Supervision inspection for pressure vessels is a legal inspection. It embodies that China performs mandatory safety supervision for pressure vessels, and this complies with international practice. Through the mode of supervision inspection, the nation guarantees the implementation of relevant safety technical regulations for pressure vessels; the arrangement of all supervision inspection items (points), inspection contents and requirements are proposed based on relevant safety technical regulations. 2.The principle that manufacturers are the main body of quality responsibility. Product quality depends on the process of manufacturing, installation, alteration and repairing. The manufacturing, installation, alteration and repairing organizations of pressure vessels must strictly implement quality control and be responsible for product quality. 3.The principle that supervision inspection items are based on the product quality plan (or inspection plan, the same below). The quality plan is a document of the manufacturer. It stipulates special quality measures, resources and activity sequence in allusion to specific product, service, contract or project. 4.The principle of improving the operability of supervision inspection work. Define the category of supervision inspection work; classify the supervision inspection into manufacturing, installation, alteration and significant repairing supervision inspection. In allusion to different supervision inspection categories, respective work requirements have been raised. 5.The principle to normalize the monitoring over implementation of quality assurance system. By combining the supervision inspection work, it simultaneously monitors the resource conditions that the manufacturing, installation, alteration and repairing organizations persistently meet the requirements of administrative license; and assists the special equipment safety supervision and administration departments to carry out post-certification supervision. Chapter 1 General Provisions Article 1 This Regulation is formulated according to "Special Equipment Safety Law of the People's Republic of China" and "Regulations on Safety Supervision of Special Equipment" to standardize the supervision inspection [Translator note. hereafter supervision-inspection] for pressure vessels. Chapter 2 General Requirements for Supervision-inspection of Pressure-vessels Article 14 General procedures for supervision-inspection of pressure-vessels are as follows. Chapter 4 Basic Requirements for Supervision-inspection on Installation, Alteration and Significant Repair of Pressure-vessel Article 49 Construction supervision-inspection on installation, alteration and significant repair of significant repair pressure-vessels. A1.2 General requirements Supervision-inspection of steel pressure parts, which are in combination or connected with nonmetal, shall be performed according to the requirements of Chapter 3 in this Regulation. Pressure test of nonmetal and nonmetal-lined pressure-vessels and supervision-inspection of exit-factory (completion) information shall be performed according to the requirements of Article 44 and Article 46 in this Regulation. Supervision-inspection of product nameplates shall be in accordance with Article 47 of this Regulation and shall comply with the requirements of "Nonmetal Pressure-vessels Safety and Technical Supervision Regulation". The inspector shall emboss steel-seal of supervision-inspection on product nameplates according to the requirements of Article 48 in this Regulation, and issue "Supervision Inspection Certificate".
