The design conditions shall at least include the following. 4.2.2 Design organization 4.2.2.1 The design organization shall be responsible for the design quality of tube skid containers. 4.2.3 Manufacturer 4.2.3.6 After each tube skid container passes the inspection, the manufacturer shall issue a product certificate. 4.2.3.7 The manufacturer shall accept the supervision and inspection of the tube skid container manufacturing process by the special equipment inspection and testing agency; the product shall obtain a special equipment manufacturing supervision and inspection certificate, which is issued by the supervisory inspection agency. 4.2.3.8 Tube skid containers shall be subject to sample container type test according to the model; obtain certification documents recognized by the relevant industry authorities of the State Council. 4.2.3.9 The manufacturer shall keep at least the following technical documents for reference, during the design service life of each tube skid container it manufactures.5 Materials5.1 General requirements 5.1.1 The selection of materials shall consider their mechanical properties, bending properties, physical properties, process properties. Materials in contact with the filling medium shall also be compatible with the medium. 5.1.7 The tube skid container manufacturer shall be responsible for the authenticity and consistency of the materials and material quality certificates obtained. 5.1.8 When imported pressure piping components are used, they shall comply with the requirements of corresponding safety technical specifications and standards. Pressure piping components imported for the first time shall be type tested by a pressure piping component type testing agency, which is approved by the State Administration for Market Regulation. 5.2 Gas cylinder 5.2.1 Cylinder body 5.2.2 End plug 5.3 Pipeline 5.3.1 Loading & unloading pipelines 5.3.1.1 The pipes shall be made of austenitic stainless steel seamless steel pipes, such as S30403, S30408, S31603, S31608, etc.; meanwhile it shall comply with the requirements of GB/T 14976.The hydrogen filling medium shall use austenitic stainless steel seamless steel pipes, such as S31603 and S31608. 5.3.2 Sewage pipe Sewage pipes should be made of austenitic stainless steel seamless steel pipes, such as S30403, S30408, S31603, S31608, etc.; meanwhile it shall comply with the requirements of GB/T 14976. 5.3.3 Discharge pipe The discharge pipe shall be made of stainless steel pipes, such as S30403, S30408, S31603, S31608, etc.; meanwhile it shall comply with relevant standards, such as GB/T 14976 or GB/T 12771.6 Design6.1 General requirements 6.1.1 In addition to complying with the requirements of this standard, the design of tube skid containers shall also comply with relevant laws and regulations, safety technical specifications, national standards, industry standards. 6.2 Design documents 6.2.1 The design documents of tube skid containers at least include risk assessment report, design instructions, design calculations, design drawings, manufacturing technical conditions, product instructions, test outline, gas cylinder design qualification documents, etc. The approval and signing of design documents shall comply with the provisions of TSG R0005. 6.2.4 The design calculation document shall at least include the following contents. 6.2.5 Design drawings, including at least general design drawings, gas cylinder drawings, piping system drawings, necessary parts drawings, etc. 6.2.5.1 The general design drawing shall at least indicate the following. 6.2.6 Manufacturing technical conditions shall include main manufacturing process requirements, inspection and test methods, etc. 6.2.7 Product instruction manual shall include at least the following content. 6.3.3 The rated mass of tube skid containers shall comply with the provisions of GB/T 1413.When the rated mass exceeds the value specified in GB/T 1413, in addition to being designed, inspected, tested, marked according to the rated mass value, it shall also apply an overweight mark. 6.4 Medium 6.4.1 The classification, product name, number of the medium shall comply with the provisions of GB 6944 and GB 12268.The medium shall also comply with the provisions of the corresponding standards. 6.10.4 Pneumatic control pipeline 6.10.4.1 Pneumatic control pipelines for emergency cut-off devices and pneumatic valves shall be preferably non-metallic pipes; the nominal pressure shall be no less than 0.8 MPa; it shall be compatible with the ambient temperature of use. 6.10.4.2 When the pneumatic control pipelines for emergency cut-off devices and pneumatic valves are made of metal materials, they shall comply with the following requirements.7 Safety accessories, instruments, loading & unloading accessories7.1 General requirements 7.1.1 In addition to complying with the provisions of this standard, the settings of safety accessories, instruments, loading & unloading accessories shall also meet the requirements of the design documents. 7.2 Overpressure relief device of gas cylinder 7.2.1 The type of overpressure relief device for each gas cylinder shall be determined, based on factors such as the failure mode of the tube skid container, medium hazard characteristics, technical characteristics of the overpressure relief device. When the gas cylinder may encounter jet fire or fire when the pressure is far below the nominal working pressure, the designer shall describe the safety protection measures in the design document. 7.2.8 The calculation of the safe discharge volume of gas cylinders shall comply with the provisions of GB/T 33215.The discharge capacity of the overpressure relief device shall not be less than the safe discharge volume of the gas cylinder. 7.2.9 The discharge pipe of the overpressure relief device shall comply with the following requirements. 7.3 Pipeline safety valve 7.3.1 When required by the design client, the safety valve installed in the pipeline shall comply with the following requirements. 7.4 Emergency cut-off device 7.4.1 When required by the design client, emergency cut-off devices shall be installed in the collective pipeline, between the valve at the root of the gas cylinder and the main control valve for tube skid containers, which are filled with flammable and explosive medium, oxygen, air. 7.7.4 The air tightness test of the valve, in fully open and fully closed working conditions, shall be qualified. 7.7.5 The manual valve shall open and close freely, when the valve is subjected to the air tightness test pressure; there shall be no abnormal resistance, idling, etc. 7.7.6 The quick-fit joints for tube skid containers, which are filled with hydrogen and helium, shall have the function of preventing the medium in the cylinder from leaking out, when the loading & unloading hoses fall off.8 Manufacturing8.1 General requirements 8.1.1 Tube skid containers shall be manufactured and inspected in accordance with the design documents, which are approved by the prescribed procedures and the requirements of this standard. 8.1.8 The components of the tube skid container shall be installed firmly and reliably; the outer surface shall be smooth and beautiful, without defects such as crushing, cracks, welding slag or paint peeling. 8.2 Gas cylinder 8.2.1 The items and standards for gas cylinder manufacturing and qualification acceptance shall comply with the provisions of GB/T 33145 and related gas cylinder standards. It shall comply with the provisions of the design drawings and relevant technical documents. 8.2.2 The length difference of gas cylinders, which are used in the same tube skid container, shall not be greater than 15 mm. 8.3.9 Non-destructive testing 8.3.9.1 After the loading & unloading pipelines are welded and the appearance 8.4 Frame 8.4.1 The external dimensions and tolerances of the frame shall comply with the provisions of GB/T 1413; other requirements shall comply with the requirements of the design drawings. 8.4.2 The welding of the frame and connecting parts shall be carried out, in accordance with the requirements of the qualified welding procedure specifications and design drawings. 8.6 Replacement processing 8.6.1 Before leaving the factory, the gas cylinders and pipelines of tube skid containers, which are filled with flammable and explosive medium, shall be replaced and must be qualified before leaving the factory. 8.7 Coating 8.7.1 The coating of tube skid containers shall comply with the provisions of JB/T 4711 and design documents. Gas cylinders and frames are generally coated with white topcoat. 8.7.2 The composition of primer, topcoat, paint film thickness shall comply with the requirements of the design drawing. The paint shall be applied evenly and firmly, without defects such as blisters, cracks, flow marks, peeling.9 Test methods9.1 Pressure resistance test of loading & unloading pipeline 9.1.1 Basic requirements 9.1.2 Hydraulic test 9.1.2.1 The test medium shall comply with the requirements of the design drawing. When using water as the medium for hydraulic testing, the chloride ion content in the water shall not exceed 25 mg/L. After passing the test, the water shall be drained and the water stains shall be removed. 9.1.3 Air pressure test 9.1.3.1 During the air pressure test, the manufacturer shall formulate a special emergency plan for the air pressure test and send personnel to conduct on-site supervision. 9.1.3.2 First, slowly increase the pressure to 10% of the specified test pressure; maintain the pressure for a sufficient time; conduct an initial inspection of all welding and connection parts. 9.1.3.3 When there is no leakage, the pressure can continue to be increased to 50% of the specified test pressure. 9.3 Stacking test 9.4 Lifting test by four corner fittings 9.4.1 This test is to verify the ability of all types of containers except 1D and 1DX, to withstand vertical lifting by four corner fittings. It also verifies the test of various forces, which are generated by the tube skid container, when it withstands the load caused by the acceleration of the gas cylinder during lifting operations. 9.10 Longitudinal stiffness test 9.10.1 This test is to verify the ability of various types of tube skid containers, except 1D and 1DX, to withstand the longitudinal push and pull, which are generated by the ship during navigation. 9.10.2 The methods and requirements of longitudinal stiffness test shall comply with the provisions of GB/T 16563. 9.11 Test of load transfer zone NB/T 10355-2019 NB ENERGY INDUSTRY STANDARD OF THE PEOPLE’S REPUBLIC OF CHINA ICS 23.020.01 J 74 Tube skid container Issued on.
