1 Scope

This Standard specifies the content, format and production requirements for safety labels of consumer products. This Standard applies to the design of safety labels of consumer products.

2 Normative references

The following documents contain the provisions which, through reference in this Standard, become the provisions of this Standard. For dated references, their subsequent amendments (excluding corrigendum) or revisions do not apply to this Standard. However, the parties who enter into agreement based on this Standard are encouraged to investigate whether the latest versions of these documents are applicable. 3 Terms and definitions

For the purpose of this Standard, the following terms and definitions apply. 3.1 consumer product Products that are sold to meet the needs of members of society. GB 2894). 3.10 panel In a safety label, the area where specific safety information is conveyed by setting the background color and setting the boundary.

4 Label content

4.1 General requirements Safety labels are used to convey specific safety information, the content shall. - help consumers to use consumer products correctly, and help consumers to avoid or reduce the possible harm caused by misuse; - give necessary warnings for misuse that can reasonably be foreseen; - be conspicuous, long-lasting, easy-to-identify for consumers; - consider the needs of special consumer groups (e.g. children, the elderly, the disabled, etc.). 4.2 Content requirements The safety label shall use signal words (background colors), text messages and safety symbols to convey safety information. The content of safety labels shall include. - categories of potential hazards; - consequences and degree of possible harm; - precautions in use and/or rescue measures in the event of an accident.

5 Label panel

5.1 Composition The safety label may be in two-area format or three-area format. The two-area format includes a signal word area and a text message area; the three-area format includes a signal word area, a text message area and a safety symbol area.

7 Text message area

7.1 Text content The text message shall include the type of harm, precautions in use and/or simple but effective rescue measures in the event of an accident. When deciding whether or not to omit relevant information, a variety of factors shall be considered, including whether relevant information can be inferred from safety symbols, other text information, user training, and context of text content. 7.2 Text description 7.2.1 The text message shall use standard Chinese characters, and may simultaneously use Chinese pinyin or other characters that have a close correspondence, but the character size shall be smaller than the corresponding standard Chinese characters. 7.2.2 The length of the text message depends on how much information needs to be conveyed. After determining the text message, it shall be organized in a concise and easy-to-understand form. The sequence of that text message is shown in Annex B. 7.2.3 When the necessary operation instructions, precautions, or harm consequences require a long text description, consumers can be guided to read the information such as use instructions, user manuals. 7.3 Text format 7.3.1 Text color The text shall use a contrasting color with the background color, generally using black text and white background. 7.3.2 Character size The size of character in the text message area shall be such that consumers with normal vision (including corrective vision) can clearly identify and read at a safe viewing distance. The character size is shown in Annex B. 7.3.3 Text spacing It shall choose reasonable line spacing and character spacing so that the text message is easy to read. The text spacing is shown in Annex B.

Annex A

(informative) Risk assessment and selection of signal words A.1 General The risk of harm caused by consumer products is divided according to the probability of harm and the degree of harm. The selection of signal words is based on the magnitude of the risk that may be caused due to failure to observe the safety warning information. The degree of risk determines the signal words, background color, and whether safety warning symbols are used. This annex provides a guidance on the selection of risk assessment and signal words that apply only to this Standard. A.2 Risk assessment A.2.1 Possibility of harm When a dangerous situation exists (e.g. the safety warning information is not observed), the possibility of harm shall be estimated. The information required to estimate the possibility of harm can be obtained through relevant historical data, test simulations, expert judgments and other methods. A.2.2 Degree of harm The degree of harm to the human body from consumer products can generally be divided into four levels, that is, very serious, serious, general and minor. - Very serious. causes catastrophic harms (such as death, disability), which generally require long-term treatment and rehabilitation. - Serious. causes irreversible harms (such as scars), which require treatment in the emergency room or hospitalization. - General. causes mild harms (such as epidermis scratches), which can be generally treated in the clinic. - Minor. causes some degree of discomfort to the body, which can be treated at home without medical treatment. A.3 Selection of signal words Signal words are selected on the basis of the degree of risk caused by non- compliance with safety warning information. In order to ensure the safety of

(informative) Design principles and requirements for message area B.1 Text sequence The sequence of text message can be more flexible, depending on the level of knowledge of the target consumers and the reaction time required when harm occurs. When there are multiple types of harm avoidance measures, the potential hazard information shall be preceded; when there are only a few harm avoidance measures, the harm avoidance measures shall be preceded. Figure B.1 illustrates a sequence where the hazard category is first explained before describing harm avoidance measures. This sequence is reasonable and effective when consumers need to know what kind of potential hazard exists and then focus on harm avoidance measures. The premise of this format is that consumers have time to read all the information while taking appropriate measures. Figure B.2 illustrates a sequence where the harm avoidance measures are placed first in the text message. This structure is very suitable when consumers are eager to know how to take corresponding actions according to the harm avoidance measures.
