sales packaging.
8.2 Product transportation packaging label
8.2.2 The transport packaging label of wet wipes for pets and wet wipes for objects
shall include at least the following.
8.3 Packaging
8.3.1 The packaging of wet wipes shall be dustproof, moisture-proof, mildew-proof.
8.3.2 The packaging materials in direct contact with the product shall be non-toxic,
harmless, and clean. The product packaging shall be intact; the packaging materials
shall have sufficient tightness and firmness, to ensure that the product is not
contaminated under normal transportation and storage conditions.
8.3.3 The sales packaging of the product shall ensure that the product is not
contaminated; the various signs and information on the sales packaging shall be clear
and not easy to fade.
9 Transportation and storage
9.1 Clean transportation tools shall be used during transportation, to prevent
contamination of finished products.
9.2 The packaging shall be intact during transportation; it shall not be dropped from a
high place to prevent damage to the outer packaging.
9.3 It shall be stored in a dry, ventilated, clean place and properly kept, to prevent rain,
snow and moisture from invading the product and affecting the quality.
