This Standard serves as a replacement of GB/T 24545-2009 Requirement of Speed Limitation System for Motor Vehicles. 1 Scope

This Standard stipulates the terms and definitions, and general requirements of speed limitation system for motor vehicles; the requirements and test methods for motor vehicles with maximum speed limitation system and motor vehicles with adjustable speed limitation system. This Standard is applicable to. ---Maximum speed limitation device and adjustable sped limitation device. ---Type-M and Type-N vehicles equipped with maximum speed limitation device or adjustable speed limitation device. ---Type-M and Type-N vehicles equipped with maximum speed limitation function or adjustable speed limitation function.

3 Terms and Definitions

What is defined in GB 7258 and GB/T 15089, and the following terms and definitions are applicable to this document. 3.1 Speed Limitation System Speed limitation system refers to a system which implements speed limitation through the control of vehicle power plant’s power supply, vehicle or engine (or electric motor) management. Speed limitation system includes maximum speed limitation system and adjustable speed limitation system. 3.2 Maximum Speed Limitation System Maximum speed limitation system refers to a system which guarantees that the speed of a motor vehicle does not exceed the set speed through maximum speed limitation device or maximum speed limitation function. 3.4 Maximum Speed Limitation Device Maximum speed limitation device refers to a device which is installed to limit the speed of a motor vehicle under the set speed through the control of vehicle power plant’s power supply, or engine (or electric motor) management. 3.5 Maximum Speed Limitation Function Maximum speed limitation function refers to a function which limits the speed of a motor vehicle under the set speed through the control of vehicle power plant’s power supply, vehicle or engine (or electric motor) management. This function may be implemented by a motor vehicle’s original device. 3.6 Adjustable Speed Limitation Device Adjustable speed limitation device refers to a device which is installed to limit the speed of a motor vehicle under the adjustable limit speed through the control of vehicle power plant’s power supply, or engine (or electric motor) management.

4 General Requirements

4.1 Speed Limitation System When a motor vehicle is in normal operation, the indispensable components of the speed limitation system shall be normally functioning. Speed limitation system shall satisfy the requirements of this Standard. 4.2 Requirements of Maximum Speed Limitation Device and Adjustable Speed Limitation Device 4.2.1 Environmental loads Environmental loads shall satisfy the requirements of environmental loads in GB/T 28046.1. 4.2.7 Electromagnetic radiation Electromagnetic radiation shall properly function in normal electromagnetic environment of motor vehicle; satisfy the stipulations in GB/T 17619. 4.3 Safety and Durability 4.3.1 Safety When speed limitation system fails, it shall not affect the driver’s control of the engine through acceleration pedal. 4.3.2 Durability 4.3.2.1 Place maximum speed limitation device on a bench; simulate its motion on a motor vehicle. Then, conduct the durability test. The control system shall be provided by the manufacturer, so that the speed limitation device can be retained to receive the durability test in accordance with the durability test loop shown in Figure 1. Time needed to complete the operation. ; 4.4 Speed Limiting Value 4.4.1 The set speed of highway passenger vehicle, sightseeing bus, motor caravan and other passenger vehicles whose length is more than 9 m shall not exceed 100 km/h.

5 Requirements of Motor Vehicles with Maximum

Speed Limitation System 5.1 After a motor vehicle exits factory, it shall be guaranteed that the set value of the 5.2 The maximum speed limitation system shall prevent from unauthorized and arbitrary adjustment, or, break off the power supply to unauthorized and arbitrary adjustment. 5.3 It is not allowed to implement the maximum speed limitation function through service braking. 6 Requirements of Motor Vehicles with Adjustable

Speed Limitation System 6.1 Vadj Display It shall be guaranteed that under the normal conditions, Vadj value is always visible from the driver’s position. Due to safety reasons or the driver’s demands, Vadj display is allowed to be temporarily interrupted. 6.5 Vadj Setting 6.5.1 Between 30 km/h and the set speed, Vadj shall be able to be set up through the Or step length of not more than 10 km/h. 6.6 Initiate or Cancel Adjustable Speed Limitation Function 6.6.1 Adjustable speed limitation function shall be able to be initiated or cancelled under the conditions stipulated by the manufacturer. 6.6.2 When engine is shut down, the adjustable speed limitation function shall be automatically cancelled.

7 Test Methods of Motor Vehicles with Maximum Speed Limitation System

7.1 Circumstances Where Test is Unnecessary Motor vehicles whose maximum running speed is lower than the set speed Vset can be excused from the tests below. 7.2 Optional Road Test or Dynamometer Test It is allowed to choose road test or dynamometer test. When the result of dynamometer test is objectionable, road test shall be conducted; the result of road test shall be subject to. 7.3 Road Test 7.3.1 Preparation of motor vehicles 7.3.2 Road 7.3.2.1 Road shall be suitable for vehicles to maintain at a stable speed. The surface of road shall be flat. Road gradient shall be not more than 2%; road gradient variation shall be not more than 1%. 7.3.3 Ambient weather conditions The average wind velocity measured from a position that is at least 1 m above the ground shall be not more than 3 m/s; the gust velocity shall be not more than 10 m/s. 7.3.4 Remaining test conditions The remaining test conditions and test preparation shall satisfy the requirements in GB/T 12534. 7.3.5 Acceleration test 7.3.5.2.1 Vstab shall be not more than a larger value between (1 + 5%)  Vset and (Vset + 5 km/h). 7.3.5.2.2 After a motor vehicle’s speed reaches a stable speed for the first time. 7.3.7 Stable speed test 7.3.7.1 Stable speed test process Conduct full throttle acceleration to a stable speed; maintain at the stable speed for at least 400 m. 7.3.7.2 Requirements of stable speed test 7.3.7.2.1 Vstab shall not exceed a larger value between (1 + 5%)  Vset or (Vset + 5 km/h). 7.3.7.2.2 The difference of stable speeds measured each time shall not excel 3 km/h. 7.4.1 Features of dynamometer test The equivalent inertia of a motor vehicle’s mass shall be simulated through chassis dynamometer. The accuracy shall be ± 10%; the deviation of speed test shall be not more than ± 1%; the time interval of sampling shall be less than 0.1 s. 7.4.2 Acceleration test 7.4.3 Stable speed test 7.4.3.1 Place test vehicle on a chassis dynamometer. The power absorbed by the chassis dynamometer shall gradually decrease from Pmax to 0.2 Pmax. Within this power variation range, record the transient speed value. The test shall be conducted for 5 times in total.

8 Test Methods of Motor Vehicles with Adjustable Speed Limitation System

8.1 Test Conditions Test conditions shall comply with the requirements in 7.3.1 ~ 7.3.4. 8.2 Alert Test when Speed Exceeds Vadj 8.2.1 When speed is (Vadj  10 km/h), press the acceleration pedal to the floor, so that the speed exceeds Vadj. 8.3 Adjustable Speed Limitation Test 8.3.1 Adjustable speed limitation test gears In accordance with each Vadj that needs to be tested, select gears whose maximum speeds can reach Vadj as the test gears. 8.3.4 Requirements of adjustable speed limitation test 8.3.4.1 Vstab that vehicle speed reaches shall not exceed (Vadj + 3 km/h). 8.3.4.2 After the speed reaches a stable speed for the first time. 8.4 Selection of Test Speeds 40 km/h, 80 km/h and 80% maximum speed (when this value is more than 120 km/h, count it as 120 km/h) shall be selected to conduct the tests described in 8.2 and 8.3.

9 Date of Implementation

9.1 Except from the speed limitation signal sign stipulated in 5.8, this Standard shall be implemented on vehicle models with newly applied type approval since the date of implementation. 9.2 In terms of the speed limitation signal sign stipulated in 5.8, this Standard shall be implemented on vehicle models with newly applied type approval since the 13th month after the date of implementation; ......
