Hydrogen Fuel Cell Vehicles Facilities for Demonstration – Specifications

1 Scope

This Standard specifies the terms and definitions of compressed hydrogen fuel cell vehicles facilities for demonstration, basic conditions for demonstration, basic requirements, hydrogen refueling stations (vehicles) and hydrogen refueling, and relevant specifications for parking lots and maintenance shops. This Standard applies to hydrogen refueling stations, parking lots and maintenance shops for hydrogen fuel cell vehicles for demonstration (hereinafter referred to as vehicles) whose compressed hydrogen system’s rated working pressure is not greater than 35 MPa.

3 Terms and Definitions

The following terms and definitions and those defined in GB/T 24548 apply to this document. 3.1 Facilities for demonstration Facilities for demonstration refer to hydrogen refueling stations, parking lots and maintenance shops and others required for demonstration. 3.2 Hydrogen vent pipe Hydrogen vent pipe refers to a special hydrogen vent channel which is fixed in a building and used for vehicles to discharge hydrogen indoors. 5.6 Do not discharge hydrogen indoors; if purging, replacement, emptying for depressurization or other operations is carried out indoors for hydrogen systems, hydrogen vent pipes shall be used to discharge hydrogen outdoors safely. 5.7 In case of a leakage or concentration of hydrogen, immediately cut off the gas source; ventilate the room; and do not carry out any operation that may generate sparks. 5.8 If an open flame needs to be used for vehicles or hydrogen systems, it shall be guaranteed that the concentration of hydrogen inside of hydrogen systems within hot work area does not exceed its lower flammability limit. 5.9 When a hydrogen leakage test is carried out for the pipes, valves, joints and others of hydrogen systems, apparatus and method shall be used as specified.

6 Hydrogen Refueling Stations (Vehicles) and

Hydrogen Refueling 6.1 Management of hydrogen refueling stations (areas) 6.1.1 Conspicuous barriers between hydrogen refueling stations (areas) and the outside world as well as clear entrances and exits shall be provided. 6.1.2 Smoking or use of open flame are prohibited; if an open flame must be used because equipment maintenance etc., a hot work can only be done after it is approved, relevant rules shall be followed, reliable safety measures shall be taken. 6.1.3 Spacing between vehicles within hydrogen refueling stations (areas) shall meet the criteria of emergency evacuation. 6.2 Hydrogen refueling operation 6.2.1 Before hydrogen refueling, fuel cell systems and vehicles’ high voltage systems shall be shut down; and vehicles shall be earthed at hydrogen refueling stations (unless that the manufacturer of vehicles declares that earthing is not necessary). 6.2.2 The following rules shall be followed during hydrogen refueling operation. 6.2.2.1 In case of adverse weather such as strong lightning or an emergency adverse to hydrogen refueling safety that occurs inside or outside of hydrogen refueling stations, follow the rules of the Safety Accidents Emergency Response Plan for Demonstration, stop hydrogen refueling operation and shut down power sources and gas sources. 6.2.2.2 When vehicles get in a station for hydrogen refueling, drivers shall follow relevant rules for hydrogen refueling stations. ......
